August 21, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., August 21, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Council Members Roberts, Moore, Murphy, Vogeli, Bader, and Stonecipher were present. Mayor Franklin and Council Member Tuohy were excused. Council Member Murphy led the Pledge of Allegiance. The minutes of the August 14, 2019, City Council meeting were approved as printed. Council Member Murphy abstained from the vote. MAYOR Mayor Franklin was excused. COUNCIL Council Member Murphy provided a liaison report from the Public Facilities District exit conference with the Washington State Auditors. Council Member Vogeli provided an update from the Westmont- Holly Neighborhood cleanup on Saturday. She also stated she attended the Moms Demand Action rally and the Farmer' s Market on Sunday. Council Member Roberts stated he attended the Fresh Paint event at the Port of Everett over the weekend. He also stated he attended the Moms Demand Action rally. Council Member Roberts provided an update from the General Government Subcommittee meeting held earlier this evening. Moved by Council Member Roberts, seconded by Council Member Vogeli, to work with staff to develop a resolution consistent with House Bill 1406, which encourages investments in affordable and supportive housing. 246 i August 21, 2019 Council Member Roberts also asked Council Members Moore and Stonecipher to review the public place naming policy. Council Member Stonecipher stated she was happy to review the public place naming policy with Council Member Moore. She also asked for briefings regarding speeding on city streets and opportunity zones. Council President Bader stated that the Transportation Advisory Committee is already discussing speeding on city streets. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. CITY ATTORNEY City Attorney Hall had no comments. PUBLIC COMMENT Sophia Hull and Eleanor Reynolds, of the Environment Washington Research and Policy Center, spoke about the Federal Land and Conservation Fund and requested support from Council. Council members stated that staff would get in touch with Ms. Hull and Ms. Reynolds to learn more about the fund. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Roberts, to approve the following consent items: f 247  August 21, 2019 RESOLUTION — CLAIMS To adopt Resolution No. 7413 authorizing claims against the City of Everett in the amount of $ 2, 414, 357. 37 for the period of August 3, 2019, through August 9, 2019. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7414 authorizing payroll claims against the City of Everett in the amount of$ 4, 223, 704. 60 for the period ending August 3, 2019. AGREEMENT— EASEMENT RENEWAL To authorize the Mayor to sign the Easement Renewal with Snohomish County Public Utility District No. 1 in the form substantially provided. AGREEMENT- HOWARTH PARK RENOVATIONS To authorize the Mayor to sign the Youth Athletic Facility Program Project Agreement with the Washington State Recreation and Conservation Office to aid in financing the cost of sport courts and parking lot renovations at Howarth Park. AGREEMENT- AMERICAN LEGION MEMORIAL PARK RENOVATIONS To authorize the Mayor to sign the Youth Athletic Facility Program Project Agreement with the Washington State Recreation and Conservation Office to aid in financing the cost of sport court and parking lot renovations at American Legion Memorial Park. AGREEMENT- FOREST PARK RENOVATIONS To authorize the Mayor to sign the Youth Athletic Facility Program Project i 248  August 21, 2019 Agreement with the Washington State Recreation and Conservation Office to aid in financing the cost of sport courts and pavement renovations at Forest Park. AYES: Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher NAYS: None EXCUSED: Tuohy Ordinance 3692- 19 adopted. 250  August 21, 2019 COUNCIL BREIFING AGENDA: Everett Transit Workshop Presented by Paul Kaftanski, Administration Discussion ensued regarding contracting models, the Community Transit Swift agreement, comparable salaries for different service models, cost per service hour, the history of revenue streams, paratransit service limits, increasing ridership, service demands for future growth, and plans for the next transit workshop. Council Member Murphy requested statistics regarding contracted services, safety and accidents. Council Member Stonecipher asked if there was a provision in the Swift contract regarding future capital improvements. Council Member Roberts requested exact ridership numbers for Swift and Everett Transit, and the similarities between Everett Transit and Pierce Transit, as presented during the briefing. Mr. Kaftanski stated he would provide all the requested information to Council. Victor Harris, Everett, spoke about sales tax revenue supporting transit operations.
