September 2, 2020 President Tuohy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely as regularly scheduled and due to the order, the public may not attend meetings. Citizens are encouraged to provide comments in writing prior to the meeting at council@everettwa. gov. Since this is a workshop setting, no public comment will be accepted. The workshop meeting of the Everett City Council was called to order at 6: 32 p. m., September 2, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the August 26, 2020, City Council meeting were approved as printed. President Tuohy stated that this evening the Council will revisit the COPS Hiring Grant after she received a formal request from Council Members Murphy and Stonecipher to reconsider the item. She stated comments received from citizens will be a part of the record. Mayor Franklin stated the City will receive additional Coronavirus Aid, Relief, and Economic Security Act ( CARES) grant funding. Finance will work with departments to discuss the best allocation of these funds and the Department of Commerce is extending the timeline for use of the funds. ACTION ITEMS: AGREEMENT— COPS HIRING PROGRAM Moved by Council Member Bader, seconded by Council Member Moore, to authorize the Mayor to sign all necessary documents and agreements with the Department of Justice, COPS Hiring Program regarding the award acceptance and utilization of the COPS Hiring Program funding in the amount of$ 6, 054, 160. 257  September 2, 2020 Police Chief Dan Templeman provided a recap of the grant award. He provided additional clarification of the grant as previously requested by Council, including the Everett Police Department' s policy on working with immigration, the ratio of hiring officers from the grant, and current vacancies. Council Members thanked Mayor Franklin, Chief Templeman, and staff who met with council members to discuss the grant and provide additional information and clarification. Discussion ensued regarding the fiscal impact to the 2021 budget, the flexibility of the grant, flexibility of hiring, and the Police Department staffing model. Council Member Stonecipher requested a future discussion regarding Police Department staffing goals and an operational assessment. She also suggested further discussion when grants are presented to Council. Council Member Vogeli thanked Chief Templeman and stated that while she appreciates the bridges the Police Department creates with the community, she would like to see the City use preventative measures for the root of crime. She stated she could not support the grant as she wants to see more funds directed toward a community by the community approach. Mayor Franklin stated that she appreciated all comments from Council, and she is committed to an assessment of the Everett Police Department as well as other City departments. She also thanked Chief Templeman and his team for their work on this grant. Chief Templeman thanked Mayor Franklin for her facilitation of this process. Roll was called with all Council Members voting yes, except Council Member Vogeli who voted no. Motion carried. 258  September 2, 2020 President Tuohy stated that the District Commission is seeking public input on the proposed districting map. The Commission is hosting six community meetings beginning September 10, and additional information on these meetings and contact information can be found on the city website at everettwa. gov/ districting. WORKSHOP- BUDGET BALANCING OPTIONS 2021 Finance Director Susy Haugen provided the balancing list for 2021, which included items previously presented to Council in August as well as new items. Discussion ensued regarding carry forward, COVID- 19 impacts, forecast development timeline, unemployment costs, CARES grant funding, and vacancies. Executive Director Lori Cummings provided an update on outreach for public input into the budget. Susy provided the balancing items under consideration. Discussion ensued regarding the City Council contingency fund, jail fees, and prefunding of the LEOFF 1 pension funds. Lori stated that they are working with the Fire Department to identify potential reductions and stated those will be presented by Mayor Franklin on September 16. The following department- specific reductions were presented to Council: Library Discussion took place regarding the reduction in hours, staff, and opening libraries during the pandemic. 259  September 2, 2020 Cultural Arts Discussion ensued regarding a Creative District certification, 4th of July activities, the 1% for the Arts Program and staffing. Council Member Murphy requested fund breakdowns of the 4th of July activities and the Everett Performing Arts Center. Council Member Stonecipher requested a breakdown of the 1% for Arts Program. Lori and Susy stated they would provide the requested information. Parks & Recreation Discussion included the Potential Public Private Partnership ( P3) opportunities, the impact on the recreation to protect parks/ open spaces due to COVID- 19, and possible program reductions. Senior Center Discussion ensued regarding the Senior Center pickup meals, allowing others to utilize the facility, and potential union or prevailing wage issues should the facility be managed by an outside contractor. CONSIDERATION AND INPUT BY COUNCIL Considerable discussion ensued regarding staff overtime costs, staff reductions and other options for potential cuts, service reductions, impact to services based on current staffing levels, long term cuts vs. interim measures due to COVID- 19, rolling furloughs, the expected city service model, and continuing discussions regarding potential changes to service models, including Fire, golf courses, and Transit.
