Everett City Council

August 28, 2019 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., August 28, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, and Tuohy were present. Council Member Stonecipher was excused. Council Member Moore led the Pledge of Allegiance. The minutes of the August 21, 2019, City Council meeting were approved as printed. Council Member Tuohy abstained from the vote. MAYOR Mayor Franklin had no comments. COUNCIL Council Member Murphy provided a liaison report from the Public Facilities District Board meeting. He also announced that the next Budget Subcommittee meeting is scheduled for September 4, at 5 p. m., in council chambers. Council Member Vogeli commented on bus and bicycle infrastructure in the city. She also stated she attended the Historical Commission meeting held Tuesday evening. Council Member Roberts provided an update from the Sound Transit Board meeting. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, stated that the City and Downtown Everett Association' s parking study will be completed by the end of the year. 252  August 28, 2019 CITY ATTORNEY City Attorney Hall requested a 10- minute executive session concerning two legal matters pursuant to RCW 42. 30. 110 ( 1)( c) and 42. 30. 110 ( 1)( i)( iii), with no announcement to follow. PUBLIC COMMENT Joe Kunzler, Skagit County, spoke about the State Attorney General lawsuit against the Navy regarding expansion of its Growler program on Whidbey Island. Mayor Franklin stated that Naval Station Everett is an important part of the community and continuing the partnership with Naval Station Everett is a priority. Carole Morgan and Janean Desmarcus, both of Everett, spoke about the crowd and amplified sound in front of Pregnancy Aid. Police Chief Dan Templeman spoke about the noise ordinance in response to the amplified sound in front of Pregnancy Aid. CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Vogeli, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7415 authorizing claims against the City of Everett in the amount of $ 1, 339, 517. 48 for the period of August 10, 2019, through August 16, 2019. AGREEMENT AMENDED - LEASE AT 2930 WETMORE AVENUE To authorize the Mayor to execute Lease Amendment No. 13 to the lease 253  August 28, 2019 agreement with US Forest Service Mt. Baker- Snoqualmie Office extending the lease for space at the Everett Municipal Building located at 2930 Wetmore Avenue. AGREEMENT AMENDED- LEASE AT 2930 WETMORE AVENUE To authorize the Mayor to execute Lease Amendment No. 5 to the lease agreement with US Forest Service Puget Sound Interagency Communications Center extending the lease for space at the Everett Municipal Building located at 2930 Wetmore Avenue. BID AWARD— EVERPARK GARAGE STRUCTURAL REPAIRS To award the construction contract for the Everpark Garage Structural Repairs to FD Thomas, Inc. in the amount of$ 1, 386, 761. 92. Council Member Tuohy requested information regarding the construction timeline and mitigation plan for loss of parking during construction. AGREEMENT — WINTER DAY AND OVERNIGHT USE OF MOUNT RAINIER NATIONAL PARK To authorize the Mayor to sign the Commercial Use Authorization Application for Winter Day and Overnight Use of Mount Rainier National Park. RESOLUTION - FREIGHTLINER CHASSIS SURPLUS To adopt Resolution No. 7416 declaring a 2004 Freightliner Chassis with a 2004 National Crane, surplus, and authorizing sale at public auction. AGREEMENT AMENDED— OUTFALL REHABILITATION PLANNING To authorize the Mayor to sign Amendment No. 1 with Jacobs Engineering Group Inc. for SEI to SRI Intertie and 5R08 Outfall Rehabilitation planning, in an amount not to exceed $ 205, 418. 254  August 28, 2019 AGREEMENT— EASEMENT FOR PUGET SOUND OUTFALL NO. 1 To authorize the Mayor to sign the Easement Agreement with the Port of Everett for Puget Sound Outfall ( PSO) No. 1. AGREEMENT — EASEMENT FOR RELOCATED PORTION OF PUGET SOUND OUTFALL NO. 1 To authorize the Mayor to sign Partial Release of Easement Agreement with the Port of Everett for relocated portion of Puget Sound Outfall ( PSO) No. 1. AGREEMENT— JETTY LANDING RESTROOM CAPITAL IMPROVEMENTS To authorize the Mayor to sign an Interlocal Agreement with the Port of Everett and Snohomish County for cost sharing for Jetty Landing Restroom Capital Improvements. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. Mayor Franklin left council chambers at 12: 52 p. m. and returned at 12: 58 p. m. PUBLIC HEARING— 2019- 2024 EVERETT TRANSIT DEVELOPMENT PLAN AND 2018 ANNUAL REPORT Sabina Araya, Transit, provided an overview of the Everett Transit development plan and the 2018 annual report. President Bader opened the public hearing for the 2019- 2024 Everett Transit development plan and 2018 annual report. 255  August 28, 2019 Discussion ensued regarding paratransit costs, electric fleet options, ridership data, emission standards, and development at park and rides. Pam Kepford, Everett, spoke about the need for an electric fleet and discussed having housing close to transit centers. Joe Kunzler, Skagit County, spoke about tax increases to fund transit operations and the need for a transit stop to Boeing' s Future of Flight aviation center. Moved by Council Member Roberts, seconded by Council Member Tuohy to close the public hearing. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused.
