Everett City Council

April 8, 2020 President Touhy announced that the Council is still abiding by COVID- 19 shelter- in- place and social distancing orders, and as a result, City Council meetings will continue to be held remotely as regularly scheduled. She stated that during the meetings, public comment will not be accepted and the public may not attend. Council meetings can be viewed on Everett Channel or on the City website. Citizens are encouraged to provide comments in writing prior to the meeting at council@everettwa. gov. The regular meeting of the Everett City Council was called to order at 6: 34 p. m., April 8, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the April 1, 2020, City Council meeting were approved as printed. MAYOR COUNCIL BILL 2004- 26 FIRST, SECOND, AND THIRD AND FINAL READING: AN EMERGENCY ORDINANCE designating certain ATU employees as employees who are eligible to apply for the City' s Separation Incentive Program, amending Ordinance No. 3736- 20, as amended Council Member Murphy asked about the current reduction in staff based on the reduction in service due to COVID- 19. Mayor Franklin and Kandy Bartlett, Human Resources, explained the current reductions and new leave policies during the pandemic. Mayor Franklin provided an update on city efforts and operations during the COVID- 19 pandemic. COUNCIL Council Member Vogeli asked if the City was currently accepting donations for personal protective equipment ( PPE) and masks for the community and staff on the front lines. Mayor Franklin stated that more information on where to donate PPE and masks will be forthcoming. Council Member Vogeli also provided an update from the Westmont- Holly Neighborhood meeting. She discussed the idea of Wi- Fi share, where current closed businesses open their Wi- Fi for those who don' t have access at home. Council Member Vogeli stated that Correct Casino Road opened their food pantry. She also stated she attended her first Passover Seder via Zoom and expressed support to all those observing Passover remotely. Council Member Moore thanked the first responders and the staff working during the pandemic. He also stated that similar to the meals available through the school districts, many school districts also have computer hardware available to students and families, such as Chromebooks and Wi- Fi hot spots. He also emphasized supporting local businesses. 108  April 8, 2020 Council Member Roberts provided an update from the National League of Cities and Association of Washington Cities regarding the federal Coronavirus Aid, Relief, and Economic Security ( CARES) Act. ADMINISTRATION UPDATE ON PRIOR BUSINESS On behalf of city staff, Nick Harper, Administration, requested that during the time of remote meetings due to COVID- 19, Council move to a schedule of three day council meetings and one night council meeting, which is the minimum as defined by City Charter. Council members stated they would be open to it, provided the schedule change occur only during the use of remote meetings due to COVID- 19. They stated they will discuss with staff after checking their schedules and requested citizen comment on the adjustment. CITY ATTORNEY City Attorney Hall requested a 15- minute executive session concerning a legal matter pursuant to RCW 42. 30. 110( 1)( i)( iii) with no announcement to follow. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7500 authorizing claims against the City of Everett in the amount of $ 1, 329, 916. 48 for the period of March 21, 2020, through March 27, 2020. 109  April 8, 2020 AGREEMENT— BEVERLY LAKE WATER QUALITY RETROFIT PROJECT To authorize the Mayor to sign the Water Quality Combined Financial Assistance Agreement for the Beverly Lake Water Quality Retrofit Project. AGREEMENT— REGION 8 EDUCATION SERVICE CENTER To authorize Interlocal Cooperative Purchasing Agreement with the Region 8 Education Service Center( TIPS). BID AWARD— 2020 PAVEMENT MAINTENANCE OVERLAY PROJECT To award contract for the 2020 Pavement Maintenance Overlay Project to Granite Construction of Everett, WA in the amount of$ 3, 560, 249. 50.
