December 31, 2019 The special meeting of the Everett City Council was called to order at 12: 00 p. m., December 31, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Bader, and Tuohy were present. Council Members Vogeli and Stonecipher were excused. President Bader led the Pledge of Allegiance. The minutes of the December 18, 2019, City Council meeting were approved as printed. Council Members Murphy and Moore abstained from the vote. MAYOR Mayor Franklin wished everyone a Happy New Year. COUNCIL Council members wished colleagues, staff, and citizens a Happy New Year. Council Member Moore thanked first responders and the public works team in advance for their service this evening. President Bader provided liaison reports on his attendance at recent meetings of the Puget Sound Regional Council and the Snohomish Health District. He noted a date for the Council retreat would be scheduled in the near future. ADMINISTRATION UPDATE ON PRIOR BUSINESS Chief of Staff Lyle Ryan had no comments. CITY ATTORNEY City Attorney David Hall had no comments. 403  December 31, 2019 PUBLIC COMMENT There were no citizens who wished to speak. CONSENT ITEMS: Moved by Council Member Tuohy, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7462 authorizing claims against the City of Everett in the amount of $ 2, 071, 274. 99 for the period of December 7, 2019, through December 13, 2019. RESOLUTION — CLAIMS To adopt Resolution No. 7463 authorizing claims against the City of Everett in the amount of $ 1, 679, 667. 97 for the period of December 14, 2019, through December 20, 2019. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7464 authorizing payroll claims against the City of Everett in the amount of$ 4, 025, 994. 81 for the period ending December 7, 2019. INTERLOCAL AGREEMENT— ACCEPT REIMBURSEMENT OF FUNDS FOR THE OPERATIONS OF THE RECOVERY CAFE To authorize the Mayor to sign the Interlocal Agreement with Snohomish County accepting reimbursement of funds for the operations of the Recovery Café in an amount not to exceed $ 10, 000. 404  December 31, 2019 AGREEMENT AMENDED— BROADWAY TRANSIT CORRIDOR PROJECT To authorize the Mayor to sign the Professional Services Agreement Amendment No. 2 with Brian Borrello for Broadway Transit Corridor Project, which extends contract deadline to June 1, 2020. CONTRACT AWARD AMENDMENT — PURCHASE OF PLAYGROUND EQUIPMENT AND INSTALLATION To amend award amount with Landscape Structures Inc. from Sourcewell contract for purchase of Playground Equipment and Installation to include Washington State sales tax. PURCHASE— ALTEC AT40G AERIAL UNIT TRUCKS To award and authorize the purchase of two Altec AT40G Aerial Unit Trucks from Altec Industries using Sourcewell Contract # 012418- ALT/ EVT# 2018- 083. BID CALL— FIRE ADMINISTRATION TENANT IMPROVEMENTS PROJECT To authorize the call for bids for Everett Fire Administration Tenant Improvements Project. AGREEMENT AMENDED— EMERGENCY PLANNING SERVICES To authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with Perteet for emergency planning services to include additional services, extend the contract completion date, and increase the total compensation to an amount not to exceed $ 94, 661. MEMORANDUM OF UNDERSTANDING — CARL GIPSON SENIOR CENTER CONGREGATE LUNCH PROGRAM To authorize the Mayor to sign the Memorandum of Understanding with Homage Senior Services for congregate lunch program at Carl Gipson Senior Center. 405  December 31, 2019 Roll was called with all council members voting yes, except Council Members Vogeli and Stonecipher who were excused. ACTION ITEMS: AGREEMENT— COLLECTIVE BARGAINING / AFSCME Moved by Council Member Moore, seconded by Council Member Roberts, to authorize the Mayor to sign the Collective Bargaining Agreement between the City of Everett Municipal Employees Local No. 113, AFSCME, for years 2020 through 2022. Roll was called with all council members voting yes, except Council Members Vogeli and Stonecipher who were excused. Motion carried. AGREEMENT— COLLECTIVE BARGAINING / EVERETT FIREFIGHTERS LOCAL NO. 46 Moved by Council Member Murphy, seconded by Council Member Roberts, to authorize the Mayor to sign the Collective Bargaining Agreement between the Everett Firefighters Local No. 46, for years 2020 through 2021. Roll was called with all council members voting yes, except Council Members Vogeli and Stonecipher who were excused. Motion carried. 406  December 31, 2019 AGREEMENT— COLLECTIVE BARGAINING / EPOA Moved by Council Member Tuohy, seconded by Council Member Roberts, to authorize the Mayor to sign the Collective Bargaining Agreement with the Everett Police Officer' s Association, for years 2020 through 2022. Council Member Murphy noted the increases for EPOA members over the next three years are in excess of 4% per year, which is above both the rate of inflation as well as increases negotiated for the other labor unions. He stated that although benchmarking identified a wage increase was needed to keep salaries competitive, it is concerning to see a 4% wage increase, plus increases per year over a three- year contract, given the City' s budget challenges. COUNCIL BILL 1912- 68 THIRD AND FINAL READING: AN ORDINANCE updating the Everett Civil Service Commission, amending Ordinance No. 1069- 84, as previously amended Moved by Council Member Tuohy, seconded by Council Member Moore, that this is declared to be the third and final reading of Council Bill No. 1912- 68, and the City Clerk is directed to call the roll for the final disposition of the ordinance.
