January 6, 2021 President Touhy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. The regular meeting of the Everett City Council was called to order at 6: 34 p. m., January 6, 2021, Council President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Moore, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the December 30, 2020, City Council meeting were approved as printed. Council Members Murphy and Moore abstained. MAYOR Mayor Franklin spoke about the devastation at the attack on the nation' s Capitol building in Washington D. C. today and her hopes for peace in our country. COUNCIL Council members concurred and thanked Mayor Franklin for her comments this evening. Council Member Murphy wished everyone a happy new year. He stated he has been working with staff to reconvene the Lodging Tax Advisory Committee in mid- January and he provided a plan for awarding those grants. 7 1  January 6, 2021 Council Member Stonecipher stated that the Parks Board meeting was rescheduled. Council Member Bader stated he has been working with Mayor Franklin, Council Member Stonecipher, and Fire Chief Dave DeMarco to learn more about regional fire authorities ( RFA). He stated Chief DeMarco has been in contact with two other jurisdictions, Snohomish County Fire District 4 and Snohomish County Fire District 15, to possibly develop an RFA. He stated the next step for the RFA exploratory committee is to establish a Fire Authority Planning Committee, which is required to continue the discussion but does not commit the City to forming an RFA. President Tuohy stated there would be two motions, the first to develop a Fire Authority Planning Committee and the second to elect the members to the committee. Moved by Council Member Roberts, seconded by Council Member Stonecipher, to establish a Fire Authority Planning Committee. Roll was called with all council members voting yes. Motion carried. Council Member Roberts stated that this issue is one of several that needs to be considered to address the structural deficit budget issues. Council Member Stonecipher stated this action does not commit to any outcome, but this committee needs to be formed to explore next steps. Council Member Murphy asked about the level of transparency, the timeline of the committee and the cost associated with hiring a consultant. Chief DeMarco provided an overview of the committee plan, the plan to conduct open public meetings, and stated the cost of hiring a consultant would be shared across the three organizations. 2  January 6, 2021 Moved by Council Member Roberts, seconded by Council Member Vogeli, to appoint Mayor Franklin, Council Member Stonecipher, and Council Member Bader to serve as members of the Fire Authority Planning Committee. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper stated that the State legislative session begins Monday, January 11, and he will be monitoring the session for the City' s priorities. He stated that green economy was added to the City priority list, and he will be sending an updated list to Council. CITY ATTORNEY City Attorney David Hall had no comment. PUBLIC COMMENT There were no citizens who wished to speak and no citizens who submitted written comment prior to the meeting. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS S 3  January 6, 2021 To adopt Resolution No. 7598 authorizing claims against the City of Everett in the amount of $ 3, 204, 675. 57 for the period of December 19, 2020, through December 24, 2020. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7599 authorizing payroll claims against the City of Everett in the amount of$ 4, 098, 660. 06 for the period ending December19, 2020. AGREEMENT— CONFIDENTIALITY OF ALARM SUBSCRIBER INFORMATION To authorize the Mayor to sign the confidentiality agreement with ADT Security Services regarding the sharing of alarm subscriber information. AGREEMENT— PERMIT PROCESS ASSISTANCE To authorize the Mayor to sign the Professional Services Agreement with HDR Engineering, Inc. for assistance with permit processes, in the amount not to exceed $ 100, 000. AGREEMENT AMENDED - GRAND AVENUE PARK BRIDGE To authorize the Mayor to sign Change Order No. 24 with ICI for the Grand Avenue Park Bridge with a credit to the City of Everett of($ 17, 474. 70). AGREEMENT- MICROSOFT SOFTWARE LICENSING To award and authorize approximately $ 551, 384. 53 for year 2021 and 555, 562. 02 for years 2022 and 2023 to be spent with SHI International Corp from Sourcewell Contract # 081419- SHI / COE # 2020- 066 for Microsoft software licensing. Roll was called with all council members voting yes. Motion carried. 4  January 6, 2021 ACTION ITEMS: NOMINATION — COUNCIL PRESIDENT FOR THE YEAR 2021 Moved by Council Member Tuohy, seconded by Council Member Roberts, to nominate Council Member Stonecipher as Council President/ Mayor pro tem for the year 2021. Council Member Vogeli asked about future Council liaison assignments and the possibility of a vice president moving forward. Mayor Franklin and Council Member Tuohy asked that that discussion take place after the next retreat and after a new President is elected. Roll was called with all council members voting yes, except for Council Member Vogeli who abstained from the vote. Motion carried. AGREEMENT AMENDED— CLEAN- UP OF CONTAMINATED SOILS Moved by Council Member Roberts, seconded by Council Member Moore, to authorize the Mayor to sign Amendment No. 1 providing a 2- year extension of the environmental covenant and agreement between the City of Everett and Riverview 1, LLC for clean- up of contaminated soils within the East Marine View Drive right of way.
