June 17, 2020 President Touhy announced that the Council is still abiding by COVID- 19 shelter- in- place and social distancing orders, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 12: 30 p. m. on each Wednesday, except the first Wednesday of the month when the meeting is scheduled at 6: 30 p. m. Citizens are encouraged to call or email public comments. She also stated that public comment will be accepted one- half hour before the start of the meeting by calling 1. 425. 616. 3920, Conference ID: 537 907 195#. Citizens may call in to listen to the Council meetings at 1. 425. 616. 3920, Conference ID: 724 887 726# and meetings can be viewed on Comcast Channel 29, Frontier Channel 29, or on the City website. The Special Meeting of the Everett City Council was called to order at 6: 34 p. m., June 17, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the June 10, 2020, City Council meeting were approved as printed. Council Member Moore abstained from the vote. MAYOR Mayor Franklin proclaimed June 19, 2020, Juneteenth Day in the City of Everett and encouraged all residents to become more aware of the significance of this day in African- American history. The Mayor also shared that she issued an order to cancel a fee waiver for Everett Transit fares effective July 1. COUNCIL Council Member Moore spoke in support of the resolution adopted last week, in response to the death of George Floyd, condemning racism, and supporting peaceful protests. He also reported on his attendance at the Diversity Committee meeting. Council Member Stonecipher provided an update from the Library Board meeting. 177  June 17, 2020 Council Member Murphy provided an update from the Public Facilities District. Council Member Roberts provided an update from the Sound Transit Board. Council Member Vogeli reported on her attendance at the Cascade View / Twin Creeks neighborhood meeting. She also provided an update on a National League of Cities resolution that is being drafter that addresses the use of force by municipal law enforcement. Council Member Vogeli asked to move Consent Agenda Items No. 2 and 3 to the Action Agenda for the purpose of discussion. President Tuohy stated Consent Agenda Items No. 2 and 3 would be moved. ADMINISTRATION UPDATE Deputy Mayor Nick Harper provided an update on additional surplus properties, including the Woods Creek property. 0 Council Member Roberts stated that General Government Subcommittee will work with Administration on the potential surplus of the Woods Creek Property. CITY ATTORNEY City Attorney David Hall requested a 30- minute executive session regarding a legal matter pursuant to RCW 42. 30. 110 ( 1)( i)( 3) with no action to follow. PUBLIC COMMENT The following people provided public comments to City Council via email: Lisa Maritz Ryan Weber Joe Kunzler, Skagit County, spoke about Everett Transit. 178  June 17, 2020 CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7527 acknowledging the payment of audited and approved claims against the City of Everett in the amount of $1, 906, 538. 10 for the period of May 30, 2020, through June 5, 2020. AGREEMENT — MONITORING SERVICES AT THE SMITH ISLAND ESTUARY RESTORATION SITE To authorize the Mayor to sign the Professional Services Agreement with Natural Systems Design for monitoring services at the Smith Island Estuary Restoration site in the amount of$ 77, 850. WORK COMPLETE — WATER FILTRATION PLANT PROCESS WATER PUMP STATION To accept the Water Filtration Plant Process Water Pump Station as complete and authorize the Mayor to sign the Certificate of Completion and release of retention bond. PUBLIC HEARING - ORDINANCE NO. 3752- 20: President Tuohy opened the public hearing on Interim Emergency Ordinance No. 3752- 20 temporarily postponing expiration of Development Applications and 179  June 17, 2020 Approved Land Use Actions and Construction Permits. Allan Giffen, Community Planning and Economic Development, provided an overview of the emergency ordinance. Deputy Mayor Harper announced that Allan Giffen is retiring this month and thanked him for his many years of service. Mayor Franklin and all council members expressed appreciation to Allan Giffen for his outstanding and dedicated service to the community. There were no citizens who wished to speak. ACTION ITEMS: PURCHASE — THREE FORD CHASSIS TRUCKS Moved by Council Member Bader, seconded by Council Member Vogeli, to award and authorize purchase of three Ford Chassis Trucks from Bickford Ford from Snohomish County Contract # 062- 16SR/ EVT# 2018- 065 in the amount of 125, 152. 90, including Washington State sales and vehicle taxes. Council Member Vogeli asked why the City is proposing to spend money on equipment during budget deficit. PURCHASE— VARIOUS AUXILIARY EQUIPMENT Moved by Council Member Bader, seconded by Council Member Moore, to award and authorize the purchase of various auxiliary equipment from Northend Truck Equipment Co., Inc. from the City of Seattle Contract 3205/ EVT# 2018- 064 in the amount of$ 182, 018. 75, including Washington State sales tax.
