August 12, 2020 President Tuohy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. Citizens are encouraged to call or email public comments prior to the meeting. The regular meeting of the Everett City Council was called to order at 6: 32 p. m., August 12, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Moore, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the August 5, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin provided an update on a Police incident that took place at Airport Road and Highway 99 last Friday, as requested by Council Member Vogeli. Deputy Police Chief John DeRousse and Sergeant John Zeka provided an update on the work by the Community Outreach and Enforcement Team ( COET). COUNCIL Council Member Vogeli thanked Mayor Franklin, Deputy Chief DeRousse and Sgt. Zeka for the update on COET. Council Member Vogeli also inquired about the status of open restrooms at parks facilities during the COVID- 19 pandemic. s 234  August 12, 2020 Lori Cummings, Administration, stated that while parks facilities restrooms currently remain closed due to the pandemic and Parks staffing levels, they continue to reevaluate as the pandemic continues. Council Member Bader provided an update from the Snohomish Health District Board meeting held Tuesday where they discussed the current status of the COVID- 19 pandemic. Council Member Stonecipher requested consent agenda item # 10 be moved for further discussion prior to action. She also asked about COET social worker staffing levels and the possibility for schedule variety in future staffing of social workers. Mayor Franklin provided an update on the current COET staffing level and stated she would follow up with Police and Human Resources regarding future staffing possibilities. Council Member Murphy requested a follow up on the Wood Creek property. Deputy Mayor Nick Harper stated he would provide an update to Council in writing within the week regarding the Wood Creek property. Council Member Roberts provided a liaison report from the Glacier View Neighborhood meeting held Tuesday night. President Tuohy provided a liaison report from the Council of Neighborhoods meeting held this week. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper stated that while there has been speculation, the City has not received any Temporary Use Permit application for a potential temporary shelter in any part of the city. 235  August 12, 2020 CITY ATTORNEY City Attorney David Hall provided an update on the current Open Public Meetings Act requirements due to the ongoing COVID- 19 pandemic. RESOLUTION — ELECTRONIC TRANSFER CLAIMS To adopt Resolution No. 7551 authorizing electronic transfer claims against the City of Everett in the amount of $ 8, 497, 686. 39 for the period of May 1, 2020, through May 31, 2020. AGREEMENT AMENDED - FIRE ADMINISTRATION BUILDING TENANT IMPROVEMENTS PROJECT To authorize the Mayor to sign Amendment No. 2 to the Professional Services Agreement with Botesch, Nash & Hall Architects P. S. to provide additional 236  August 12, 2020 architectural and engineering services for the Fire Administration Building Tenant Improvements Project in the amount of $ 15, 000, in the form substantially provided. AGREEMENT - EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM To authorize the Mayor to sign all necessary documents and agreements with the Bureau of Justice Assistance regarding the application, acceptance, and utilization of the Edward Byrne Memorial Justice Assistance Grant Program in the amount of$ 39, 943. AGREEMENT AMENDED - MAINTENANCE AND REPAIRS OF FLOOD CONTROL AND ASSOCIATED DRAINAGE FACILITIES To authorize the Mayor to sign Amendment No. 1 to the Modified Agreement for Maintenance and Repairs of Flood Control and Associated Drainage Facilities located on Snohomish County Property in Former Drainage District Number 6 which extends the term of the agreement through December 16, 2025. AGREEMENT- MAPPING AND CLASSIFYING SURFACE WATERS To authorize the Mayor to sign the Professional Services Agreement with The Watershed Company in the amount not to exceed $ 72, 446. MEMORANDUM OF AGREEMENT- USE OF CITY OF EVERETT INTEROPERABLE SYSTEM To authorize the Mayor to sign the Memorandum of Agreement between the City of Everett and the Federal Emergency Management Agency Integrated Public Alert and Warning System ( IPAWS) Program Management Office regarding the use of City of Everett Interoperable System( s) and ( PAWS OPEN Platform for Emergency Networks ( IPAWS- OPEN) at no cost to the city. 237  August 12, 2020 BID CALL — JACKSON PARK AREA STORMWATER SEPARATION AND TREATMENT PROJECT To authorize the call for bids for construction of Jackson Park Area Stormwater Separation and Treatment project. AGREEMENT— SHARED USE OF HARBORVIEW MEDIC TRAINING APARTMENT To authorize the Mayor to sign the Medic Training Apartment Interlocal Agreements with East Jefferson Fire Rescue and Port Ludlow Fire & Rescue at a benefit to the city of$ 15, 140 in billable revenue. RESOLUTION — SURPLUS ROCK SCREENER To adopt Resolution No. 7552 declaring a 2001 Nordberg- Read CV- 40D 4- Yard rock screener surplus and authorizing sale at public auction. JOB COMPLETE— WATERMAIN REPLACEMENT " Q" EVERGREEN REBID PROJECT To accept the Water Main Replacement " Q" Evergreen Rebid Project with SRV Construction Inc. as complete and authorize the Mayor to sign the Certificate of Completion allowing release of retention. REQUEST FOR PROPOSAL- PUBLIC/ PRIVATE PARTNERSHIP PARK PROPERTIES Moved by Council Member Moore, seconded by Council Member Vogeli, to authorize the release of request for proposal # 2020- 061 Public/ Private Partnership - Park Properties. 238  August 12, 2020 Council Member Stonecipher asked why the Van Valey House was not included on the listed properties and if the name " Sorticulture" is trademarked by the city, should an outside vendor organize the event. Considerable discussion ensued regarding the Van Valey House, the proposed RFP not being an all- inclusive Parks list, the need for Council action prior to implementation of potential proposals, and the possibility of these proposals being discussed at future workshops or the General Government Subcommittee meetings. Lori Cummings, Administration, stated she would follow up on the question regarding a trademark of the name " Sorticulture." Roll was called with all council members voting yes. Motion carried. PUBLIC HEARING— COUNCIL BILL 2007- 42 President Tuohy opened a public hearing regarding Council Bill 2007- 42, a proposed ordinance establishing Regulations for Flood Damage Prevention, Repealing Ordinance 3759- 20; Repealing Section 3 of Ordinance No. 1847- 92, as amended ( EMC 19. 04. 030); Repealing Section 30 of Ordinance No. 1671- 89, as amended ( EMC Chapter 19. 30); Amending Related Sections of Ordinance No. 1671- 89, as amended.
