December 16, 2020 President Tuohy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. Citizens are encouraged to call or email public comments prior to the meeting. The regular meeting of the Everett City Council was called to order at 6: 35 p. m., December 16, 2020, President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the December 2, 2020, City Council meeting and December 9, 2020, City Council work session were approved as printed. MAYOR Mayor Franklin wished everyone happy holidays. OATH — POLICE OFFICERS Moved by Council Member Murphy, seconded by Council Member Bader, to concur with the appointment of Katherin DeCastro, Kyler Hawkins, and Alvaro Ferreira as new police officers. Mayor Franklin welcomed the newly appointed police officers. COUNCIL Council members welcomed the newly appointed police officers and wished citizens, staff, and colleagues happy holidays. Council Member Roberts reported on his attendance at the Delta Neighborhood meeting and the Snohomish County Citizens for Improved Transportation meeting. Council Member Bader encouraged citizens to visit Everett Map Gallery website launched by the Everett Planning Department. He also provided an update from the Snohomish Health District Board meeting regarding COVID- 19. Council Member Bader also reported on his attendance at the Harborview / Seahurst / Glenhaven Neighborhood meeting. Council Member Vogeli reported on her attendance at the Westmont / Holly Neighborhood meeting and the Everett Housing Authority' s board of commissioners Moving to Work Application public hearing. Council Member Moore thanked educators and school staff for their work, dedication, planning and preparation for bringing kids back to schools. Council Member Stonecipher reported on her attendance at the Rethink Housing virtual forum with former Governor Christine Gregoire. She also provided a liaison report on her attendance at the Library Board meeting. President Tuohy announced that Action Item No. 25 has been pulled from today' s agenda. She also encouraged everyone to support local restaurants, shop locally, and be safe. 417  December 16, 2020 ADMINISTRATION UPDATE Deputy Mayor Nick Harper had no report and wished everyone happy holidays. CITY ATTORNEY City Attorney David Hall requested a 30- minute executive session regarding two legal matters pursuant to RCW 42. 30. 110 ( 1)( i)( 3) with no announcement to follow. Discussion took place regarding quality of life issues, items under council and administration control, bigger structural issues that require voters' approval, challenges with sales tax, difficulties attracting new businesses, zoning changes, additional cuts, 1- 747 cap on property tax collections, technological efficiencies, solutions, process improvements, transit tax and transit growth, and new ways of 421  December 16, 2020 delivering services. Mayor Franklin thanked the committee members and facilitator for their work. 2021 State Legislative Agenda Presented by Nick Harper, Deputy Mayor, Lyset Cadena, Lyset Cadena Consulting, and Erin Dziedzic, Dziedzic Public Affairs Discussion took place regarding COVID- 19 relief for local governments, Department of Ecology' s request for the clean- up of contaminated sites, the involuntary commitment laws, the eviction moratorium and the burden on the landlords, quality of life and economic development, Condo liability reform, and workforce development and training related to green economy.
