Everett City Council

August 14, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., August 14, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Murphy was excused. Mayor Franklin led the Pledge of Allegiance. The minutes of the August 7, 2019, City Council meeting were approved as printed. Council Member Tuohy abstained from the vote. MAYOR Mayor Franklin had no comments. COUNCIL Council Member Roberts announced that the General Government Subcommittee is scheduled to meet next Wednesday at 5 p. m. in the council chambers. He commented that on Saturday, he joined the Historical Commission on a walking tour, which was led by Everett historian Jack O' Donnell. Moved by Council Member Roberts, seconded by Council Member Stonecipher, to bring back to Council for consideration, a resolution concerning Washington Initiative 976. Council Member Roberts explained the design details and impacts if Initiative 976, the Limits on Motor Vehicle Taxes and Fees Measure, passes in November. He stated he would work with Legal to develop a draft resolution. Council Member Stonecipher reported that she toured the Forgotten Creek nature trail today with Bob Jackson, a Port Gardner resident instrumental in efforts to clean up and restore the area. She also commented on the closure of the Bond Street crossing over the Burlington Northern Sante Fe railroad tracks, and she 241  August 14, 2019 requested that City staff revisit this matter. Council Member Stonecipher reported on the Public Safety Subcommittee meeting that was held earlier this evening. Council Member Vogeli shared sad news that Everett resident M. J. Donovan- Creamer, passed away yesterday. President Bader provided a liaison update on his attendance yesterday at the Snohomish Health District Board meeting. ADMINISTRATION UPDATE ON PRIOR BUSINESS At the request of Lyle Ryan, Administration, Paul Kaftanski provided an update on the Public Works complex seismic and site selection studies. CITY ATTORNEY City Attorney David Hall had no comments. CITIZEN COMMENTS Ryan Anderson, Everett, provided positive feedback on the location of the Everett Farmer' s Market and the Street Tunes' piano program. He also thanked the Parks Department and the Everett Police Department for recent safety improvements at Clark Park. Dana Oliver, Downtown Everett Association ( DEA), spoke about the cleanup of trash by vendors of the Farmer' s Market. CONSENT ITEMS: Moved by Council Member Stonecipher, seconded by Council Member Moore, to approve the following consent items: 242  August 14, 2019 RESOLUTION — CLAIMS To adopt Resolution No. 7411 authorizing claims against the City of Everett in the amount of $472, 295. 01 for the period of July 27, 2019, through August 2, 2019. RESOLUTION — TIMBER SURPLUS / CHAPLAIN GAP TIMBER SALE BID CALL To adopt Resolution No. 7412 authorizing the surplus of timber and call for bids on the Chaplain Gap Timber Sale# 124- 10. REQUEST FOR PROPOSAL— ROCK SCREENER To authorize Request for Proposal 2019- 62 for a Rock Screener. BID RELEASE— 2019 BIOSOLIDS PROJECT To authorize Release of Invitation to Bid for 2019 Biosolids Project. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. ACTION ITEMS: AGREEMENT- 2020 WATER FILTRATION PLANT FACILITIES PLAN Moved by Council Member Roberts, seconded by Council Member Stonecipher, to authorize the Mayor to sign the Professional Services Agreement with Brown and Caldwell, Inc., to prepare the 2020 Water Filtration Plant Facilities Plan for an amount not to exceed $ 464, 605. 243  August 14, 2019 Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. COUNCIL BRIEFING AGENDA: LIME Scooter Pilot Program Update. Presented by Nick Harper, Administration; Julio Cortes, Communications and Marketing; Jonathan Hopkins, Northwest at Lime Deputy Mayor Nick Harper introduced Jonathan Hopkins of Lime who presented information on the Everett pilot program, including scooter usage, economic benefits, safety best practices, and economic development and partnership. Julio Cortes provided staff feedback on the pilot program and staff recommendations. Considerable discussion took place regarding personal accountability, public safety concerns such as sidewalk riding, the need for continued public education, utilization in winter months, enforcement mechanisms, the status of the helmet law, and updates to the Everett Municipal code. Bruce Scott, Everett, spoke in opposition of the program due to safety concerns. Dana Oliver, DEA, spoke about personal responsibility and expressed support for continuing the program. Kevin Pham, Everett expressed support for continuation of the program. Brian Parkinson, Everett, spoke about the need for an infrastructure component to support the scooter program.
