July 1, 2020 President Tuohy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 12: 30 p. m. each Wednesday, except the first Wednesday of the month when the meeting is scheduled at 6: 30 p. m. Citizens are encouraged to call or email public comments prior to the meeting. To speak under Public Comment during the meeting, calls are accepted one- half hour before the start of the meeting by calling 1. 425. 616. 3920, Conference ID 107 579 986#. The regular meeting of the Everett City Council was called to order at 6: 33 p. m., July 1, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. The minutes of the June 24, 2020, City Council meeting were approved as printed. President Tuohy abstained from the vote. MAYOR Mayor Franklin stated that the Snohomish County Prosecutor' s office received a 1. 68 million grant to implement a Law Enforcement Assisted Diversion ( LEAD) program in Everett and Lynnwood, which will provide dollars to hire additional social workers that will provide long- term support for low level, repeat offenders. Mayor Franklin also reminded citizens to adhere to the recommended health guidelines as an increase in COVID- 19 cases was reported in Snohomish County over the last week. She advised citizens to continue to stay socially distant, to wear face masks, and to wash hands. Mayor Franklin also wished everyone a happy and safe 4th of July weekend. 192  July 1, 2020 COUNCIL All Council Members wished a Happy Independence Day to citizens. Council Member Stonecipher provided an update from the Public Safety Subcommittee meeting, which was held earlier this evening, where the Police Department' s mission, policies, and training were discussed. She also requested a briefing regarding federal Coronavirus Aid, Relief, and Economic Security ( CARES) funds. Council Member Murphy thanked the Public Safety Subcommittee and Police Chief Dan Templeman for their discussion during their earlier meeting. He stated he met with Chief Templeman regarding a police arrest, which was highlighted in the Daily Herald newspaper. He requested further discussion on the Police Body Worn Camera pilot program. Council Member Roberts concurred with Council Member Murphy' s comments regarding the Public Safety Subcommittee meeting. He stated he also requested a briefing to discuss federal COVID- 19 relief funds. Council Member Vogeli stated both July 4 and June 19 are both important historical dates commemorating freedom and independence. She thanked everyone involved in the Public Safety Subcommittee meeting. President Tuohy requested to hold a retreat to develop a comprehensive action plan regarding racism, equity, and social injustice. Council Member Vogeli seconded President Tuohy' s suggestion. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper stated that he and Mayor Franklin met with Snohomish County Executive Dave Somers regarding an encampment at Snohomish County Campus Plaza. He stated the County is addressing that situation this week by offering services and helping to move individuals from the campus. He stated they will keep Council informed on that ongoing situation. 193  July 1, 2020 Deputy Mayor Harper also stated that Snohomish County received a$ 143 million CARES grant and is working on determining how to allocate those funds throughout the County. He stated that the City has been authorized to receive a Washington State Department of Commerce grant, up to$ 3. 3 million, and Finance staff is working to determine which expenses are eligible, as they must be directly related to COVID- 19 to be grant eligible. CITY ATTORNEY City Attorney Hall had no comments. AGREEMENT TERMINATION — SNOHOMISH COUNTY FIRE TRAINING ACADEMY To authorize the Mayor to sign the Termination letter of the Interlocal Government Agreement" Snohomish County Fire Training Academy" ( SCFTA) at no cost to the city. BID AWARD— MAPLE HEIGHTS BRIDGE SEISMIC RETROFIT PROJECT To award construction contract for the Maple Heights Bridge Seismic Retrofit Project to Combined Construction, Inc. of Mukilteo, WA in the amount of 509, 293. JOB COMPLETE— ALVERSON STORMWATER SEPARATION PROJECT To accept the Alverson Stormwater Separation Project with Rodarte Construction Inc. as complete and authorize the Mayor to sign the Certificate of Completion and release of retention bond. PURCHASE— FORD F150 To award and authorize the purchase of a Ford F150 from Bickford Ford from Snohomish County contract# 062- 16SR/ EVT# 2018- 065 for$ 31, 121. 13, including Washington State sales tax. AGREEMENT AMENDED— TRANSIT ADVERTISING To authorize the Mayor to sign Amendment No. 2 to the Transit Advertising Agreement between the City of Everett and Lamar Transit, LLC. 195  July 1, 2020 Roll was called with all council members voting yes, except Council Member Moore who was excused. PROPOSED ACTION ITEMS: COUNCIL BILL 2006- 39 SECOND READING: AN ORDINANCE amending Ordinance No. 3661- 19 entitled, " Everett Fire Administration Building Tenant Improvements Project," Fund 342, Program 027, to accumulate the design and construction costs for the project in the amount of$ 1, 600, 000.
