April 14, 2021 President Stonecipher announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated that public comments may be emailed to council@everettwa. gov prior to the meeting. The regular meeting of the Everett City Council was called to order at 6: 32 p. m., April 14, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the April 7, 2021, City Council meeting were approved as printed. MAYOR Mayor Franklin introduced and welcomed the new Planning Director, Yorik Stevens— Wajda. COUNCIL Council members welcomed Yorik to the City. Council Member Vogeli provided a liaison report from the Westmont - Holly Neighborhood meeting. Council Member provided a liaison report from the Riverside Roberts Neighborhood meeting. He also provided a Planning Department liaison update 1  April 14, 2021 from a meeting held earlier this week with staff. Council Member Roberts also stated Peter Rogoff, Sound Transit, is scheduled to present a briefing at the April 21 meeting. Council Member Murphy provided a report from the Public Facilities District meeting, where he also announced that the Seattle Storm will be hosting all 16 games at the Angel of the Winds Arena. Council Member Tuohy provided a liaison report from the Cultural Arts Commission meeting held Tuesday. Council Member Bader provided a liaison report from the Parks Board meeting. He also provided an update from Snohomish Health District. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lori Cummings, Administration, had no comments. CITY ATTORNEY City Attorney David Hall had no comments. PUBLIC COMMENT There were no citizens who wished to speak and no citizens who submitted comments prior to the meeting. CONSENT ITEMS: Moved by Council Member Touhy, seconded by Council Member Roberts, to approve the following consent items: 2  April 14, 2021 RESOLUTION - CLAIMS To adopt Resolution No. 7630 authorizing claims against the City of Everett in the amount of$ 1, 801, 507. 72 for the period of March 27, 2021, through April 2, 2021. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7631 authorizing payroll claims against the City of Everett in the amount of$ 4, 303, 440. 56 for the period ending March 27, 2021. RESOLUTION — ELECTRONIC TRANSFER CLAIMS To adopt Resolution No. 7632 authorizing electronic transfer claims against the City of Everett in the amount of$ 6, 371, 357. 13 for the period of February 1, 2021, through February 28, 2021. AGREEMENT AMENDED - TEMPORARY DISPOSAL EASEMENT To authorize the Mayor to sign Amendment No. 1 to the Temporary Disposal Easement with the Port of Everett. AGREEMENT AMENDED - BUSINESS LICENSE AND TAX PORTAL To authorize the Mayor to sign Amendment No. 2 to the Washington Multi- City Business License and Tax Portal Agency Interlocal Agreement. INVITATION TO BID - MAINTENANCE, REPAIR AND OPERATING MATERIALS To authorize Release of Invitation to Bid # 2021- 039 for Maintenance, Repair, and Operating Materials for one year, with two additional one- year extension options for approximately $600, 000 annually. JOB COMPLETE - INTERURBAN TRAIL BICYCLE SAFETY PROJECT To accept the Pacific Avenue to Interurban Trail Bicycle Safety Project as 3  April 14, 2021 complete with Kamins Construction Inc. and authorize the Mayor to sign the certificate of completion and release the retainage bond. AGREEMENT- HIGHWAY PLACE ELECTRICAL SUBSTATION DRAWINGS To authorize the Mayor to sign the Confidentiality and Non- Disclosure Agreement with Snohomish County Public Utility District No. 1 for Highway Place Electrical Substation Drawings. Roll was called with all council members voting yes. Motion carried. PROPOSED ACTION ITEMS: RESOLUTION - COUNCIL DISTRICT 1 A RESOLUTION amending Council District 1 to include the Unincorporated portion of Smith Island located within the City of Everett Municipal Urban Growth Area COUNCIL BILL 2103- 09 SECOND READING: AN ORDINANCE approving annexation of the unincorporated portion of Smith Island located within the City of Everett municipal urban growth area consistent with terms of the approved interlocal agreement and zone the property Heavy Industry ACTION ITEMS: COUNCIL BILL 2103- 08 4  April 14, 2021 THIRD AND FINAL READING: AN ORDINANCE creating a Special Improvement Project entitled, " Water Filter Plant Portal 4 Improvements," Fund 336, Program 018- Moved by Council Member Tuohy, seconded by Council Member Roberts, that this is declared to be the third and final reading of Council Bill No. 2103- 08 The City Clerk was directed to call the roll for the final disposition of the ordinance. AGREEMENTS AMENDED— RIVERFRONT DEVELOPMENT Moved by Council Member Roberts, seconded by Council Member Moore, to authorize the Mayor to sign addendum to Amendment No. 2 to Development Agreement and to sign Amendment No. 2 to Amended and Restated Property Disposition Agreement. Roll was called with all council members voting yes, except Council Member Vogeli who abstained. Motion carried. COUNCIL BRIEFING AGENDA: Budget Briefing - Year end wrap up and Proposed 2022 Budget Calendar Presented by Susy Haugen, Finance 5  April 14, 2021 Considerable discussion ensued regarding the possibility of adopting a biennial budget and adding briefings to the budget calendar to review the Berk Study and Fiscal Advisory Committee recommendations. Council Member Roberts requested the percentage change in revenue due to the impact of COVID- 19. Council Member Murphy asked at what point will Council need to decide how to allocate the 2020 carry forward and how that decision will be worked into the budget development process. He also noted interest in considering an allocation to the LEOFF 1 pension funds. Susy stated that information from the new actuarial study will be presented at the May briefing, and that if the Council were to decide to use any portion of the carry forward to help balance the 2022 budget, that the amount would be added to the balancing list. The first briefing of the balancing list will be in June.
