Everett City Council

April 1, 2020 President Touhy announced that the Council is still abiding by COVID- 19 shelter- in- place and social distancing orders, and as a result, City Council meetings will continue to be held remotely as regularly scheduled. She stated that meetings may be viewed live on the Everett Channel or on the City website at www. everettwa. gov/ council, and she encouraged citizens to submit comments to council@everettwa. gov in writing prior to the meeting. The regular meeting of the Everett City Council was called to order remotely at April 1, 2020, Council President Tuohy presiding. Upon roll call, it was 6: 30 p. m., found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the March 25, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin provided an update on the City' s response to COVID 19 crisis, as well as actions being taken regionally. She stated City teams have been directed to reschedule or cancel non- essential meetings and to work remotely whenever possible. The Mayor provided information on city program cancellations. She also stated the Everett Emergency Operations Center is up and running and working in collaboration with other agencies. Police Chief Dan Templeman Fire Chief Dave Demarco provided an update on the operations and security of the Angel of the Winds quarantine facility run by Snohomish County, which opened today. Chief Templeman stated the facility is designed to provide shelter to those that have been ordered there by the health officer, would include both residents and Tribal populations from within Snohomish county. Mayor Franklin also stated that the ongoing structural deficit, exacerbated by the recent COVID- 19 pandemic crisis, has forced some difficult decisions. She asked for Council' s concurrence to amend the Voluntary Separation Incentive Emergency Ordinance that was adopted on March 18, which would change the 99  April 1, 2020 application deadline from May 31 to April 15 to help the city to make corrective actions more quickly and realize more savings from the program. COUNCIL BILL FIRST, SECOND, THIRD AND FINAL READING: AN EMERGENCY ORDINANCE Changing the Application Deadline for the City' s Separation Incentive Program Moved by Council Member Moore, seconded by Council Member Vogeli, that this is declared to be the third and final reading of Council Bill No. 2003- The City Clerk was directed to call the roll for the final disposition of the ordinance. Mayor Franklin also asked for the Council' s approval of a resolution concerning economic relief legislation that provides $ 139 billion for states and local governments to defray the cost of responding to the COVID- 19 emergency. She thanked Council Member Roberts for bringing it forward. RESOLUTION — FEDERAL ECONOMIC RELIEF LEGISLATION Moved by Council Member Roberts, seconded by Council Member Vogeli, to adopt Resolution No. 7497 concern federal economic relief legislation. Council Member Murphy spoke about a payroll protection aspect of the Act that was passed by Congress that would allow businesses to borrow money based on a formula with a guarantee from the small Business administration at favorable interest rates. 100  April 1, 2020 Roll was called with all council members voting yes. Motion carried. COUNCIL Council Member Moore provided a reminder that free meals are available to all students within the city of Everett. He encouraged residents to check local school districts if they have a need. Council Member Roberts reported that the Puget Sound Clean Air Agency announced today that the there was a rollback of mileage standards by the Trump administration. Council Member Murphy asked everyone to take a moment to remember those in our community that we have lost over the past several weeks, and the friends and families who are now grieving but not able to gather together for funerals or celebrations of life. He expressed his deep appreciation to all front- line health care workers and first responders who are risking their own health in dealing with the pandemic. Council Member Murphy also spoke about the serious revenue impacts that have occurred over the past few weeks as a result of the coronavirus. He stated he is confident the Council and the Mayor will be able to unity and work together to made the best decisions moving forward. President thanked Council Member Murphy for his comments. She Tuohy expressed appreciation to Mayor Franklin and the City staff who are working hard to do what they can to lessen the impacts. ADMINISTRATION UPDATE Chief of Staff Lyle Ryan had no report. Deputy Mayor Nick Harper echoed Council Member Murphy's comments, and the emphasized the importance of working together on the budget deficit issues that all municipalities in the state are facing. 101  April 1, 2020 CITY ATTORNEY City Attorney David Hall had no comment.
