November 18, 2020 President Tuohy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. Citizens are encouraged to call or email public comments prior to the meeting. The regular meeting of the Everett City Council was called to order at 6: 33 p. m., November 18, 2020, President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, and Tuohy were present. Council Member Stonecipher was excused. The minutes of the November 10, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin spoke about an alarming increase in new infections across the country, including Everett and Snohomish County, and the latest guidance and restrictions issued by Governor Inslee. She encouraged everyone to be compassionate and understanding with each other. The Mayor noted various support programs the City is offering to local businesses. She also spoke about the affordable housing directive she issued yesterday. OATH — POLICE OFFICERS Moved by Council Member Roberts, seconded by Council Member Bader, to concur with the appointment of Zachary Pendt, Justin Bedford, and Tyler Poole as new police officers. 372  November 18, 2020 Roll was called with all council members voting yes. Motion carried. The City Clerk designee administered the oath of office. COUNCIL Council members welcomed the newly appointed police officers. Council Member Murphy provided an update regarding the Angel of the Winds Arena financial situation. Council Member provided a liaison report from the Silver Lake Bader Neighborhood meeting. He also provided a report on his attendance at the Animal Shelter Advisory Committee meeting. Council Member Roberts encouraged everyone to support local businesses and food banks. He also reported on his attendance at the Delta Neighborhood meeting last night. Council Member Roberts spoke about ReThink Zoning and the Climate Action Plan. Council Member Vogeli asked to be included in the discussion regarding public safety and infrastructure. She suggested the Council revisit the proposal to place a cap on fees charged by third- party food delivery services and asked for the staff report regarding this topic. Council Member Vogeli provided a report from her attendance at the National League of Cities Virtual Summit. She also reported on her attendance at the Cascade View/ Twin Creeks Neighborhood meeting. Council Member Vogeli announced that WorkSource Snohomish County is hosting a virtual job fair on November 19 and the YWCA is offering emergency rent assistance for qualified renters within Everett city limits. 373  November 18, 2020 ADMINISTRATION UPDATE Deputy Mayor Nick Harper had no report. CITY ATTORNEY City Attorney David Hall requested a 20- minute executive session regarding two legal matters pursuant to RCW 42. 30. 110 ( 1)( i)( 3) with a potential action to follow. PUBLIC COMMENT The following individuals provided public comments to the City Council via email: Leanne Nott Gerry Ann Majestic Byllie Ricketts Angela Di Filippo Roberta Mallory Diana Jarmilio and Natalia Tune, both of Everett, spoke about the proposed budget. CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7581 acknowledging the payment of audited and approved claims against the City of Everett in the amount of $ 1, 532, 052. 40 for the period of October 31, 2020, through November 6, 2020. 374  November 18, 2020 AGREEMENT— SURFACE WATER COMPREHENSIVE PLAN To authorize the Mayor to sign the Professional Services Agreement with OTAK to update the City' s Surface Water Comprehensive Plan in an amount not to exceed $ 175, 000. CONTRACT AWARD — OFFICE SUPPLIES, EQUIPMENT, AND MISCELLANEOUS ITEMS To award and authorize approximately $ 300, 000 to be spent annually with Staples & Commercial, LLC from Sourcewell Contract # 012320- SCC/ COE # 2020- 049 for office supplies, equipment, and miscellaneous items. CONTRACT AWARD— TRAFFIC SIGNAL EQUIPMENT To award and authorize approximately $ 319, 000 in purchases from KarGor Inc., Advanced Traffic Products, Western Systems Inc. & Traffic Safety Supply through Washington State Department of Enterprises Services Contract # 04616/ EVT 2018- 097, for traffic signal equipment. AGREEMENT— BACKGROUND CHECKS To authorize the Mayor to sign the agreement for the set pricing and services with TransUnion. COUNCIL BRIEFING AGENDA: COUNCIL BILL 2011- 59 FIRST READING: AN ORDINANCE establishing the City Purchasing Policy, amending Sections 1, 2, and 3 of Ordinance No. 3262- 12, amending Section 1 of Ordinance No. 2458- 00, and amending Section 1 of Ordinance No. 840- 82 Presented by Theresa Bauccio, Purchasing Council Member Bader asked if there are any comments or concerns from council members in other jurisdictions regarding the procurement limits. Ms. Bauccio stated she would find out and report back to council. BUDGET HEARING NO. 3— 2021 PROPOSED OPERATING BUDGET President Tuohy turned the meeting over to Budget Chair Murphy. Council Member Murphy provided an overview of the budget work that was done over the past few weeks. He stated that staff will be providing updates on some 377  November 18, 2020 specific budget items. Marketing and tourism Council Member Murphy stated that the 2020 budget for tourism and marketing was $ 150, 000 and the Lodging Tax fund had $ 50, 000 budgeted for a specific aviation campaign that wasn' t spent this year, and additionally, the report from City staff showed that only $ 70, 000 of the approved budget will be spent, which leaves a significant underspending. Julio Cortes, Communications, provided additional background on the tourism and marketing budget spending in 2020 and the proposed tourism and marketing budget for 2021. Discussion took place regarding visitor experience and tourism collateral, the importance of safe streets for Everett to be an attractive destination, and the use of third- party vendors. Jail fees budget Council Member Murphy provided a brief overview of the robust discussion regarding the jail fees budget at previous meetings. He stated that the proposed 2021 budget for jail fees is $ 5. 5 million dollars, but an updated forecast of the actual spend in 2020 for jail fees was decreased to $ 2. 6 million dollars and asked for clarification. Mayor Franklin stated that multiple mayors expressed concerns regarding a substantial increase in jail fees and are working with the Snohomish County. Susy Haugen, Finance, provided additional information regarding the 2021 proposed jail budget. Council Member Murphy asked for the 2020 activity at 2021 rate projection. Susy stated she will provide this information. Chief Templeman spoke about the difficulty in projecting jail bookings for the year. 378  November 18, 2020 Council Member Moore spoke in opposition to detailed discussions on the jail budget and the importance of adopting the budget. Council Member Bader supported the importance of solid forecast for the proposed jail budget. Council Member Roberts spoke about three variables: number of bookings, cost increase in jail fees, and alternatives available. He supported the best guess and solid forecast and encouraged administration to seek some relief. Council Member Vogeli spoke about various severity of crime acts and the budget reappropriation for jail fees. President Tuohy expressed the importance of understanding of the numbers and the budget process for this line item. Council Member Murphy spoke about Council' s responsibility to create a financially responsible budget. Susy clarified that the 2021 forecast includes an assumption of a 20% reduction of activity related to COVID- 19. Reallocation of the 2021 General Fund Street Overlay contribution Susy Haugen provided a brief overview of this budget line item. Council Member Murphy suggested to start a list of budget reallocations for a later decision on how to use it. Council Member Moore reiterated the importance of adopting the budget and stated that funds can be reallocated later. Council Member Robert mentioned the need to maintain capital facilities. Council Member Vogeli underlined the importance of maintaining streets. 379  November 18, 2020 President Tuohy agreed with the need to maintain a list of available reallocations and to make decisions later. Lodging Tax funding and grants Susy Haugen provided a brief overview. Council members supported the proposed 200, 000 grant allocation. 2021 programs and events Council Member Vogeli supported restoring the current Library hours to the 2019 service hour level. President Tuohy stated that she is looking forward to seeing partnerships for the presented programs and encouraged Council and Administration to find a way to reinstate these programs. Council Member Murphy explained what the presented information means and asked Administration to come back with proposals and a timeline for alternative delivery models for programs and events. Lori Cummings, Administration, stated that some proposals are currently being developed and City teams are looking into ways to deliver these services in the most cost- effective manner. Council Member Murphy suggested the tracking of unfunded expenses as well. Council Member Murphy stated that the final reading of the ordinance was previously scheduled for November 25; however, he proposed leaving the public hearing open and to reschedule the final budget hearing for December 9 which would allow time for additional updates from staff and to potentially receive a report from the Fiscal Advisory Committee . Council Member Moore objected to the extension of the budget hearing, reiterated the importance of adopting the budget, and suggested to delay the workshop scheduled on December 2. President Tuohy stated she will need to see the workshop facilitator is available. 380  November 18, 2020 Council Members Vogeli and Bader concurred with Council Member Moore' s suggestions. President Tuohy stated she would contact the facilitator and inform Council about the options. Council Member Murphy turned the meeting back to President Tuohy.
