0 June 24, 2020 Council Member Stonecipher announced that the Council is still abiding by COVID- 19 shelter- in- place and social distancing orders, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 12: 30 p. m. each Wednesday, except the first Wednesday of the month when the meeting is scheduled at 6: 30 p. m. The Special Meeting of the Everett City Council was called to order at 12: 34 p. m., June 24, 2020, Council Member Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, and Stonecipher were present. President Tuohy was excused. The minutes of the June 17, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin stated there has been an uptick in COVID- 19 cases in Snohomish County. She reminded citizens to be cautious and careful during the ongoing pandemic. She noted that Governor Inslee mandated that everyone wear face coverings when out in public. She stated that at this time, it is unknown when Phase 3 of reopening the economy will begin, but for Snohomish County to apply for Phase 3, we all need to be vigilant. COUNCIL Council Member Bader provided a liaison report from the Pinehurst Neighborhood meeting held Tuesday evening. He also provided a liaison report from the Snohomish Health District and encouraged the wearing of face masks to prevent COVID- 19. 184 0 June 24, 2020 Council Member Murphy stated that the Everett Public Main Library is providing curbside pickup of library items. More information can be found on the Library website at epls. org. He also stated that the YMCA has opened lap pool swimming and offers Everett residents a discounted daily rate. Council Member Murphy provided a liaison report from the Everett Public Facilities Finance Committee. Council Member Roberts provided updates on two Black Lives Matter events he attended. He stated that the Puget Sound Clean Air Agency issued a statement on racism as a public health threat. Council Member Roberts stated he will be attending the Sound Transit Board meeting on Thursday. Council Member Vogeli stated she toured the Woods Creek property. Council Member Stonecipher stated she also visited the Woods Creek property. She made a statement regarding racial equity, ways the city is addressing those issues, and working to institute real change. She stated that Mayor Franklin has suggested establishing Juneteenth as a City holiday and that she is open to discussing this collaboratively with Administration, along with other policies for change. She stated the next Public Safety Subcommittee meeting is scheduled for July 1 at 5 p. m. where they will discuss Police Department policies, use of force, and address the 8 Can' t Wait campaign. ADMINISTRATION UPDATE ON PRIOR BUSINESS Bob Bolerjack, Administration, provided an update on the City' s Climate Action Plan. Deputy Mayor Nick Harper, on behalf of Administration, thanked Mr. Bolerjack for his years of service as he will be retiring in the next week. Mayor Franklin and council members thanked and congratulated Mr. Bolerjack, along with Paul Kaftanski and Lyle Ryan, Administration, who are also retiring by the end of the month. 185  June 24, 2020 CITY ATTORNEY City Attorney David Hall did not have any comments, but he thanked and congratulated Mr. Bolerjack, Mr. Kaftanski, and Mr. Ryan. PUBLIC COMMENT Chris Larson, Everett, spoke about budget cuts to the Parks Department. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7529 authorizing payroll claims against the City of Everett in the amount of$ 3, 991, 369 for the period ending June 6, 2020. BID AWARD- 2020 TRICKLING FILTER MEDIA REPLACEMENT PROJECT To award contract for the 2020 Trickling Filter Media Replacement Project to the Stellar J Corporation in the amount of $ 1, 093, 059, including Washington State sales tax. PUBLIC HEARING — A RESOLUTION ADOPTING THE ANNUAL TRANSPORTATION IMPROVEMENT PROGRAM UPDATE Council Member Stonecipher opened the public hearing regarding a Resolution adopting the Annual Transportation Improvement Program ( TIP) Update for 2021- 2026. Richard Tarry, Public Works, provided an overview of the annual update. There were no citizens who wished to speak. ACTION ITEMS: RESOLUTION — AMENDING THE 2019 ANNUAL ACTION PLAN Moved by Council Member Bader, seconded by Council Member Vogeli, to adopt Resolution No. 7532 amending the 2019 Annual Action Plan to use CDBG- CV funds for Public Services activities. Council Member Murphy stated that while he supports this resolution, he would like to see future funds allocated for small businesses and non- profits.
