April 10, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., April 10, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Council Members Roberts, Moore, Vogeli, Bader, Stonecipher, and Tuohy were present. Mayor Franklin and Council Member Murphy were excused. Council Member Moore led the Pledge of Allegiance. The minutes of the April 3, 2019, City Council meeting were approved as printed. MAYOR Mayor Franklin was excused. COUNCIL Council Member Vogeli provided a report from the South Forest Park Neighborhood meeting. She also commented on her attendance at the Arbor Day Celebration at Walter E. Hall Park. Council Member Roberts also commented on his attendance at the Walter E. Hall Park Arbor Day Celebration. Council Member Roberts asked for feedback from council members on a draft memo regarding climate action addressed to the Puget Sound Regional Council ( PSRC) Growth Policy Board and stated this will come back to Council for action before sending to PSRC. Council Member Roberts also commented on his attendance at the Sound Transit Operations Committee meeting on Thursday. Council Member Stonecipher provided an update from the Public Safety Subcommittee meeting held earlier this evening. She also provided a report from her attendance at the Parks Board meeting on Tuesday. President Bader, on behalf of Mayor Franklin, presented four recommendations for appointment to the Diversity Advisory Board. 104  April 10, 2019 APPOINTMENTS Moved by Council Member Moore, seconded by Council Member Roberts, to concur with the following appointments: Diversity Advisory Board Appointment of Kara Price to Position 4 for the reminder of a four- year term ending September 30, 2019. Appointment of Rukeyia Larron to Position 5 for the remainder of a four- year term ending September 30, 2019. Appointment of Nate Feaster to Position 10 for the remainder of a four- year term ending September 30, 2021. Appointment of Michael Butler to Position 11 for the remainder of a four- year term ending September 30, 2021. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. President Bader provided an update from Snohomish Health District Board meeting. He also commented on his attendance at the Puget Sound Regional Council meeting. President Bader announced that the Everett Police Annual Awards Ceremony is scheduled for Thursday at 5 p. m. at the Everett Performing Arts Center. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. Moved by Council Member Roberts, seconded by Council Member Tuohy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7360 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 067, 664. 41 for the period of March 23, 2019, through March 29, 2019. GRANT APPLICATION — MARINE PATROL GRANT PROGRAM 107  April 10, 2019 To authorize the Mayor to sign all necessary documents with the Washington State Parks and Recreation Commission regarding agreement, utilization and acceptance of the $ 16, 974. 89 Fiscal Year 2019 Marine Patrol Federal Financial Assistance Grant Program. AGREEMENT- NATIONAL POLLUTION ELIMINATION SYSTEM To authorize the Mayor to sign the Interlocal Agreement with Snohomish County and Snohomish Conservation District to provide support of the National Pollution Elimination System ( NPDES) Permit Requirements. S ACTION ITEMS: MEMORANDUM OF UNDERSTANDING — VIOLENT OFFENDER TASK FORCE Moved by Council Member Vogeli, seconded by Council Member Stonecipher to authorize the Mayor to sign the Memorandum of Understanding with the United States Marshals Service regarding participation in the Violent Offender Task Force for 2019 and subsequent years. Discussion ensued regarding use of force, drug offenses, and investigations under the contract and how House Bill 1064 will impact the contract when it goes into effect. Motion carried. f 108  April 10, 2019 AGREEMENT — ECONOMIC ALLIANCE OF SNOHOMISH COUNTY Moved by Council Member Roberts, seconded by Council Member Moore, to authorize the Mayor to sign a professional services agreement with the Economic Alliance of Snohomish County for 75, 000. Discussion ensued regarding contribution and investments from other jurisdictions to the Economic Alliance. Nick Harper, Administration, stated he would work to get that information to Council. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. REVISED EASEMENT — GRAND AVENUE PEDESTRIAN BRIDGE Moved by Council Member Roberts, seconded by Council Member Stonecipher, to authorize the Mayor to sign the Revised Temporary Construction Easement with the Port of Everett for the Grand Avenue Pedestrian Bridge Project. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. RESOLUTION — MULTIPLE FAMILY PROPERTY TAX EXEMPTION PUBLIC HEARING Moved by Council Member Vogeli, seconded by Council Member Stonecipher, to adopt Resolution No. 7361 declaring the City' s intention to add the Landfill property within the Riverfront Redevelopment area to the Multiple Family Property Tax Exemption provisions of RCW Chapter 84. 14, and setting May 1, 2019, as the date for a public hearing. 109  April 10, 2019 Roll was called with all council members voting yes, except Council Member Murphy who was excused. NOTICE OF BID ERROR — ALVERSON STORMWATER SEPARATION PROJECT Moved by Council Member Tuohy, seconded by Council Member Moore, to accept the Notice of Bid Error from Strider Construction Co. Inc., and award the Bid for the Alverson Stormwater Separation Project to Rodarte Construction, Inc., in the amount of$ 1, 460, 182. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. Council Member Roberts stated there is no General Government Subcommittee meeting scheduled next Wednesday and he also thanked Linda War Bonnet, Parks Board Commissioner, for her work on the Arbor Day Celebration.
