September 23, 2020 President Tuohy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines., As a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. Citizens are encouraged to call or email public comments prior to the meeting. The regular meeting of the Everett City Council was called to order at 12: 33 p. m., September 23, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, and Tuohy were present. Council Member Stonecipher was expected to be a few minutes late. The minutes of the September 16, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin stated that she issued a Mayoral Directive yesterday on building unity, addressing racism, and promoting unity for all. OATH - POLICE OFFICER Moved by Council Member Roberts, seconded by Council Member Bader, to concur with the appointment of Curtis Bafus as a new police officer. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. S 29  4 September 23, 2020 The Deputy City Clerk administered the Oath of Office. COUNCIL Council Member Stonecipher joined the meeting at 12: 40 p. m. Council Member Vogeli gave an update from the Diversity Board meeting. She provided a liaison report from the Cascade View- Twin Creeks Neighborhood meeting. Council Member Vogeli reminded viewers that it is Suicide Awareness Month and encouraged citizens to reach out to their loved ones and ask for help when needed. Council Member Murphy provided a liaison report from the Public Facilities District Board meeting. He also addressed an email he received from Imagine Children' s Museum' s Executive Director Nancy Johnson regarding homelessness and drug- related issues around their facility. Mayor Franklin and Police Chief Dan Templeman stated that they are working on this ongoing issue. Council Member Roberts stated that he and Deputy Mayor Nick Harper met with a neighborhood group regarding the Wood Creek Property. He also provided a report from the Snohomish County Committee for Improved Transportation meeting held Tuesday. President Tuohy stated that the Governor' s office has issued guidance for venues during the ongoing COVID- 19 pandemic. She also commented on the ongoing downtown homeless and drug related issues. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no report. 411 29, 9  September 23, 2020 CITY ATTORNEY City Attorney David Hall had no report. PRESENTATION Snohomish County Housing and Sheltering Strategy Presented by Snohomish County Executive Dave Somers Discussion ensued regarding operating shelter facilities in Snohomish County, developing solutions County- wide, facilities in other cities, shelter capacity in Everett, Federal CARES grant funds, the possibility of losing Boeing' s 787 Dreamliner assembly line, and programs and services offered alongside housing, President Tuohy requested a timeline on the new facility in Everett. Julie Willie, Administration, stated she would provide that information when it is available. S. 29: 3  4 September 23, 2020 Update on County Matters Snohomish County Council Member Megan Dunn Discussion took place regarding Paine Field being a potential primary aviation facility and the Federal CARES grant funds. Council Member Vogeli requested the number of homeless students in Mukilteo School District. County Council Member Megan Dunn stated she would provide the requested information to council members. Council Member Bader left the meeting at approximately 2: 10 p. m. CONSENT ITEMS: Moved by Council Member Vogeli, seconded by Council Member Moore, to 4411 approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7565 authorizing claims against the City of Everett in the amount of $ 926, 933. 80 for the period of September 5, 2020, through September 11, 2020. Moved by Council Member Roberts, seconded by Council Member Vogeli, to concur with the recommendation of the Cultural Arts Commission and authorize the Mayor to accept the donation of the " We Rise" Sculpture, donated by the Zonta Club, into the City of Everett Public Art Collection.
