December 30, 2020 President Touhy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines. As a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She encouraged citizens to submit comments and concerns by email to council@everettwa. gov prior to the meeting or to call the Council office at 425- 257- 8703. The regular meeting of the Everett City Council was called to order at 12: 30 p. m., December 30, 2020, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Vogeli, Bader, r Stonecipher, and Tuohy were present. Council Members Murphy and Moore were excused. The minutes of the December 16, 2020, City Council meeting were approved as printed. MAYOR Mayor Franklin extended condolences to the family of Ed Bremer, longtime KSER radio host who passed on December 21. She also wished citizens a Happy New Year and safe 2021. COUNCIL Council members expressed condolences to Ed Bremer' s family and to the community. Council members also wished everyone a Happy New Year. 430  December 30, 2020 Council Member Vogeli provided a liaison report on her attendance at the meeting of the Cascade View/ Twin Creeks Neighborhood Association. ADMINISTRATION UPDATE Lori Cummings, Administration, had no comments. CITY ATTORNEY David Hall, City Attorney, had no comments. AGREEMENT AMENDED— SECONDARY SERVICE To authorize the Mayor to sign Amendment No. 1 to the Secondary Service Contract with Snohomish County Public Utility District No. 1. AGREEMENT— INTERLOCAL ESTABLISHING SNOHOMISH REGIONAL DRUG TASK FORCE To authorize the Mayor to sign the Interlocal Agreement Establishing Snohomish Regional Drug Task Force in the amount of $ 21, 608 for 2021, and subsequent extensions allowed per the current agreement. AGREEMENT— PARK PROPERTIES TO LEASE GREENHOUSES Moved by Council Member Bader, seconded by Council Member Vogeli, to award and authorize the Mayor to sign the contract in substantially the form provided for Request for Proposal # 2020- 061 Public Private Partnerships— Park Properties to Lease Greenhouses to T & L Nursery Inc. Council Member Roberts asked about between L Nursery and the relationship T& the Evergreen Arboretum Gardens group, and he encouraged staff to foster a relationship. Bob Leonard, Facilities, stated no formal agreement currently exists; Parks & however, it is hoped that the City will be able to broker a relationship between the two. Council Member Stonecipher asked about the nature of the one- year term of the agreement. 436  December 30, 2020 Bob Leonard stated the agreement is for one year only to ensure the partnership is a good fit for T & L Nursery and for the City. He stated any proposed extension of time would be brought back to Council for consideration.
