w January 8, 2020 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., January 8, 2020, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. Mayor Franklin led the Pledge of Allegiance. The minutes of the December 31, 2019, City Council meeting were approved as printed. Council Members Vogeli and Stonecipher abstained from the vote. MAYOR REAPPOINTMENT Moved by Council Member Roberts, seconded by Council Member Tuohy, to concur with the following appointment: Everett Public Facilities District Board Reappointment of Michael Swanson to Position 2 for a four- year term ending December 31, 2023. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. COUNCIL Council Member Murphy announced that the Lodging Tax Advisory Committee is scheduled to meet on Monday, January 13, at 3 p. m. in council chambers. Council Member Vogeli wished everyone a happy new year. 1  January 8, 2020 Council Member Roberts announced that the next General Government Subcommittee meeting is scheduled for February 19. President Bader stated that Council Bill 1911- 54, regarding supportive housing in single- family zones, is scheduled for a third and final reading on January 15. President Bader announced that the Council Retreat is scheduled for February 26 at 4 p. m. and will be in lieu of the regularly scheduled 12: 30 p. m. Council meeting. ADMINISTRATION UPDATE ON PRIOR BUSINESS Chief of Staff Lyle Ryan had no report. CITY ATTORNEY City Attorney David Hall had no comments. PUBLIC COMMENT Jean Rittmann, Everett, spoke about a land use issue. Deb Fox, Everett, spoke in support of naming the new park on Colby Avenue after Emma Yule. Council Members Roberts and Stonecipher stated that the parks naming process has been a discussion during recent General Government Subcommittee meetings. Due to scheduling conflicts, the committee has not established an action plan for the parks naming process; however, during those meetings, it was suggested to first name the new park on Colby Avenue and then revise the parks naming policy. Moved by Council Member Vogeli, seconded by Council Member Stonecipher, to name the new park on Colby Avenue after Emma Yule. 2  January 8, 2020 Council members discussed the need for public notification and a public process for naming the new park on Colby Avenue. Council Member Vogeli withdrew the motion. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7465 authorizing claims against the City of Everett in the amount of $ 3, 127, 009. 87 for the period of December 21, 2019, through December 27, 2019. AGREEMENT AMENDED- SCHOOL RESOURCE OFFICER PROGRAM To authorize the Mayor to sign Amendment No. 1 to the Interlocal Agreement with Everett Public Schools concerning the School Resource Officer Program at no cost to the City of Everett. BID AWARD— REBUILT CUMMINS ENGINES To award Bid# 2019- 120 Rebuilt Cummins Engines to Cummins Inc. for three years, with two additional one- year extension options for approximately 150, 000 annually. BID AWARD— TREE EVALUATION SERVICES To award Bid # 2019- 097 for Tree Evaluation Services to Gray Owl Services Inc., Tree Trimming and Removal Service to Mike' s Affordable Tree Service and Gray Owl Services Inc. for one year, with additional four one- year terms for approximately$ 125, 000 annually. 3  0 January 8, 2020 Roll was called with all council members voting yes, except Council Member Moore who was excused. PUBLIC HEARING— COUNCIL BILL 1912- 69 President Bader opened a public hearing regarding Council Bill 1912- 69, a proposed ordinance relating to Emergency Medical Services amending Ordinance No. 3205- 10. There were no citizens who wished to speak. Moved by Council Member Roberts, seconded by Council Member Stonecipher to close the public hearing. Roll was called with all council members voting yes, except Council Member 0 Moore who was excused. Motion carried. COUNCIL BILL 1912- 69 THIRD AND FINAL READING AN ORDINANCE relating to Emergency Medical Services amending Ordinance No. 3205- 10 Moved by Council Member Roberts, seconded by Council Member Tuohy, that this is declared to be the third and final reading of Council Bill No. 1912- 69, and the City Clerk is directed to call the roll for the final disposition of the ordinance. ACTION ITEMS: NOMINATION - COUNCIL PRESIDENT FOR THE YEAR 2020 Moved by Council Member Roberts, seconded by Council Member Stonecipher, to nominate Council Member Tuohy to be Council President/ Mayor Pro Tempore for the year 2020. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. President- elect Tuohy thanked colleagues for the opportunity to serve as the 2020 Council President. Council Member Bader thanked City staff and fellow council members for the support over the last year. President Tuohy presided over the remainder of the council meeting. AGREEMENT AMENDED— RETIREMENT ADMINISTRATIVE SERVICES Moved by Council Member Stonecipher, seconded by Council Member Bader, to authorize the Mayor to sign the restated and amended Administrative Services Agreement with International City Management Association Retirement Corporation ( ICMA- RC). Roll was called with all council members voting yes, except Council Member Moore who was excused. 5  January 8, 2020 Motion carried. COUNCIL BRIEFING AGENDA: City of Everett 2020 State Legislative Agenda Presented by Bob Bolerjack, Administration; Erin Dziedzic, DC Public Affairs; and Lyset Cadena, Cadena Consulting Discussion ensued regarding housing, public safety services, impacts on transportation with the passage of 1- 976, workforce development, and education. Council Member Murphy requested more information regarding the Guided Pathways program through the Washington State Board for Community and Technical Colleges. Ms. Dziedzic stated she would provide that information to Council Member Murphy. Designate a Community Renewal Area and adopt Community Renewal Area Renewal Plan Presented by Dan Eernissee, Economic Development Considerable discussion ensued regarding staffing impacts, funding for building development incentives, maintaining minimum building and fire codes, and the impacts of potential eminent domain. COUNCIL BILL 1912- 70 FIRST READING: AN ORDINANCE changing the maximum building heights in the Metro Everett Subarea Plan, amending Section 1 of Ordinance No. 3613- 18 and amending maximum building heights in Metro Everett in the Zoning code, 6  January 8, 2020 amending Ordinance No. 1671- 89 as amended by Section 1 of Ordinance No. 3615- 18 ( EMC 19. 20. 420A) Presented by David Stalheim, Planning COUNCIL BILL 1912- 71 FIRST READING: AN ORDINANCE a Special Improvement Project, entitled " Lift creating Station # 15 and Shore Avenue Forcemain," Fund 303, Program 005.
