February 24, 2021 President Stonecipher announced that the Council is still abiding by Governor Inslee' s Stay Home, Stay Healthy order, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. The regular meeting of the Everett City Council was called to order at 12: 30 p. m., February 24, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. The minutes of the February 17, 2021, City Council meeting were approved as printed. MAYOR Mayor Franklin recognized the retirement of City Engineer Jim Miller whose career spanned 50 years of public service, including 26 years serving the City of Everett. The Mayor thanked Jim for his career of service in advancing sound utility engineering practices, water resource management, and environmental stewardship. COUNCIL Council members congratulated and thanked Jim Miller for his years of service to the City of Everett. r 1  February 24, 2021 Council Member Roberts reported on his attendance at the Northwest Neighborhood meeting last Thursday on behalf of Council Member Murphy. He also reported that he attended the Snohomish County Committee for Improved Transportation ( SCCIT) meeting last evening and the Everett Housing Authority public workshop on Baker Heights. Council Member Vogeli spoke about an email received two weeks ago from a community member requesting the enactment of a 75- foot buffer zone around Planned Parenthood to provide privacy when entering and exiting the building. She stated that after review of the issue, she would not be bringing forward a request for a bright- line buffer zone around Planned Parenthood, which would require the adoption of an ordinance by Council. Council Member Vogeli requested that Everett Police take reports from anyone being harassed at Planned Parenthood. She also reported on her attendance yesterday at the meetings of the Historical Commission and the Casino Road Stakeholders'. Council Member Murphy provided a liaison report on his attendance at the Public Facilities District meeting. He also expressed concern about a funding gap of over 11 billion faced by Sound Transit, which was recently reported by the Seattle Times. Considering the budget shortfall, Council Member Murphy stated that he is concerned that the voter- approved Sound Transit 3 Plan to complete the Everett spine may not occur. Council Member Murphy proposed the following actions: 1. Request a detailed briefing from Sound Transit to address the status of the funding gap and the impacts for Everett. 2. Develop offensive legislative strategies, with the assistance of the City' s legislative consultants in Washington, D. C., to work with U. S. Senators. 3. Review the City' s, and possibly Snohomish County' s, legal options to hold Sound Transit accountable. Council Member Murphy stated he would forward to council members a copy of the Sound Transit Board 1994 Resolution stating its intent with respect to future light rail service to Everett, as well as the referenced Seattle Times article. President Stonecipher stated she would work to gather additional information and to schedule a future Sound Transit briefing. r 2  February 24, 2021 Council Member Roberts spoke about appropriate strategies. He stated he would contact Sound Transit to coordinate a future Council briefing. Council Member Tuohy provided liaison reports on her attendance at last week' s Snohomish County 911 Board of Directors meeting and the Pinehurst Neighborhood meeting that was held last night. Council Member Tuohy recused herself from the vote on Action Item No. 4 because she is employed by the Schack Art Center, which is one of the grant applicants being considered for funding. ADMINISTRATION UPDATE Lori Cummings, on behalf of Administration, extended her appreciation for Council' s work and commitment in implementing the Collaborative Leadership Pilot program. She stated she would work with the City Attorney to review the current Council procedures for the purpose of incorporating language that reflects the concepts outlined in the Collaborative Leadership model. She noted any recommendations would be brought forward at a future meeting of the Council. President Stonecipher noted that she forwarded liaison assignments to council members this week for review. She added that she also plans to work with staff to update the Council procedures resolution to ensure it reflects the new Collaborative Leadership model that is being piloted this year. CITY ATTORNEY City Attorney David Hall congratulated Mr. Miller for his years of public service. He also requested a 15- minute executive session regarding a legal matter pursuant to RCW 42. 30. 110( 1)( i)( 3) with no announcement to follow. PUBLIC COMMENTS Deb Williams, Council, stated there were no citizens who wished to speak, and there were no written comments received.  February 24, 2021 CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Murphy, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7610 authorizing claims against the City of Everett in the amount of $ 1, 454, 322. 48 for the period of February 6, 2021, through February 12, 2021. AGREEMENT— PUGET SOUND WATER QUALITY EVALUATION To authorize the Mayor to sign the Puget Sound Clean Water Alliance Interlocal Agreement with the City of Tacoma. AGREEMENT AMENDED— FEDERAL ASSISTANCE FOR COVID- 19 RESPONSE To authorize the Mayor to sign Amendment A of the Emergency Management Performance Grant COVID- Supplemental Agreement at no additional cost to the city. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. ACTION ITEMS: GRANT FUNDING— HOTEL/ MOTEL TAX Moved by Council Member Bader, seconded by Council Member Vogeli, to concur with the recommendation of the Lodging Tax Advisory Committee and the Budget and Finance committee to accept the long-term 4  February 24, 2021 obligations of the Hotel/ Motel Tax listed above and to allocate grant funding as designated in an amount not to exceed $ 50, 000, and authorize the Mayor to sign the contracts. As Chair Lodging Tax Advisory Committee, Council Member Murphy of the thanked the volunteer Lodging Tax Committee members for their work on the first round of funding; Julio Cortez, Communications & Marketing, for providing staff support; and Council President Stonecipher who represented the City from a finance perspective. Roll was called with all council members voting yes, except Council Member Tuohy who was recused and Council Member Moore who was excused. Motion carried. RESOLUTION — HUMAN NEEDS GRANT FUNDING Moved by Council Member Bader, seconded by Council Member Roberts, to adopt Resolution No. 7611 for expenditures of 2021 Human Needs grant funding. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. PROPOSED ACTION ITEMS: COUNCIL BILL 2102- 05 FIRST READING: AN ORDINANCE creating a Special Improvement Project, entitled " Emma 5  February 24, 2021 Yule Park," Fund 354, Program 064, to accumulate all costs for the improvement project The City Council recessed at 1: 09 p. m. for a 15- minute Executive Session, reconvened, and adjourned at 1: 24 p. m.
