March 31, 2021 President Stonecipher announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated that public comments may be emailed to council@everettwa. gov prior to the meeting. The regular meeting of the Everett City Council was called to order at 6: 33 p. m., March 31, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Bader, Stonecipher, and Tuohy were present. Council Member Vogeli was excused, and Council Member Moore was expected to be a few minutes late. The minutes of the March 24, 2021, City Council meeting were approved as printed. MAYOR Mayor Franklin had no comments. COUNCIL Council Member Roberts provided an update from the Sound Transit Board meeting held on Monday. He stated the CEO of Sound Transit, Peter Rogoff, is scheduled to present an update on ST3 expansion at the April 21 Council meeting. Council Member Moore arrived at the meeting at 6: 38 p. m. 1  March 31, 2021 Council Member Bader provided a liaison report from the Parks Department. He asked for a staff update on the status of the extension of the HOV lanes on northbound Interstate 5. Council Member Tuohy requested a staff update on the proposed red- light camera program. President Stonecipher stated she had a meeting with Administration to discuss hosting safe in- person Council meetings again. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lori Cummings, Administration, stated a red- light camera report is forthcoming, and staff is currently doing necessary due diligence by vetting departmental costs associated with the program proposal. Ryan Sass, Public Works, provided an update on the I- 5 - NB Marine View Drive to SR 529 Corridor and Interchange ( I/ C) Improvements project. Bob Leonard, Parks& Facilities, provided an update on the possibility of the Senior Center reopening. He also provided an update on potential agreements under the Request for Proposal # 2020- 061 Public Private Partnerships— Park Properties. CITY ATTORNEY City Attorney David Hall requested a 20- minute executive session regarding a legal matter pursuant to RCW 42. 30. 110( 1)( i) with no announcement to follow. PUBLIC COMMENT There were no citizens who wished to speak and no citizens who submitted comments prior to the meeting.  March 31, 2021 CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Touhy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7625 authorizing claims against the City of Everett in the amount of $ 2, 440, 711. 72 for the period of March 13, 2021, through March 19, 2021. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7626 authorizing payroll claims against the City of Everett in the amount of$ 4, 039, 536. 82 for the period ending February 13, 2021. ID RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7627 authorizing payroll claims against the City of Everett in the amount of$ 4, 113, 366. 07 for the period ending March 13, 2021. CALL FOR BIDS - TRICKLING FILTER# 1 MEDIA REPLACEMENT PROJECT To authorize the Call for Bids for the completion of the Trickling Filter# 1 Media Replacement Project. AGREEMENTS - ACCESS TO CITY PROPERTY To authorize the Mayor to execute easement agreements from the Port of Everett to the city for access to City Property at the base of the Alverson Bridge. Motion carried. 3  March 31, 2021 ACTION ITEMS: AGREEMENT AMENDED— INTERIM PLANNING DIRECTOR Moved by Council Member Murphy, seconded by Council Member Moore, to authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with LDC, Inc. to revise the project scope, extend the professional services agreement completion, date and increase the compensation by$ 52, 000 for a total amount not to exceed $ 102, 000. Roll was called with all council members voting yes, except Council Member Vogeli who was excused. Motion carried. AGREEMENT— CAMP PROGRAMMING AT CAMP PATTERSON Moved by Council Member Bader, seconded by Council Member Roberts, to award and authorize the Mayor to sign the contract in substantially the form provided for Request for Proposal # 2020- 061 Public Private Partnerships— Park Properties to provide camp programming in the City' s Camp Patterson facilities at Thornton A. Sullivan Park at Silver Lake to YMCA of Snohomish County. Roll was called with all council members voting yes, except Council Member Vogeli who was excused. Motion carried. AGREEMENT- SEI TO SRI INTERTIE AND SR08 REHABILITATION PROJECT Moved by Council Member Moore, seconded by Council Member Murphy, to waive minor irregularity and award contract for the construction of SEI to SRI Intertie and SRO8 Rehabilitation Project to Allied Construction, Inc. in the amount of$ 994, 985. 50. ii 4  March 31, 2021 Roll was called with all council members voting yes, except Council Member Vogeli who was excused. GRANT APPLICATION - LOW OR NO EMISSION VEHICLE PROGRAM Moved by Council Member Roberts, seconded by Council Member Tuohy, to authorize Transportation Services submittal of the FY 2021 Competitive Funding Opportunity: Low or No Emission Vehicle Program application and authorize the Mayor to sign documents required to accept and implement any grant award.
