Everett City Council

March 25, 2020 President Touhy announced and the meeting today and all future Council meetings would be conducted remotely due to the ongoing COVID- 19 situation. She stated that during the meetings, public comment will not be accepted and the public may not attend. Council meetings can be viewed on Everett Channel or on the City website. It is encouraged to provide comments in writing prior to the meeting at council@everettwa. gov. The regular meeting of the Everett City Council was called to order at 12: 34 p. m., March 25, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the March 18, 2019, City Council meeting were approved as printed. MAYOR Mayor Franklin provided an update on City operations and efforts by the City during the COVID- 19 pandemic. Mayor Franklin presented three items for Council concurrence. The first, an emergency ordinance, would waive or defer late fees and not allow utility shut offs for the duration of the COVID- 19 Civil Emergency. The second, an emergency ordinance that would waive transit fees for the duration of the COVID- 19 Civil Emergency. Thirdly, the Mayor asked for Council ratification of a Civil Emergency Order Exempting Retail Establishments from Chapter 8. 21 EMC, which concerns carryout bags. Motion carried. 92  March 25, 2020 COUNCIL All Council members extended their concerns for the safety and health of citizens during the ongoing COVID- 19 situation, including those who are isolated and to the business community that need support during this time. Council Member Murphy provided a liaison report from the Public Facilities District meeting held Tuesday. ADMINISTRATION UPDATE ON PRIOR BUSINESS Chief of Staff Lyle Ryan had no report. CITY ATTORNEY City Attorney David Hall had no report. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Stonecipher, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7496 authorizing claims against the City of Everett in the amount of$ 1, 697, 529. 50 for the period of March 7, 2020, through March 13, 2020. SETTLEMENT AGREEMENT— GOLDEN EAGLE FARMS To authorize the Mayor to sign the Settlement Agreement with U. S. Golden Eagle Farms LP and Golden Eagle Farms Ltd. 93  March 25, 2020 AGREEMENT AMENDED— SEWAGE DISPOSAL To authorize the Mayor to sign Amendment No. 1 to the Agreement for Sewage Disposal between the City of Everett and Alderwood Water and Wastewater District. PURCHASE— SIX FORD VEHICLES To authorize the purchase of six Ford vehicles from Bickford Ford through Snohomish County Contract # 062- 16SR/ EVT# 2018- 065 in the amount of 219, 968. 93, including Washington State sales and vehicles taxes. APPLICATION APPROVAL- BOATING REGATTA To approve the Seattle Outboard Association application to hold a two- day boating regatta on Silver Lake on June 6 and 7, 2020. Allison Quinn and Ben Zarlingo provided comments to Council via email regarding the extension of the boating regatta to two days. Council Member Stonecipher stated the time extension of the boating regatta to two days was recommended by the Parks Board. BID CALL— MAPLE HEIGHTS BRIDGE SEISMIC RETROFIT PROJECT To authorize Call for Bids for the Maple Heights Bridge Seismic Retrofit Project. CONTRACT AWARD— 2020 BIOSOLIDS REMOVAL PROJECT To award contract for the 2020 Biosolids Removal Project to the American Process Group Inc., in the amount of $673, 710. 84, including Washington State sales tax. AGREEMENT— TIME OF DAY LOAD PROFILE DATA PARTICIPATION To authorize the Mayor to sign the Time of Day Load Profile Data Participation 94 0 March 25, 2020 Agreement between the City of Everett and Snohomish County Public Utility District. AGREEMENT— ARLINGTON MUNICIPAL AIRPORT USE To authorize the Mayor to sign the Arlington Municipal Airport Use Agreement regarding use of the airport for driver training purposes, at no additional cost to the City of Everett. ACTION ITEMS: COUNCIL BILL 2003- 15 THIRD AND FINAL READING: AN ORDINANCE amending Ordinance No 2784- 04, to align motorized scooter regulations with Bicycle regulations and other State Laws related to motorized foot scooters Discussion ensued regarding speed limits, sidewalk safety, and allowable city streets for scooters. Ryan Sass, Public Works, stated he would provide a city street speed limit map to Council. Council Member Murphy stated he would be voting no due to safety concerns. Mayor Franklin stated staff would get that to Council. RESOLUTION — SURPLUS CITY OWNED PROPERTIES Adopt a Resolution authorizing the declaration of certain city owned properties as surplus and authorizing the sale and disposition of those properties Council Members Vogeli and Bader stated they had not received the detailed map that was requested at a previous meeting.
