March 3, 2021 President Stonecipher announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated that public comments may be emailed to council@everettwa. gov prior to the meeting. The regular meeting of the Everett City Council was called to order at 6: 36 p. m., March 3, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the February 24, 2021, City Council meeting were approved as printed. MAYOR Mayor Franklin had no comments. COUNCIL Council Member Moore stated that Everett Public Schools is increasing in- person student attendance at schools every week and warned drivers of the increase in busses and student foot traffic. Council Member Roberts provided a brief update regarding the Sound Transit 3 Plan in response to comments by Council Member Murphy last week. He stated he would be following up in an email to Council to provide a full detail report of 1  March 3, 2021 the questions asked. He also stated he will work with President Stonecipher to get a briefing scheduled. Council Member Vogeli provided a presentation requesting that the City Council strike the approved February 17, 2021, motion directing the City Attorney to prepare an ordinance establishing a no- sit, no- lie zone in the area of the pallet shelter site to ensure that the pallet shelter site would not be implemented if the no- sit no- lie ordinance were not adopted by Council. She stated that a Council member who voted yes on the motion needs to bring forward a new motion to strike the motion. As a Council member who voted no on that motion, she is not authorized to make such a motion. Council Member Bader provided a report from the Parks Board meeting. President Stonecipher also commented on her attendance at the Parks Board meeting. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no comments. CITY ATTORNEY City Attorney David Hall requested a 15- minute executive session regarding three legal matters pursuant to RCW 42. 30. 110 ( 1)( i) with no announcement to follow. Motion carried. 6  March 3, 2021 COUNCIL BRIEFING AGENDA: COUNCIL BILL 2102- 06 FIRST READING: AN ORDINANCE Prohibiting Certain Conduct within Designated Rights of Way Presented by David Hall, Legal Council Member Vogeli asked the City Clerk to provide a verbatim transcript of the conversation from the motion that was passed on February 17, 2021, which directed the City Attorney' s office to draft this proposed ordinance. Council Members Murphy, Tuohy, and Stonecipher concurred with Council Member Vogeli' s request. David Hall confirmed that the City Clerk would provide this transcript to Council.
