Council Member Stonecipher announced that the Council is still abiding by
Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will
continue to be held remotely with all meetings scheduled at 6: 30 p. m. each
Wednesday, except the fourth Wednesday of the month when the meeting is
scheduled at 12: 30 p. m. Citizens are encouraged to call or email public comments
prior to the meeting. She also stated that public comment will be accepted one-
half hour before the start of the meeting by calling 1. 425. 616. 3920, Conference ID
621 771 64# Citizens may call in to listen to the Council meetings at
1. 425. 616. 3920, Conference ID: 724 887 726#, and meetings can be viewed on
Comcast Channel 21, Frontier Channel 29, or on the City website.
The regular meeting of the Everett City Council was called to order at 6: 33 p. m.,
August 19, 2020, Council Member Stonecipher presiding. Upon roll call, it was
found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli,
Bader, and Stonecipher were present. President Tuohy was excused.
The minutes of the August 12, 2020, City Council meeting were approved as
printed.
MAYOR
REAPPOINTMENT
Moved by Council Member Roberts, seconded by Council Member Moore, to
concur with the following appointment:
Housing Authority Board
Reappointment of Koren Smith to Position 3 for a five- year term ending December
31, 2025.
Roll was called with all council members voting yes, except Council Member Tuohy
who was excused.

Motion carried.
Police Chief Templeman provided an update regarding funding for the COPS Hiring
Program.
Discussion ensued regarding supplanting, the time requirements for maintaining
new positions, the cost impact to the City, the ability to recruit additional officers,
FTE ( full- time equivalent) actual versus FTE budgeted, and by what benchmark
staffing needs are measured.
COUNCIL
Council Member Roberts provided a liaison report on his attendance at the Delta
Neighborhood virtual meeting.
Council Member Vogeli provided a liaison report on her attendance at the Cascade
View/ Twin Creeks Neighborhood virtual meeting.
Council Member Stonecipher reported on her attendance at the Library Board
meeting.
ADMINISTRATION UPDATE
Deputy Mayor Nick Harper, for preparation to the future briefing regarding the
unsheltered population, asked for feedback and direction from Council on how to
address the unsheltered population and the County- wide strategy.
Council Member Bader asked for confirmation that 80% of Snohomish County
shelter space and 100% of Snohomish County emergency shelter space is located
in Everett.
Deputy Mayor Harper stated he would confirm.

City Attorney David Hall had no comments.

Cheryl Davis, Everett, expressed a concern regarding budget cuts to the
cultural arts program.
Deb Fox, spoke in opposition to proposed cultural arts program budget
cuts.
LeAnn Nott, Everett, suggested downsizing the police budget.
Lora Reed, Everett, spoke in support of the Everett Public Library and
encouraged continuation of its operation.

Moved by Council Member Murphy, seconded by Council Member Roberts, to
approve the following consent items:

RESOLUTION - CLAIMS
To adopt Resolution No. 7553 acknowledging the payment of audited and
approved claims against the City of Everett in the amount of$ 3, 241, 428. 64 for
the period of August 1, 2020, through August 7, 2020.
Roll was called with all council members voting yes, except Council Member Tuohy
who was excused.
Motion carried.
COUNCIL BRIEFING AGENDA:
2021 Budget Development Update.
Presented by Lori Cummings, Administration; Dave
DeMarco, Fire Department; and Susy Haugen, Finance
Council Member Murphy left the meeting at approximately 7: 30 p. m.
Considerable discussion regarding retroactive pay for fire union
ensued
employees, fire services on Port of Everett property, potential revenue for EMS
services, negative impact of state level decisions on the budget, fire benefits
charges, BERK study recommendations, partnerships with private and non- profit
organizations, a vision for the future of the City, possible police budget reductions,
street art, increasing the number of marijuana shops, travel expenses, public
safety, and essential needs of the city.
