May 20, 2020 President Touhy announced that the Council is still abiding by COVID- 19 shelter- in- place and social distancing orders, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 12: 30 p. m. on each Wednesday, except the first Wednesday of the month, when the meeting is scheduled at 6: 30 p. m. Citizens are encouraged to call or email public comments. She also stated that public comment will be accepted one- half hour before the start of the meetings by calling 1. 425. 616. 3920, Conference ID: 537 907 195#. The special meeting of the Everett City Council was called to order at 12: 34 p. m., May 20, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the May 13, 2020, City Council meeting were approved as printed. Council Member Moore abstained from the vote. MAYOR Mayor Franklin provided an update on parks maintenance and ask citizens for patience and understanding during this challenging time. She also provided an update on a staffing levels in various city departments. Mayor Franklin stated that 2021 budget calendar is still being developed. COUNCIL Council Member Roberts reported on his attendance at the Delta Neighborhood meeting. He also thanked city staff for their work during this difficult time. Council Member Vogeli reported on her attendance at the Cascade View/ Twin Creeks Neighborhood meeting. She also provided an update regarding her proposal on a cap on fees charged by third- party food delivery services. 149  May 20, 2020 Council Member Bader reported on his attendance at the Lowell Neighborhood meeting. He thanked the City for opening parks and courts. Council Member Bader also encouraged citizens to follow Snohomish Health District recommendations during COVID- 19 pandemic. Council Member Stonecipher provided and update from the Library Board meeting. Council Member Murphy recognized Memorial Day holiday and encouraged everyone to remember those in the armed forces. Council Member Moore echoed Council Member Murphy' s comments and wished citizens well. President Tuohy commented on virtual neighborhoods meetings and encouraged citizens to participate. She also stated that she assigned Council Members Stonecipher and Bader to represent Council in an Exploratory Committee regarding Regional Fire Authority as an alternative service delivery model. President Tuohy announced that citizens are encouraged to participate in a public hearing next week regarding the petition for the proposed vacation of Larch and Fir Streets lying South of 14th Street and North of 15th Street in the plat of Baker Heights by calling 1. 425. 616. 3920 conference ID: 737 277 525#. ADMINISTRATION UPDATE Deputy Mayor Nick Harper recommended to continue the public hearing regarding the petition for the proposed vacation of Larch and Fir Streets lying South of 14th Street and North of 15th Street in the plat of Baker Heights to June 3 to provide opportunity for citizens to comment and staff to provide briefing to Council and the public. City Attorney David Hall confirmed that the public hearing should be held on May 27 and remain open through June 3. 150  May 20, 2020 CITY ATTORNEY City Attorney David Hall provided an update on a new policy regarding claims against the City and litigation matters. AGREEMENT— PUBLIC ASSISTANCE GRANT To authorize the Mayor to sign the Public Assistance Grant Agreement allowing the City of Everett to seek reimbursement for 75% of approved costs for implementing COVID- 19 emergency measures.
