July 15, 2020 President Tuohy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 12: 30 p. m. each Wednesday, except the first Wednesday of the month when the meeting is scheduled at 6: 30 p. m. Citizens are encouraged to email public comments. The special meeting and listening session of the Everett City Council was called to order at 4: 01 p. m., July 15, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Vogeli, Stonecipher, and Tuohy were present. Council Members Moore and Bader were excused. The minutes of the July 8, 2020, City Council meeting were approved as printed. 41 CITY ATTORNEY City Attorney David Hall requested a 20- minute executive session regarding a legal matter pursuant to RCW 42. 30. 110 ( 1)( i)( iii) with no action to follow. CONSENT ITEMS: Moved by Council Member Vogeli, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7538 acknowledging the payment of audited and approved claims against the City of Everett in the amount of$ 830, 199. 94 for the period of June 27, 2020, through July 3, 2020. 206  July 15, 2020 JOB COMPLETE— 3600 SMITH STREET CLEAN UP To accept the construction of the 3600 Smith Street Clean up as complete and authorize the Mayor to sign the Certificate of Completion with 10 Environmental Infrastructure in the amount of$ 406, 371. 88. AGREEMENT— CLARK PROPERTY ACQUISITION To authorize the Mayor to sign the Interlocal Agreement with Snohomish County for the Clark Property Acquisition. AGREEMENTS— NETWORK EQUIPMENT HOSTING, INTERNET ACCESS AND AERIAL IMAGERY To authorize the Mayor to sign the Interlocal Agreement and supplemental work order with Snohomish County and Authorized Subdivision User Agreement with Pictometry International Corp. for network equipment hosting, internet access and aerial imagery for $15, 655. 50, plus Washington State sales tax. AGREEMENT— EVERETT LANDFILL REDEVELOPMENT COMPLIANCE To authorize the Mayor to sign the Agreement No. TCPRA- 1921- EverPW- 0080 with the Washington State Department of Ecology for grant funding related to oversight of the Everett Landfill redevelopment compliance. RESOLUTION — ACQUISITION OF PROPERTY ADJACENT TO THE WIGGUMS HOLLOW PARK PROJECT To adopt Resolution No. 7539 regarding grant funding managed through the Washington State Recreation and Conservation office for the acquisition of property adjacent to the Wiggums Hollow Park project. RESOLUTION — SILVER LAKE TRAIL DEVELOPMENT PROJECT To adopt Resolution No. 7540 regarding grant funding managed through the Washington State Recreation and Conservation office for the Silver Lake Trail 207  July 15, 2020 Development project. RESOLUTION — EMMA YULE PARK DEVELOPMENT PROJECT To adopt Resolution No. 7541 regarding grant funding managed through the Washington State Recreation and Conservation office for Emma Yule Park Development project. RESOLUTION — EDGEWATER PARK SPORTS COURT DEVELOPMENT PROJECT To adopt Resolution No. 7542 regarding grant funding managed through the Washington State Recreation and Conservation office for the Edgewater Park Sports Court Development project. Roll was called with all council members voting yes, except Council Members Moore and Bader who were excused. Motion carried. WORKSHOP - DIVERSITY, EQUITY, AND INCLUSION — LISTEN AND LEARNING SESSION President Tuohy opened the Diversity, Equity and Inclusion — Listen and Learning Session. She stated that the session was intended for Council members to obtain information and begin a dialogue. She noted that because this was a workshop, public comment would not be taken. President Tuohy encouraged citizens to forward comments to council@everettwa. gov following today' s session. President Tuohy introduced Van Dinh- Kuno, Executive Director of Refugee & Immigrant Services Northwest ( RISNW). Van Dihn- Kuno spoke about Everett' s refugee & immigration population and its barriers to equity. 208  July 15, 2020 Discussion ensued regarding the importance of nurturing and mentoring a younger generation of refugees and immigrants; volunteer opportunities within RISNW; the role of a City government; language barriers for immigrants and ways to help by creating a database of employees with language skills and a change of hiring practices; encouraging community engagement among immigrants; connecting with the City' s Diversity Committee; and the impact of the COVID pandemic on refugees and immigrants. President Tuohy introduced Benjamin Young, member of the Everett Housing Authority Board and the City of Everett Districting Commission. Benjamin Young spoke about housing equity with an emphasis on people of color and those who are financially challenged. The following topics were discussed: providing a solution for the fair and equitable treatment for people of color; the difference between equity and equality and the need to focus on equity; the work of Everett Housing Authority in the Baker Heights neighborhood; finding a way to approach housing issues; the need for City staff, Council, and Administration to reflect the community they serve. Council Member Vogeli introduced Sarah Boyle, Director of the South Everett collaborative called Connect Casino Road. Sarah Boyle spoke about building community in neighborhoods with an emphasis on the Casino Road area, English language learners, and barriers to equity. Discussion took place regarding housing shortages worsened by the pandemic and the potential outcome of lifting the moratorium on eviction, the need for collaboration with Snohomish County on housing issues; the need for a deeper discussion on the six conditions for system change: policies, practices, resource flows, relationships and connections, power dynamics, mental models, and how those may pertain to Everett. Council Member Vogeli introduced Deborah Jacobs, Director for the King County Office of Law Enforcement Oversight ( OLEO). 209  July 15, 2020 Deborah Jacobs spoke about law enforcement and accountability: what works in an oversight committee, and how can an oversight committee influence equity in the community? Discussion ensued regarding the need for eviction training for police officers, internal audit of practices and policies, opportunities for diversity, the effect of the OLEO presence, internal affairs statistics, arbitration process and mediation program, police recruitment crisis, mentoring and cultivating people in a profession, and a good data sharing model. President Tuohy announced that public comment for the July 22 City Council meeting will be accepted one- half hour before the start of the 12: 30 p. m. meeting by calling 1. 425. 616. 3920, Conference ID: 875 431 875#. The City Council recessed at 6: 04 p. m. for a five- minute break followed by a 20- minute executive session. The following amendment was approved at the July 22 City Council meeting: during the executive session, Council Member Murphy took exception to the legality and purpose of the substance, which was a grant issue brought forward by Administration on a housing option for transient homeless. Upon questioning the legality of the executive session, the City Attorney immediately narrowed the scope and then also asked a private business party to sign off from the executive session call who had apparently been asked to participate by the Administration in the Council' s executive session.
