October 7, 2020 President Touhy announced that the Council is still abiding by Governor Inslee' s Stay Home, Stay Healthy order. As a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. The workshop of the Everett City Council was called to order at 6: 30 p. m., October 7, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the September 30, 2020, City Council meeting were approved as printed. ADMINISTRATION UPDATE There were no comments from the Mayor' s office. CITY ATTORNEY City Attorney Hall requested a 25- minute executive session regarding a legal matter pursuant to RCW 42. 30. 110( 1)( i)( iii) and a real estate matter pursuant to 42. 31. 110( 1)( c) with no action to follow. 306 S October 7, 2020 WORKSHOP: PORT OF EVERETT UPDATE CEO/ Executive Director Lisa Lefeber provided a review of the Port' s theme for a balanced waterfront, 2020 Strategic Plan, 2019 economic benefits of the Port, a breakdown of taxes, current operations update, 2021 operating capital budget assumptions, including aerospace and planned investments, and an update on future and completed projects. Discussion took place regarding the following: Update on Bay Wood site development, including the shoreline public access trail planned for the site Riverside Business Park development and status of space available Fire suppression ( cost, training, and readiness) support to Port; the need to discuss some type of collaboration between the City and Port Impacts of$ 4 million budget shortfall such as staff transfers or reductions, ability to do environmental cleanup, and deferred or delayed projects Status of environmental cleanups, particularly Kimberly- Clark site, and associated in- water cleanup issues Prospects of a Coast Guard move to Everett Opportunities for other activities that the Navy might be able to use Destinations for cleanup debris disposal The types of shipyard jobs may be coming to replace the 800- 900 jobs lost through the closure of Kimberly- Clark Council members thanked Ms. Lefeber for the clear presentation, and the continued partnership between the City and the Port that provides quality of life programming. EVERETT DISTRICTING COMMISSION UPDATE President Tuohy thanked Nicole Webber, Administration, the Commission members, and Districting Master Tony Fairfax for their hard work and ability to meet deadlines during the COVID- 19 pandemic. r 307  October 7, 2020 Nicole thanked Simone Tarver, Commission Chair, and Tony Fairfax for their work on the project over the past year. She stated the Commission is in final stages of publishing the map that was voted on by the Commission and receiving final community feedback. Simone Tarver provided an overview of the process and work that has been completed since December when an update was provided to the Council. Tony Fairfax presented information about Districting/ Redistricting and the purpose for drawing/ redrawing boundary lines, and he reviewed the Traditional Redistricting Criteria guidelines that were followed in district development. He also reviewed the final draft plans and the generation of the Draft Plan A- 9 map, which was voted on by the Commission. Discussion ensued regarding the following: The redistricting process that will occur after the next census, i. e., timing, public process, appointment of the body that completes the work Why the determination was made that voting precincts could be divided — concern about the principle as both the Everett Port Commissioner district boundaries and Mukilteo School District director district boundaries split precincts within the city of Everett drawing some slightly more logical lines Valley View split that keeps it from being part of a district that is more similar than District 2 and creates a larger split of Pinehurst than was necessary Details on the breakdown of the final vote on the A- 9 map, and relevant points made by dissenters The importance of keeping Delta Neighborhood with Northwest Neighborhood The amount of movement that can occur with redistricting after the census Council members thanked the Commission for the substantial amount of work completed required to complete this project. Council Member Roberts expressed concern about the size of the October 21st agenda and the amount of time needed for council members to review the r 308  October 7, 2020 substantial amount of complex material. He suggested the public might be better served if the final action for Rethink Zoning was moved to November 4. President Tuohy stated she would work to reschedule. Council Member Murphy provided a reminder that the decision was made to utilize the first Monday of each month as a workshop opportunity. He expressed concern that time on November 4 be reserved for budget discussions, and suggested President Tuohy take a look at agendas over the next four weeks to determine the best options.
