Everett City Council

July 3, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., July 3, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Bader, and Tuohy were present. Council Member Vogeli was expected to be late and Council Members Moore and Stonecipher were excused. Members of Scouts BSA Troop 18 led the Pledge of Allegiance. The minutes of the June 19, 2019, City Council meeting were approved as printed. MAYOR APPOINTMENT— CITY ATTORNEY Mayor Franklin asked for Council concurrence with her appointment for City Attorney, David Hall. Moved by Council Member Roberts, seconded by Council Member Murphy, to concur with the appointment of David Hall as the City Attorney. Council members expressed their support and congratulated David Hall. Roll was called with all council members voting yes, except Council Members Moore, Vogeli, and Stonecipher who were excused. Motion carried. Council Member Vogeli entered council chambers at 6: 34 p. m. OATH - POLICE OFFICER Moved by Council Member Tuohy, seconded by Council Member Murphy, to concur with the appointment of James O' Dell as a new police officer. 196  July 3, 2019 Roll was called with all council members voting yes, except Council Members Moore and Stonecipher who were excused. Motion carried. The Deputy City Clerk administered the oath of office, and Mayor Franklin presented the officer with his badge. APPOINTMENTS/ REAPPOINTMENTS Moved by Council Member Roberts, seconded by Council Member Tuohy, to concur with the following appointments: CHIP Loan Review Committee Bryan Bunney for reappointment to Position A2 for a four- year term ending December 31, 2022. Seth Jones to Position Al for a three- year term ending December 31, 2022. Roll was called with all council members voting yes, except Council Members Moore and Stonecipher who were excused. Motion carried. Mayor Franklin provided an update on her attendance at the Paris Air Show. COUNCIL Council Member Murphy provided a liaison report from recent Public Facilities District meetings. 197  0 July 3, 2019 Council Member Vogeli provided an update on her attendance at the National League of Cities meeting in Indianapolis. Council Member Roberts stated that the Puget Sound Regional Council Transportation Policy Board received a request from the US Department of Transportation to support an 1- 5 study and thanked the Mayor and staff for sending a letter of support. He also commented on his attendance at the Association of Washington Cities meeting last week. Vice President Tuohy wished everyone a happy Fourth of July, thanked Parks staff for their work during the holiday, and commented on all the events around town tomorrow. President Bader wished everyone a happy and safe Fourth of July. He also provided a liaison report from the Transportation Advisory Committee. President Bader announced that a public hearing will take place during the July 10 council meeting regarding emergency Ordinance 3686- 19, which established a moratorium on supportive housing. He announced that the General Government Subcommittee will be discussing the parks naming process. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. CITY ATTORNEY City Attorney Hall thanked Council for his appointment and announced that the City had prevailed in the 9th Circuit Court of Appeals regarding the bikini barista case. CITIZEN COMMENTS There were no citizens who wished to speak. 198  July 3, 2019 PROPOSED ACTION ITEMS: COUNCIL BILL 1906- 32 SECOND READING: AN ORDINANCE concerning the City' s Shoreline Public Access Plan, repealing Ordinance No. 2692- 03 adopting the 2003 Shoreline Public Access Plan Adopt Resolution adopting the 2019 Shoreline Public Access Plan CONSENT ITEMS: Moved by Council Member Tuohy, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7391 authorizing claims against the City of Everett in the amount of $ 1, 569, 510. 13 for the period of June 8, 2019, through June 14, 2019. RESOLUTION - CLAIMS To adopt Resolution No. 7392 authorizing claims against the City of Everett in the amount of $ 1, 356, 928. 95 for the period of June 15, 2019, through June 21, 2019. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7393 authorizing payroll claims against the City of Everett in the amount of$ 4, 149, 407. 59 for the period ending June 8, 2019. 199  July 3, 2019 RESOLUTION — ELECTRONIC TRANSFER CLAIMS To adopt Resolution No. 7394 authorizing electronic transfer claims against the City of Everett in the amount of $ 8, 078, 582. 92 for the period of May 1, 2019, through May 31, 2019. AGREEMENT- RAADAR To authorize the Mayor to sign the Authorized User Agreement with Snohomish County 911, allowing Police Department employees access and use of RAADAR at no cost to the City of Everett. This item was pulled from the agenda. AGREEMENT AMENDED — ENGERY SMART INDUSTRIAL- WASTEWATER ENERGY COACHING To authorize the Mayor to sign Amendment No. 2 to Miscellaneous Service Contract No. CW2228764, entitled: Energy Smart Industrial — Wastewater Energy Coaching with Snohomish County PUD. Roll was called with all council members voting yes, except Council Members Moore and Stonecipher who were excused. Motion carried. ACTION ITEMS: AGREEMENT- 2020 COMPREHENSIVE WATER PLAN ENGINEERING SERVICES Moved by Council Member Roberts, seconded by Council Member Vogeli, to authorize the Mayor to sign a Professional Services Agreement with HDR, Inc., to provide Engineering Services for the 2020 Comprehensive Water Plan in the amount of$ 760, 233. 200 I July 3, 2019 Roll was called with all council members voting yes, except Council Members Moore and Stonecipher who were excused.
