May 13, 2020 President Tuohy announced that the Council is still abiding by COVID- 19 shelter- in- place and social distancing orders, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 12: 30 p. m. on each Wednesday, except the first Wednesday of the month, when the meeting is scheduled at 6: 30 p. m. Citizens are encouraged to call or email public comments. She also stated that beginning today, public comment will be accepted one- half hour before the start of the meetings by calling 1. 425. 616. 3920, Conference ID 537 907 195#. Citizens may call in to listen to the Council meetings at 1. 425. 616. 3920, Conference ID: 724 887 726#, and meetings can be viewed on Everett Channel or on the City website. The special meeting of the Everett City Council was called to order at 12: 33 p. m., May 13, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. The minutes of the May 6, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin provided an update on the City' s waiver of penalties and interest on business and occupation ( B& O) tax payments filed for quarter one of 2020. She stated that businesses earning less than $ 250, 000 in gross receipts will have until October 31 and businesses making over$ 250, 000 in gross receipts will have until July 31 to file their quarterly taxes without the assessment of penalties and interest. She stated if businesses have questions, they may email the Business Tax Division at businesstax@everettwa. gov or call at 425- 257- 8610. Mayor Franklin provided an update on how the City is responding during the pandemic. As many people have expressed frustration with responses to public safety and enforcement, she asked citizens to be patient during this time. Lori Cummings, Administration, provided an update on Parks maintenance. She reported that Parks staff will resume lawn and other parks maintenance operations as soon as they are able to meet health safety requirements. She also 141  May 13, 2020 stated information on volunteering for the City parks is available on the City website. Deputy Mayor Nick Harper provided an update on the budget process and stated staff will work with Budget Subcommittee Chair Council Member Murphy to develop a budget calendar. He also stated it is important to incorporate public participation during these meetings and he looks forward to receiving public comments remotely. President Tuohy asked about the schedule for parks maintenance. Lori Cummings stated she would get back to Council with that information, as well as posting to the City website when actual timeline is available. COUNCIL Council Member Roberts thanked the Mayor and staff for the update. He also provided a liaison report from the Glacier View Neighborhood meeting. Council Member Vogeli provided a liaison report from the Westmont- Holly Neighborhood meeting. She also thanked staff who were laid off, furloughed, or retired for their service. She asked citizens for patience and understanding during the pandemic. Council Member Vogeli moved to request City staff draft a resolution to place a cap on fees by third- party food delivery services in order to reduce costs for local restaurants that are closed to the public. President Tuohy seconded the motion. Council Member Stonecipher also supported the suggestion. Council Member Bader provided a report from the Snohomish Health District Board meeting that was held Tuesday, including an update on Snohomish County COVID- 19 statistics and best practices during the pandemic, such as wearing face coverings and maintaining social distancing. He also questioned if the City and Snohomish County should discuss face mask requirements similar to the new directive issued by King County. Council Member Bader provided a liaison report 142  May 13, 2020 from the Riverside Neighborhood meeting and asked if staff knew which neighborhoods were meeting remotely. Mayor Franklin stated she would have staff contact neighborhood leaders to inquire about their use of remote meetings. Council Member Stonecipher stated that many citizens may be confused on how to obtain face masks. Mayor Franklin stated that there are donation centers for face masks around the City, and she would share any information she has with Council so they may relay to citizens. Council Member Murphy requested an update on furloughs. Because many of the staff furloughs were implemented for 30 days, he requested a timeframe for continued furlough. Mayor Franklin stated she would send an update to Council on furloughs. Lori Cummings stated that many of the furloughs did not begin until May 3 and may continue for up to six weeks. Council Member Murphy also stated that Bloodworks Northwest is hosting a blood drive at the Angel of the Winds Arena from May 14 to June 6. Appointments can be made at bloodworksnw. org. President Tuohy stated the Cultural Arts Commission will begin meeting during Phase Three of the Governor' s reopening of the state, and at this time it is unclear if meetings will be held remotely or in person. President Tuohy also stated that Council Members Roberts and Bader will assist Legal with development of a new policy regarding claims against the City and litigation matters. 143  May 13, 2020 ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper thanked City Intern Jamie Smith for her help during implementation of remote meetings and for her commitment to the City. CITY ATTORNEY City Attorney David Hall did not have any comments. PUBLIC COMMENT: Laura Reed, Everett, spoke in support of cultural activities, the library, parks and other city amenities that were shut down or cancelled during the COVID- 19 pandemic. Eileen Simmons, Everett, was called to speak but was not able to connect. She told Council Administrator Deb Williams she would send her comments in writing.
