0 May 6, 2020 President Touhy announced that the City is still abiding by COVID- 19 shelter- in- place and physical distancing orders, and as a result, City Council meetings will continue to be held remotely. She stated that meetings will continue to be held on Wednesdays; however, the first Council meeting of the month will be held at 6: 30 p. m. and all other weekly meetings will be held at 12: 30 p. m. President Tuohy added that meetings may be viewed live on Comcast Channel 21, Frontier Channel 29, and on the City website at www.everettwa. gov/ council, and individuals may call in to listen on 1- 425- 616- 3920, Conference ID 724887726#. President Tuohy encouraged citizens to submit comments and concerns in writing to council@everettwa. gov prior to the meeting or to call the Council office at 425- 257- 8703. She also announced that beginning next week, it is anticipated that the public will be able to make live comments during the meeting. The regular meeting of the Everett City Council was called to order at 6: 30 p. m., May 6, 2020, President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Vogeli, Bader, Murphy, Stonecipher, and Tuohy were present. The minutes of the April 29, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin provided an update on the Stay Home, Stay Healthy order, including Governor Inslee' s recent plan to gradually and safely rephase in businesses in the state. She stated she has received some questions as to how the Mayoral directive to stay home aligns with the Governor' s plan. To provide clarity, the Mayor announced that she issued a directive yesterday expressing the Governor' s order supersedes the Mayoral directive, and that residents should comply with the Governor' s order. She added that the directive is available on the City website. Mayor Franklin provided an update on the Everett Coronavirus Aid, Relief, and Economic Security( Everett CARES) Grant Program for small businesses. She stated the City had received 76 applications to date and the last date to apply is May 11, 2020. 134  May 6, 2020 Mayor Franklin also commented on the work being done by the economic recovery team that will include a future toolkit to provide guidance and best practices for small businesses. The Mayor provided an update on the reopening of some City operations that are being rephased in as a result of the Governor' s order. She added that she has received comments from the public regarding the lack of park maintenance, and she explained that City maintenance activities have been restricted due to the Governor' s order and asked for the public' s patience during this time. COUNCIL As Council Budget Subcommittee Chair, Council Member Murphy spoke about the timing of the 2021 budget process and the challenges the pandemic has created. After discussion with the Mayor, he suggested a delayed start of six to eight weeks for the 2021 budget process that will allow more time to get revenue estimates and to gain a better sense of how long the Stay Home, Stay Healthy order will remain in effect. He stated the plan is to push back the start of the process to late June or early July. Council Member Murphy also acknowledged concerns expressed by residents that there was not much of notice prior to the budget ordinance adoption that included an additional series of amendments. He assured citizens there will be a process and opportunity for public input. Council Member Moore thanked Council Member Murphy for his comments regarding the budget. He stated a future Budget Subcommittee meeting will likely be scheduled to communicate with residents during this difficult time. Council Member Moore also stated he was pleased to recently see so many people enjoying outside activities at Silver Lake while actively and safely practicing physical distancing. Council Member Roberts expressed his appreciation for Council Member Murphy' s comments on the budget process. He noted there were difficult decisions to be made and committing to an open and transparent process that allows citizens to weight in is critical. Council Member Roberts also reported that he was asked to be part of an economic recovery advisory team, led by County Councilmember Megan Dunn, and that she is open to receiving public input. 135  May 6, 2020 Council Member Vogeli echoed other' s comments regarding the budget process. She reported that she is also part of an advisory group of government officials that is providing input and feedback to the Snohomish County Economic Recovery Task Force, and that she and Council Member Roberts will provide more information as it becomes available. Council Member Vogeli commented on the new reality created by the COVID- 19 pandemic that is marked by grief and loss. She reminded the public to stay safe and that they are not alone. Council Member Bader thanked fellow council members for their comments. Council Member Stonecipher thanked the Mayor for her comments concerning maintenance in City parks. She reported that neighborhoods may be organizing parties to mow grass in the parks, and she would be interested in learning more about changes to the schedule for summer maintenance. She expressed concern about the potential liability and suggested sharing the schedule with residents so they understand when the City will be doing this work. Council Member Stonecipher expressed concern regarding the recent loss of staffing in the Office of Neighborhoods, and she requested information about the plan for future staffing and what services the neighborhood associations can expect to receive from the Office of Neighborhoods. Council Member Stonecipher also commented on the budget process, and stated she looks forward to developing a process to gain input from members of the community about what matters most to them. President Tuohy announced Consent Item No. 4 had been pulled. She encouraged council members, time permitting, to reach out to their liaison assignment contacts to get a feel for what is happening. ADMINISTRATION UPDATE Deputy Mayor Nick Harper reported that several residents and stakeholders submitted comments this week about a land use hearing scheduled for tomorrow related to the potential development of the Bay Wood property, which is currently owned by the Port of Everett. He stated that Administration and the City have consistently advocated and continue to demand the development of a continuous trail around the entire site that allows public access to the shoreline. 136  May 6, 2020 Council Member Roberts expressed his appreciation for the work being done by Administration and for making it clear that public access is being requested. CITY ATTORNEY City Attorney David Hall provided information about a policy document being developed by the Legal Department that will establish more uniform guidelines on the methods used to keep the Council updated on significant claims and litigation matters. He stated he would like to work with the Council President, or designee, to develop guidelines that are practical and meet the needs of Council. Council Member Moore requested that, at some point, the matter be referred to the General Government Subcommittee. President Tuohy stated she would work with the City Attorney to accomplish this task. PUBLIC COMMENTS: Deb Williams, Council, stated there were no public comments submitted this week. CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7508 authorizing claims against the City of Everett in the amount of $2, 146, 936. 68 for the period of April 18, 2020, through April 24, 2020. 137  May 6, 2020 JOB COMPLETE— 2019 BIOSOLIDS REMOVAL To accept the 2019 Biosolids Removal as complete and authorize the Mayor to sign the Certificate of Completion with American Processing Group Inc. in the amount of$ 594, 938. 12. AGREEMENT— INTERLOCAL TO PROVIDE DOWNTOWN SERVICES To authorize the Mayor to sign the Interlocal Agreement between the City of Everett and Snohomish County to provide services through the Downtown Everett Association to increase the attractiveness and economic vitality of downtown Everett. AGREEMENT— INTERLOCAL FOR CLARK PROPERTY ACQUISITION To authorize the Mayor to sign the Interlocal Agreement with Snohomish County for the Clark Property Acquisition. ACTION ITEMS: RESOLUTION — SETTING PUBLIC HEARING FOR PROPOSED VACATION PETITION Moved by Council Member Bader, seconded by Council Member Stonecipher, to adopt Resolution No. 7509 setting May 27, 2020, at 12: 30 p. m., as the date and time to hold the public hearing to determine the petition for the proposed vacation of Larch and Fir Streets lying South of 14th Street and North of 15th Street in the plat of Baker Heights, in the City of Everett. Council Member Bader requested additional information prior to the May public 138  May 6, 2020 hearing about the protocol for deciding when streets should be vacated, especially streets that are part of a clear grid.
