Everett City Council

May 8, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., May 8, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Council Members Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Mayor Franklin and Council Members Roberts and Moore were excused. Council Member Murphy led the Pledge of Allegiance. The minutes of the May 1, 2019, City Council meeting were approved as printed. MAYOR Mayor Franklin was excused. COUNCIL Council Member Stonecipher provided a liaison report on her attendance at the Westmont- Holly Neighborhood meeting on Monday evening. President Bader provided an update on the finalization of the Districting Commission process for the selection of Commissioners. He also reported that there would be no General Government Subcommittee meeting next week. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, stated that Deb Williams, Council Administrator, would be scheduling appointments with all council members regarding the establishment of a health clinic. CITY ATTORNEY City Attorney Iles had no comments. 137  May 8, 2019 CITIZEN COMMENTS Bruce Scott, Everett, spoke about the lack of accessible Everett Transit routes to critical areas such as hospital facilities and City parks. COUNCIL BREIFING AGENDA: President Bader announced that Briefing Item # 2 would be presented first with Item # 1 to follow. COUNCIL BILL 1905- 25 FIRST READING: AN ORDINANCE establishing regulations for Alarm Systems for Law Enforcement response repealing Ordinances 494- 78 and 865- 82 ( Chapter 9. 10 EMC) Presented by Greg Lineberry, Police Council Member Murphy inquired about the number of alarm company operators doing business in the city of Everett. Captain Lineberry stated he would try to get an approximate figure on alarm company operators doing business in Everett. Public Works Site Selection Study Presented by Paul Kaftanski, Administration, and Julie Bassuk and Cecilia Roussel of Makers Architecture Paul Kaftanski provided a brief report on the status of the public works complex project that is currently underway. He introduced representatives Julie Bassuk and Cecilia Roussel from Maker Architecture who presented the Public Works Site Selection Study Existing Conditions & Visioning Milestone briefing. Ms. Bassuk provided an update on the various stakeholder groups that are assisting in the study work, which includes a technical committee comprised 138  May 8, 2019 of representatives from the all facets of Public Works, including staff from several other departments, and a leadership committee. Council Member Murphy requested the names of members of the technical and leadership committees. Ms. Bassuk stated Paul Kaftanski could forward that information to Council, as well as the communication plan. President Bader inquired about the availability of a diagram that was created by city staff, which showed the interrelationships of city departments to Public Works. Mr. Kaftanski stated he would provide copies of the 2017 diagram that was created by Facilities staff. Council Member Stonecipher asked if only city- owned buildings were being considered. She suggested that if properties in the Everett Station or Metro Everett areas are determined to be the most viable alternative, that the opportunity for mixed- use area or other innovative solutions are considered. Mr. Kaftanski encouraged council members to share questions and comments, as well as input from residents, to assist with the actual decision in the end. PROPOSED ACTION ITEMS: COUNCIL BILL 1904- 22 SECOND READING: AN ORDINANCE amending Ordinance No. 3589- 18, entitled " Phil Johnson Ballfields Renovation," Fund 354, Program 054, to accumulate the design and construction costs for the project 139  May 8, 2019 COUNCIL BILL 1904- 23 SECOND READING: AN ORDINANCE relating to Limited Commission Officers, amending Ordinance No. 284- 74 ( Chapter 2. 45 EMC) COUNCIL BILL 1904- 24 SECOND READING: AN ORDINANCE amending the critical areas regulations in the Zoning Code to apply city-wide, including areas within jurisdiction of the Shoreline Master Program and Local Project Review Procedures, amending Ordinance Nos. 1671- 89, 2909- 06 and 2530- 01, as amended CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION — PAYROLL To adopt Resolution No. 7368 authorizing payroll claims against the City of Everett in the amount of $ 4, 022, 154. 68 for the period ending April 19, 2019. RESOLUTION - CLAIMS To adopt Resolution No. 7369 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 883, 128. 33 for the period of April 20, 2019, through April 26, 2019. 140  May 8, 2019 Roll was called with all council members voting yes, except Council Members Roberts and Moore who were excused.
