January 27, 2021 President Stonecipher announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated public comments may be emailed to council@everettwa. gov prior to the meeting. The regular meeting of the Everett City Council was called to order at 12: 32 p. m., January 27, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. The minutes of the January 20, 2020, City Council meeting were approved as printed. President Stonecipher abstained from the vote. MAYOR APPOINTMENT Moved by Council Member Murphy, seconded by Council Member Roberts to concur with the following appointment: Salary Commission appointment Kelly Fox for appointment to Position 4 for a four- year term ending December 31, 2024. Roll was called with all council members voting yes, except Council Member Moore who was excused. 1  January 27, 2021 Motion carried. Mayor Franklin followed up on the fire payroll fraud issue from last week and said the City Attorney provided an email to Council answering questions posed during last week' s meeting. She stated that she and Council Member Murphy discussed adopting a plan to notify Council anytime there is a bring any loss of public funds issue that is reported to the State Auditor' s Office. COUNCIL Council Member Vogeli provided a report from the Casino Stakeholders meeting Tuesday evening and a liaison report from the Historical Commission. Council Member Roberts provided a report from the Snohomish County Committee for Improved Transportation ( SCCIT) meeting held Tuesday. Council Member Roberts moved to continue working on the Climate Action Plan, where the next steps would be to address non- motorized transportation and electrical charging. Council Member Vogeli seconded the motion. Council Member Murphy provided a liaison report from the Northwest Neighborhood meeting last Thursday. He also provided a report for the Public Facilities District Finance Committee meeting. Council Member Murphy stated that as a follow up to his discussion with Mayor Franklin regarding the fire employee payroll fraud he would like to work with the City Attorney to formalize and codify an ordinance to align with the State Auditor' s suggestion to notify City Council of any employee fraud issues. Council Member Murphy moved to work with the City Attorney' s office to draft such an ordinance. Council Member Vogeli seconded the motion. Council Member Tuohy provided a liaison report from the Council of Neighborhoods meeting held Monday and the Pinehurst Neighborhood meeting held Tuesday night. Council Member Tuohy stated she will be recusing herself on 2  January 27, 2021 Action Item # 10, as she works for the Schack Art Center, which is one of the entities recommended for a grant. President Stonecipher provided an update on the Regional Fire Authority Planning Committee. She also provided an update from the Parks Board Commissioner retreat held Saturday. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no comments. CITY ATTORNEY City Attorney David Hall had no comment. PUBLIC COMMENT Joe Kunzler, Skagit County, spoke about transit. Deb Fox, Everett, spoke about the Cultural Arts grants. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7604 authorizing payroll claims against the City of Everett in the amount of$ 5, 289, 414. 57 for the period ending January 2, 2021. AGREEMENT AMENDED - CATHODIC PROTECTION AND COATING EVALUATION SERVICES To authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with Northwest Corrosion Engineering for Cathodic Protection and Coating Evaluation Services. DONATION - EVERETT PUBLIC LIBRARY SUPPORT To authorize the Mayor to accept $ 15, 200 in donations from the Friends of the Everett Public Library to purchase designated items to support the Everett Public Library. COUNCIL BILL 2101- 01 THIRD AND FINAL READING AN ORDINANCE establishing Everett Utilities rates for 2021- 2024 and repealing Ordinances 3529- 17 and 3549- 17 Moved by Council Member Roberts, seconded by Council Member Murphy, that this is declared to be the third and final reading of Council Bill No. 2101- 01. AGREEMENT— PER CAPITA CONTRIBUT ON Moved by Council Member Tuohy, seconded by Council Member Vogeli, to authorize the Mayor to sign an Interlocal Agreement with Snohomish Health District. AGREEMENT— JAIL SERVICES Moved by Council Member Bader, seconded by Council Member Murphy, to authorize the Mayor to sign the Interlocal Agreement for jail services provided 6  January 27, 2021 by Snohomish County, and subsequent extensions allowed per the current agreement. GRANT AWARDS - CULTURAL ARTS CAPITAL AND PROGRAMMING Moved by Council Member Roberts, seconded by Council Member Bader, to concur with the recommendation of the Cultural Arts Commission and approve the 2021 Cultural Arts Capital and Programming Grant Awards as designated in an amount not to exceed $ 45, 000. COUNCIL BILL 2101- 02 THIRD AND FINAL READING: AN ORDINANCE vacating Larch and Fir Streets lying South of 14th Street and North of 15th Street in the plat of Baker Heights Moved by Council Member Bader, seconded by Council Member Roberts, that this is declared to be the third and final reading of Council Bill No. 2101- 02. Discussion ensued regarding allocating funds from vacations to specific projects. Council Member Stonecipher asked if staff would present a briefing on how 7  January 27, 2021 sidewalk placement is decided in the city along with funding for sidewalks. COUNCIL BRIEFING AGENDA: Initiation of an automated traffic safety/ Photo Enforcement Program Presented by Corey Hert, Public Works Discussion ensued regarding law enforcement involvement in video monitoring, cost of staffing and hiring staff for this program, comparisons with other 8  January 27, 2021 jurisdictions with red light cameras, public safety issues at intersections, enforcement for running red- lights and stop signs, the effect of red light cameras to change driving behavior, the expectant revenues, and implementing all the proposed cameras at once vs. having a phased in approach. President Stonecipher left the meeting at 1: 58 p. m. Rethink Transit- Phase 2 Outreach Report and Project update Presented by Richard Tarry, Everett Transit and Roland Behee, Community Transit Discussion ensued regarding the impacts of COVID- 19 on Everett Transit funding, the proposed Sound Transit realignment, tax rates for Everett Transit and Community Transit, neighborhood service and ridership, service levels in a post- COVID- 19 world, paratransit usage levels, the input provided by the public process as it relates to the expected voter turnout and response, and fleet preservation. Council Member Roberts asked about the projected ridership numbers for the difference scenarios in the presentation. Richard Tarry stated he would get this information to Council. Rethink Housing Action Plan Presented by Becky Ableman McCrary, Community Development PROPOSED ACTION ITEMS: COUNCIL BILL 2101- 04 SECOND READING: AN ORDINANCE adopting the State Fire Code with local amendments, amending Ordinance No. 3196- 10 and 1041- 84 as amended, and repealing Ordinance No 1902- 92 as amended 9  January 27, 2021 Council Member Murphy announced that the next meeting is scheduled for Wednesday, February 3, 2021, at 6: 30 p. m., and encouraged citizens to submit comment to council@everettwa. gov prior to the meeting.
