Everett City Council

September 11, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., September 11, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Roberts was excused. After a moment of silence to commemorate 9/ 11, Fire Chief Dave Demarco led the Pledge of Allegiance. The minutes of the September 4, 2019, City Council meeting were approved as printed. Council Member Moore abstained from the vote. MAYOR Mayor Franklin thanked President Bader for the moment of silence and thanked first responders. OATH - POLICE OFFICER Moved by Council Member Vogeli, seconded by Council Member Tuohy, to concur with the appointment of Joshua Holmquist as a new police officer. Roll was called with all council members voting yes, except Council Member Roberts who was excused. Motion carried. The City Clerk administered the oath of office, and Mayor Franklin presented the officer with his badge. Mayor Franklin invited Ryan Sass, Public Works director, to provide an overview of the storm that took place on Monday. 267  September 11, 2019 COUNCIL Council Member Murphy provided a liaison report from the Riverside Neighborhood meeting where school crosswalks were discussed. Council Member Vogeli stated she attended the AFSCME 113 picnic on Saturday. She also requested information regarding crosswalks surrounding schools. Mayor Franklin stated she would have staff prepare a briefing on school crosswalks. Council Member Moore stated that the City should seek assistance from Everett Public Schools regarding crosswalks, and Mayor Franklin stated she would start with the school district. Council Member Moore thanked Public Works for their efforts during the stormy weather. Council Member Stonecipher provided liaison reports from the Westmont- Holly and the Port Gardner Neighborhood meetings. President Bader stated the Seattle Storm playoffs are being held this evening at Angel of the Winds arena. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. CITY ATTORNEY City Attorney Hall had no report. 268  September 11, 2019 PUBLIC COMMENT Kristina Franklin, Lake Stevens, spoke about the new cannabis business, Kushman' s, in Everett. CONSENT ITEMS: Moved by Council Member Moore, seconded by Council Member Tuohy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7420 authorizing claims against the City of Everett in the amount of$ 1, 998, 974. 02 for the period of August 24, 2019, through August 30, 2019. AGREEMENT— SILVER LAKE WATER QUALITY SERVICES To authorize the Mayor to sign the Intergovernmental Services Agreement for Silver Lake Water Quality Services with Snohomish County, in the amount not to exceed $ 50, 000, for a six- year contract.
