September 30, 2020 President Tuohy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. Citizens are encouraged to call or email public comments prior to the meeting. The regular meeting of the Everett City Council was called to order at 6: 32 p. m., September 30, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Moore, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the September 23, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin stated that while the Wall Street Journal has announced that Boeing may move the 787 Dreamliner assembly line to South Carolina, Boeing hasn' t made an official announcement yet. She stated she would like to continue to work with the aerospace industry and provide additional support to retrain any potentially displaced workers and to support a diverse economy. Mayor Franklin also stated that the Beverly Food Truck Park will open tomorrow at the vacant lot at Beverly Boulevard and Madison street. She said the Food Truck Park will be open from 4 p. m. to 7 p. m., Monday through Saturday. Additional information and directions can be found online at streetfoodfinder. com.  I. September 30, 2020 COUNCIL Council Member Moore thanked Deb Williams, Council Administrator, for all her work behind the scenes. He also stated that the possibility of The Boeing Company move is a call for action and an economic opportunity. Council Member Stonecipher inquired as to why Wetmore Plaza Park was sectioned off with caution tape and asked if there was another deterrent other than caution tape, which appears ominous. Mayor Franklin stated it was closed due to vandalization. She stated she will have staff see if a better solution can be established. Council Member Bader provided a liaison report from the Animal Shelter Advisory Board meeting. Council Member Murphy requested a timeline for the removal of the Healthy Streets program blockades as he has received concerns from citizens. He also 4111 asked about the success of this pilot project. Ryan Sass, Public Works, stated they intend to remove the Healthy Streets blockades within the next week or so as fall weather changes. He stated that feedback has been mixed, with overall mostly positive reviews. Council Member Roberts underscored the importance of expanding the economic base in Everett. President Tuohy stated the Districting Commission public meeting was rescheduled for Thursday, October 1. Information on that meeting can be found online at everettwa. gov/ districting. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no comments. CITY ATTORNEY a  September 30, 2020 City Attorney David Hall had no comments. She also stated that she is concerned that members of the Everett Police Officers Association were a part of a social media campaign against Snohomish County Council Member Megan Dunn regarding a recent Facebook post. Discussion ensued regarding budgeting, the ongoing COVID- 19 pandemic and housing. CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Moore, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7566 authorizing claims against the City of Everett in the amount of $ 958, 870. 61 for the period of September 12, 2020, through September 18, 2020. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7567 authorizing payroll claims against the City of Everett in the amount of $ 3, 969, 128. 19 for the period ending September 12, 2020. RESOLUTION — ELECTRONIC TRANSFER CLAIMS 30' S. September 30, 2020 To adopt Resolution No. 7568 authorizing electronic transfer claims against the City of Everett in the amount of $ 7, 973, 876. 29 for the period of July 1, 2020, through July 31, 2020. REQUEST TO ADVERTISE— 2022 COMPREHENSIVE SEWER PLAN To approve the request to advertise for the Statement of Qualifications for the 2022 Comprehensive Sewer Plan. COUNCIL BRIEFING AGENDA: 11111* Council Member Moore stated that as an employee of Everett School District, landowner of the Sequoia Field Site, he would be recusing himself from any discussion of Council Bill 2009- 50. COUNCIL BILL 2009- 50 FIRST READING: AN ORDINANCE adopting or rejecting the Proposed Ordinance amending the Everett Comprehensive Plan Land Use Map for Housing Hope at the Sequoia Field Site Presented by David Stalheim, Planning Discussion ensued regarding historic overlay, serving homeless students in the proposed housing, setting precedent in the proposed ordinance, building height limits, and the timeline of the proposed ordinance in conjunction with the Comprehensive Plan. 1110 30' ;  I. September 30, 2020 Council Member Murphy asked if the Historical Commission, the Planning Commission, and Administration and staff had provided a recommendation on the proposed ordinance. David Stalheim stated that the Historical Commission voted 6- 2 to not change the Norton- Grand Historic boundary. The Overlay Historical Commission' s recommendation went to the Planning Commission, who voted 3- 3 on all parts of Housing Hope' s application, including the Historic Overlay, and dead locked. There has been no recommendation from Administration and staff. Council Member Roberts requested a copy of the Historical Commission meeting minutes where this was discussed. David Stalheim stated he would provide the requested information.
