April 7, 2021 President Stonecipher announced that the Council is still abiding by Governor Inslee' s Stay Home, Stay Healthy order, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She encouraged citizens to submit comments and concerns by email to council@everettwa. gov prior to the meeting or to call the Council office at 425- 257- 8703. The regular meeting of the Everett City Council was called to order at 6: 31 p. m., April 7, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Council Members Roberts, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Mayor Franklin and Council Member Moore were excused. The minutes of the March 31, 2021, City Council meeting were approved as printed. Council Member Vogeli abstained from the vote. MAYOR Mayor Franklin was excused. COUNCIL Council Member Bader provided a liaison report about recent Parks Department events such as the " Pack it in, Pack it Out" campaign;" an art project giveaway; and an upcoming neighborhood presentation on the renovation of the Doyle Park playground. Council Member Bader also noted that the Animal Shelter received a 30, 000 grant from the Petco Foundation. 1  April 7, 2021 Council Member Roberts stated he wished to move forward with action relating to the provision of electrical vehicle charging infrastructure, which is part of the Climate Action Plan that was adopted by the City. He noted there is considerable work being done at both at the Puget Sound Clean Air Agency and the Puget Sound Regional Council, as well as interest by the Legislature and Federal government. Council Member Roberts stated he is in communication with Deputy Mayor Nick Harper who is the Climate Action Plan designee. Moved by Council Member Roberts, seconded by Council Member Bader, to direct staff to develop an ordinance that addresses the provision of electrical vehicle charging infrastructure. Council Member Murphy reported he participated in the second collaborative leadership meeting with Police Chief Templeman. Council Member Tuohy provided a liaison report from her meetings with Cultural Arts and Library staff to discuss the quality of life priority of economic and cultural vitality. She also noted the Mayor announced that this is National Library Week. President Stonecipher reported that she and Council Member Bader attended the Regional Fire Authority planning meeting, which is open to the public. She stated that this was the first meeting to look at the feasibility of creating a Regional Fire Authority with Fire District 4. ADMINISTRATION UPDATE Lori Cummings, Administration, had no administrative update. CITY ATTORNEY City Attorney David Hall had no report.  April 7, 2021 PUBLIC COMMENTS Deb Williams, Council, stated there were no citizens who wished to speak this evening, and there no written comments were submitted. CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Tuohy, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7628 authorizing claims against the City of Everett in the amount of $ 1, 205, 260. 76 for the period of March 20, 2021, through March 26, 2021. AGREEMENT— ACCEPTANCE OF FIRST RESPONDERS FLEX FUND To authorize the Mayor to sign the agreement and all necessary documents with Snohomish County Human Services for the acceptance and utilization of the First Responders Flex Fund. AGREEMENT— MOTEL SHELTER PROGRAM GRANT ACCEPTANCE To authorize the Mayor to sign all necessary documents with Snohomish County Human Services Division regarding the agreement utilization and acceptance of the $ 87, 671 for the 2021 Motel Shelter Program. AGREEMENT— MARINE PATROL FEDERAL FINANCIAL ASSISTANCE GRANT PROGRAM To authorize the Mayor to sign all necessary documents with the Washington State Parks and Recreation Commission regarding the agreement, utilization, and acceptance of the $ 19, 727. 30 FFY 2021 Marine Patrol Federal Financial Assistance Grant Program. 3  April 7, 2021 BID CALL— CHAPLAIN GAP TIMBER SALE To authorize Call for Bids for the Chaplain Gap Timber Sale. AGREEMENT AMENDED— PROPERTY USE REGARDING DOYLE PARK To authorize the Mayor to sign Amendment No. 1 to the property use agreement with the Everett School District regarding Doyle Park in substantially the form provided. AGREEMENT AMENDED— SNOHOMISH COUNTY TRAINING CONSORTIUM To authorize the Mayor to sign the First Amendment to the Snohomish County Training Consortium Interlocal Agreement at no additional cost to the city. Roll was called with all council members voting yes, except Council Member Moore who was excused. i Motion carried. ACTION ITEMS: RESOLUTION — WATERSHED RESTORATION ENHANCEMENT PLAN Moved by Council Member Murphy, seconded by Council Member Bader, to adopt Resolution No. 7629 directing City of Everett Committee Representative to vote to approve the " Watershed Restoration Enhancement Plan — WRIA 7 - Snohomish Watershed." Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. 4  April 7, 2021 AGREEMENT— 2023 COMPREHENSIVE SEWER PLAN PREPARATION Moved by Council Member Bader, seconded by Council Member Roberts, to authorize the Mayor to sign a Professional Service Agreement with MurraySmith Inc., for the preparation of the 2023 Comprehensive Sewer Plan in the amount of$ 1, 495, 314. Council Member Murphy inquired about the breakdown of costs for the other two companies interviewed but not selected for this work. Souheil Nasr, Public Works, stated that the City is not allowed by the Revised Code of Washington ( RCW) to select a company based on cost, and that the price cannot be disclosed or negotiated until a candidate is selected. Council Member Murphy requested additional information about the specific State law or rule that precludes the disclosure of the fee structure before a selection is made. City Attorney Hall stated he would work with City staff and follow up with information outlining the specific statute. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried.
