a August 5, 2020 President Tuohy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. Citizens are encouraged to call or email public comments prior to the meeting. The regular meeting of the Everett City Council was called to order at 6: 32 p. m., August 5, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Moore, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the July 29, 2020, City Council meeting were approved as printed. Council Member Moore abstained from the vote. MAYOR APPOINTMENTS Moved by Council Member Bader, seconded by Council Member Roberts, to concur with the following appointment: Civil Service Commission Appointment of Jacob Vail to Position 3 for the remainder of a six- year term ending December 31, 2021. Roll was called with all council members voting yes. Motion carried. 227  August 5, 2020 COUNCIL Council Member Roberts provided an update from the Washington State Auditors exit conference. He also encouraged citizens to respond to the U. S. Census and stated that in- person Census canvassing was reduced by one month due to the COVID- 19 pandemic. Council Member Vogeli provided an update from the Casino Road Stakeholders meeting held July 28. Council Member Vogeli requested a briefing from staff regarding temporary use permits. Deputy Mayor Nick Harper stated he will work on scheduling this for a future meeting. President Tuohy stated she will work with staff to make sure all Council questions are answered during the temporary use permits briefing. Council Member Moore thanked Council and staff for resuming the regular council meetings schedule. Council Member Murphy provided an update from the Budget Subcommittee meeting held earlier this evening. He requested an update on the opening of the Grand Avenue Park Bridge. Council Member Murphy also requested a Sound Transit update. President Tuohy provided a reminder that the Council has resumed the regular meeting schedule, which has all meetings at 6: 30 p. m. on Wednesdays, except the fourth meeting of the month, which occurs at 12: 30 p. m. on Wednesdays. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper stated that Ryan Sass, Public Works, will be sending an update regarding the Grand Avenue Park Bridge tomorrow. 228  August 5, 2020 CITY ATTORNEY City Attorney David Hall had no comments. PUBLIC COMMENT The following people spoke about the proposal to shorten the public notice for temporary encampments: Angela Di Filippo Laura Reed Robert Smiley Angela Di Filippo also provided written comment prior to Council regarding the same issue. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7548 authorizing claims against the City of Everett in the amount of $ 1, 006, 485. 63 for the period of July 18, 2020, through July 24, 2020. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7549 authorizing payroll claims against the City of Everett in the amount of$ 3, 994, 362. 39 for the period of July 18, 2020. 229  August 5, 2020 PURCHASE— ONE TRUSS BUILDING STORAGE UNIT To award and authorize purchase of one Truss building storage unit from ClearSpan Structure using Sourcewell Contract # 091319- CSS/ EVT# 2020- 019 in the amount of$ 208, 237. 90, including Washington State sales tax. Roll was called with all council members voting yes. Motion carried. PUBLIC HEARING— PROPOSED VACATION OF 2900 BLOCK LYING BETWEEN PINE STREET AND MAPLE STREET President Tuohy opened a public hearing regarding the petition for the proposed vacation of the north- south alley together with the southern east- west alley in the 2900 Block lying between Pine Street and Maple Street and direct staff to prepare an ordinance vacating said alleys subject to the conditions contained in the attached staff report. Paul McKee, Real Property, provided an overview of the proposed vacation. Moved by Council Member Murphy, seconded by Council Member Stonecipher, to close the public hearing. Roll was called with all council members voting yes. Motion carried. PETITION — PROPOSED VACATION OF 2900 BLOCK LYING BETWEEN PINE STREET AND MAPLE STREET Moved by Council Member Bader, seconded by Council Member Moore, to grant the petition for the proposed vacation of the north- south alley together with the 230  August 5, 2020 southern east- west alley in the 2900 Block lying between Pine Street and Maple Street and direct staff to prepare an ordinance vacating said alleys subject to the conditions contained in the attached staff report. Roll was called with all council members voting yes. Motion carried. ACTION ITEMS: COUNCIL BILL 2007- 41 THIRD AND FINAL READING: AN ORDINANCE approving the appropriations of the 2020 City of Everett Budget and amending Ordinance No. 3750- 20 Council Member Murphy stated that he has asked for a follow up from staff regarding the allocation of Fire and EMS funds. Moved by Council Member Bader, seconded by Council Member Moore, that this is declared to be the third and final reading of Council Bill No. 2007- 41, and the City Clerk is directed to call the roll for the final disposition of the ordinance. Mayor Franklin stated she is working with President Tuohy on a format for briefings and workshops during remote meetings. Council Member Moore requested an update from Legal on what is allowed under the COVID- 19 pandemic provisions of the Open Public Meetings Act. City Attorney David Hall stated he would provide that to Council. President Tuohy stated she is working on scheduling budgeting, working sessions and other larger issues with Mayor Franklin. She expects to get a schedule out within two weeks.
