Everett City Council

i April 15, 2020 President Touhy announced that the City Council is still abiding by the COVID- 19 shelter- in- place and social distancing orders, and as a result, meetings will continue to be held remotely as regularly scheduled. She stated that during the meetings, public comment will not be accepted and the public may not attend. Council meetings can be viewed on The Everett Channel or on the City website. Citizens are encouraged to provide comments in writing prior to the meeting at council@everettwa. gov. The regular meeting of the Everett City Council was called to order at 6: 34 p. m., April 15, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the April 8, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin spoke about a public safety update she shared earlier with Council. She also announced the upcoming launch of the Everett Coronavirus Aid, Relief, and Economic Security( Everett CARES) Grant Program to support small businesses and nonprofits impacted by COVID- 19. COUNCIL Council Member Bader provided a liaison report from the Snohomish Health District Board meeting. Council Member Stonecipher asked to move Consent Agenda Item No. 5 related to the purchase of the boathouse at Port of Everett Marina to the Action Agenda for the purpose of discussion. President Tuohy stated Consent Agenda Item No. 5 would be moved. r 113  April 15, 2020 Council Member Murphy expressed appreciation to health care workers and first responders who are on front lines dealing with the pandemic. He also thanked Boeing for the community support the company is providing. Council Member Moore provided a reminder that free meals are available to all students within the city of Everett, as well as a day care program available for first responders and healthcare workers. Council Member Roberts thanked first responders. Council Member Vogeli expressed her appreciation to all grocery workers. She also thanked teachers and parents who are working hard on continuing education. President Tuohy expressed her appreciation to local banks for the support provided to small businesses. ADMINISTRATION UPDATE Deputy Mayor Nick Harper echoed President Tuohy' s comments about the impactful program provided by local banks to small businesses. Lori Cummings and Nick Harper, Administration, and Susy Haugen, Finance, provided a revenue forecast update related to the economic impact of the COVID- 19 pandemic. Considerable discussion ensued regarding CARES Act programs available for small businesses and city outreach to businesses, the negative impact on the Lodging Tax Grant program and other city programs, and the need for joint efforts in dealing with the crisis. Council Member Murphy asked for an update regarding the availability of a potential federal assistance for the City related to pandemic. Nick Harper stated that the City is working closely with Snohomish County regarding that aid, and Washington State on potential assistance. r 114  April 15, 2020 Mayor Franklin added that funds are available to cover costs associated with COVID- 19 only and not lost revenue. Council members thanked administration, colleagues, and staff for their hard and detailed work. President Tuohy asked council members to submit their preferences regarding the proposed change in council meeting times to Deb Williams, Council Administrator. She stated an announcement will be made at the next council meeting. CITY ATTORNEY City Attorney David Hall had no comments. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7501 acknowledging the payment of audited and approved claims against the City of Everett in the amount of$ 1, 412, 571. 56 for the period of March 28, 2020, through April 3, 2020. GRANT APPLICATION — FY- 2020 PORT SECURITY GRANT To authorize the Mayor to sign all necessary documents involved in the application for the FY- 2020 Port Security Grant. AGREEMENT AMENDED— EVERETT EVENTS CENTER To authorize the Mayor to sign Addendum No. 3 to the Interlocal Agreement related to the Everett Events Center as presented. 115  April 15, 2020 SETTLEMENT— SAFETY NATIONAL CASUALTY CORPORATION To authorize the Mayor to sign the settlement agreement and site release with Safety National Casualty Corporation. Roll was called with all council members voting yes. Motion carried. ACTION ITEMS: AGREEMENT— BOATHOUSE AT PORT OF EVERETT MARINA Moved by Council Member Stonecipher, seconded by Council Member Bader, to authorize the Mayor to execute the Purchase and Sale Agreement for Boathouse at Port of Everett Marina for use by the City of Everett Police Department. i Discussion took place regarding property taxes on the Port of Everett property and the services provided to property owners by Everett Police and Fire Departments, alternative ways of charging for services, ongoing costs and fees, and the urgency of action. Roll was called with all council members voting yes, except Council Members Stonecipher and Roberts who voted no. Motion carried. REAL ESTATE PURCHASE AND SALE AGREEMENT- 1409 EAST MARINE VIEW DRIVE Moved by Council Member Bader, seconded by Council Member Vogeli, to authorize the Mayor to execute the Real Estate Purchase and Sale Agreement for the sale of City- owned property located at 1409 East Marine View Drive. 116  April 15, 2020 Roll was called with all council members voting yes.
