November 10, 2020 President Touhy announced that the Council is still abiding by Governor Inslee' s Safe Start guidlines. As a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. The Special Meeting of the Everett City Council was called to order at 12: 30 p. m., November 10, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the November 4, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin extended gratitude to all veterans and service members of the community. She noted that photographs of City team members with military experience was shared the staff website. OATH — POLICE OFFICER Moved by Council Member Roberts, seconded by Council Member Stonecipher, to concur with the appointment of Brian Bratlien as a new experienced police officer. r 361  November 10, 2020 Roll was called with all council members voting yes. Motion carried. The City Clerk administered the oath of office, and council members congratulated Police Officer Bratlien. COUNCIL Council Member Vogeli welcomed new Police Officer Bratlien. She offered a happy and thoughtful Veterans Day, noting her son is currently in Coast Guard bootcamp and her father and spouse served in the military. She mentioned that today honors Sesame Street— champions of diversity, equity and inclusion. Council Member Murphy thanked veterans, current military service members, and first responder personnel. Council Member Moore echoed Council Member Murphy' s comments and thanked military members for protecting us both abroad and locally. Council Member Stonecipher expressed appreciation to military members who serve and have served our country to help fight for freedom and equality. Council Members Bader and Roberts echoed previous comments expressing sincere thanks and appreciation for our veterans and current military service members. President Tuohy stated she is very thankful for veterans, including her son who is a veteran. She recognized the sacrifices on families and members of the armed services, and she encouraged everyone to enjoy a day of reflection tomorrow. COUNCIL BRIEFING AGENDA: Briefing on the Proposed Renewal of Downtown Business Improvement Area Presented by Dan Eernissee, Economic Development Director; Brian Scott, BDS Planning and Urban Design; Liz Stenning, DEA Executive Director Considering the current budget constraints, Council Member Murphy asked if there were any current state models that delegated the billing and collection function to the DEA, which is currently being handled by City staff. 365  November 10, 2020 Mr. Smith, BDS, stated he is unaware of any other agency in Washington that is handling billing. Susy Haugen, Finance, stated she would get back to Council regarding the time City staff are spending on the billing and collection function. Council Member Bader asked for additional information regarding the addition of a block on Colby between 26th and 25tn Council members expressed support for the extension of the public- private partnership. Department of Justice Grant for Body Worn Cameras Briefing Presented by Police Chief Dan Templeman Council members thanked Chief Templeman and the Police Department for their successful efforts to obtain this grant, as well as other recent grant awards. Council Member Stonecipher asked if the money allocated would provide adequate resources to equip all police staff with body-worn cameras. Chief Templeman stated that 150 cameras would be provided to every officer assigned to operations, as well as others that are in uniform. Council Member Bader asked if information was available from other cities that shows a reduction in liability expenses. Chief Templeman stated that various studies have been done that show a reduction in use of force and citizen complaints. Council Member Roberts asked if the use of body- worn cameras would result in a reduction in the costs associated with public records requests. Chief Templeman stated it is currently an unknown. 366  November 10, 2020 COUNCIL BILL 2011- 58 FIRST READING: AN ORDINANCE creating a Special Improvement Project, entitled " Everett Municipal Building — Public Works Tenant Improvement Project," Fund 336, Program 015, to accumulate schematic design costs in the amount of 325, 700 Presented by Chris Lark, Parks and Facilities Discussion ensued regarding the projected vacancy in the building after all employees are moved in. Mr. Lark stated it is expected that the building will be 100% occupied after the completion of tenant improvements. The move would include 97 employees of which 40% are paid from the General Fund and 60% from Utilities. He also stated that when Utilities staff occupy the building, they would pay rent to the General Fund. L. Alia Company in the amount of$ 1, 232, 600. Council Member Murphy noted the bid came in at $ 345, 000 below engineer' s estimate and gave kudos to City public works and procurement staff. Council Member Bader asked about the timeframe for the completion of the work. PROPOSED ACTION ITEMS: COUNCIL BILL 2010- 56 SECOND READING: AN ORDINANCE appropriating the budget for the City of Everett for the year 2021 in the amount of$ 651, 875, 477 COUNCIL BILL 2011- 57 FIRST READING: AN ORDINANCE amending Sections 05, 03, 06 and adding a section to Ordinance No. 3315- 13 ( Chaplain Tract) BUDGET HEARING # 2— 2021 Proposed Operating Budget President Tuohy turned the meeting over to Budget Chair Murphy. Council Member Murphy stated discussions have taken place over the past two weeks regarding a few potential modifications to Administration' s proposed budget and that information is forthcoming. He noted the City previously advertised that the third and final reading would occur on November 18; however, he proposed leaving the public hearing open through next week, and potentially through the week of November 23, to allow time to work through the parking lot items with City staff. Council Member Vogeli asked when the final day of the adoption of the budget must occur. 370  November 10, 2020 Susy Haugen stated the ordinance needs to be in effect before the end of 2020. The effective date occurs 15 days after the Mayor' s signs; therefore, the third and final reading must occur at least 15 days before the end of the year. Lori Cummings, Administration, asked about the effects of extending the third public hearing beyond November 18 to November 25. Finance Director Haugen stated the third and final reading of the ordinance could be postponed from November 18 to November 25, which would allow public comment to occur on the November 18. Council Member Moore left the meeting at 1: 50 p. m. Council Member Roberts asked if the draft report of the Fiscal Advisory Committee would be available for review prior to Council action. Ms. Cummings stated she would contact the FAC Chair Dan Leach regarding the coordination of the release of the draft report.
