April 21, 2021 Council Member Tuohy announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated public comments may be emailed to council@everettwa. gov prior to the meeting. The regular meeting of the Everett City Council was called to order at 6: 34 p. m., April 21, 2021, Council Member Tuohy presiding. Upon roll call, it was found that Council Members Roberts, Murphy, Vogeli, and Tuohy were present. Council Members Moore and Bader were expected to be a few minutes late. Mayor Franklin and Council Member Stonecipher were excused. The minutes of the April 14, 2021, City Council meeting were approved as printed. MAYOR Mayor Franklin was excused. Council Members Moore and Bader joined the meeting at 6: 35 p. m. COUNCIL Council Member Vogeli reported on her attendance at the Lowell Neighborhood meeting last night. Council Member Roberts commented on Derek Chauvin trial in Minnesota and the justice that took place. He also spoke about Earth Day and the climate crisis. 1  April 21, 2021 Council Member Moore spoke about the Chauvin trial verdict as the first step toward healing for our communities. Council Member Murphy provided an update from the Lodging Tax Advisory Committee ( LTAC) and stated that the LTAC is accepting applications for a second round of grants. He recognized Earth Day and the need for ecosystem restoration. Council Member Murphy mentioned that the Port of Everett is hosting an annual Marina clean- up event on Saturday. He also reported on his attendance at the Delta Neighborhood meeting last night. Council Member Bader provided a Parks Department liaison update from a meeting held earlier this week. Council Member Tuohy provided a report from her attendance at the Library Board meeting. She also announced that Item No. 9 had been pulled from today' s Consent Agenda. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lori Cummings, on behalf of the Mayor, congratulated the Finance team on receiving a Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting, which is the highest form of recognition in the area of governmental accounting. CITY ATTORNEY City Attorney David Hall provided a status update on the work regarding an ordinance related to electric vehicles charging stations and an ordinance prohibiting possession of controlled substance without a prescription. Council Member Vogeli asked about the Police Department reaccreditation. 2  April 21, 2021 Dan Templeman stated that the Everett Police Department is going through the process of reaccreditation through the Washington Association of Sheriffs and Police Chiefs and provided a timeline of the process. She also stated that Administration will respond to concerned residents with additional information. CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7633 authorizing claims against the City of Everett in the amount of $ 1, 248, 481. 78 for the period of April 3, 2021, through April 9, 2021. PURCHASE - TWO SERVICE BODIES To award and authorize purchase of two service bodies from Northend Truck Equipment Co., Inc. from City of Seattle Contract # 3205/ EVT# 2018- 064 in the amount of$ 170, 804. 88, including Washington State sales tax. JOB COMPLETE - 2020 PAVEMENT MAINTENANCE OVERLAY PROJECT To accept the 2020 Pavement Maintenance Overlay Project as complete with Granite Construction Company and authorize the Mayor to sign the Certificate of Completion allowing release of retention. BID AWARD - # 2021- 008 BIOSOLIDS LOADING, HAULING & LAND APPLICATION To award Invitation for Bid # 2021- 008 Biosolids Loading, Hauling, & Land Application to Sno- Valley Farms Inc. in the amount of $ 311, 600, which is not subject to Washington State sales tax. AGREEMENT AMENDED— RIVERFRONT DEVELOPMENT r 4  April 21, 2021 To authorize the Mayor to sign Amendment No. 1 to Agreement No. TCPRA- 1921- EverPW- 00080 with the State of Washington Department of Ecology. PURCHASE— PLAYGROUND EQUIPMENT To award and authorize purchase of playground equipment and installation with Gametime c/ o Great Western Recreation from Omnia Partners 2017001134/ City of Everett# 2017- 091 in the amount of$ 600, 748. 05, including Washington State sales tax. AGREEMENT AMENDED — PADDLE RENTALS AND CLASSES AT THORNTON A. SULLIVAN PARK To award and authorize the Mayor to sign contract in substantially the form provided for Request for Proposal # 2020- 061 Public Private Partnerships— Park Properties to provide paddle rentals and classes at Thornton A. Sullivan Park at Silver Lake to Hydrology Stand- Up Paddle. RFQ— 1- 5 & US- 2 INTERCHANGE JUSTIFICATION REPORT PLANNING STUDY To authorize the Request for Qualifications for the I- 5 & US- 2 Interchange Justification Report Planning Study. JOB COMPLETE — MAPLE HEIGHTS BRIDGE SEISMIC RETROFIT PROJECT To accept the Maple Heights Bridge Seismic Retrofit Project as complete with Combined Construction, Inc. and authorize the Mayor to sign the Certificate of Completion. Motion carried. 5  April 21, 2021 PUBLIC HEARING - COUNCIL BILL 2103- 09: President Tuohy opened the public hearing regarding Council Bill 2103- 09. There were no citizens who wished to speak. Moved by Council Member Roberts, seconded by Council Member Bader, to close the public hearing. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. COUNCIL BILL 2103- 09 THIRD AND FINAL READING: AN ORDINANCE approving annexation of the unincorporated portion of Smith Island located within the City of Everett municipal urban growth area consistent with terms of the approved interlocal agreement and zone the property Heavy Industry Moved by Council Member Bader, seconded by Council Member Roberts, that this is declared to be the third and final reading of Council Bill No. 2103- 09. The City Clerk was directed to call the roll for the final disposition of the ordinance. Presented by Peter Rogoff, Sound Transit Council Member Murphy asked about COVID funds allocated for Sound Transit. Peter Rogoff provided a brief response and stated that he would send detailed information to the Council. Council Member Bader asked about the shortfalls caused by the pandemic re ated to revenue and expenses. Peter stated he would provide these numbers to Council tomorrow. COUNCIL BILL 2104- 11 FIRST READING: AN ORDINANCE approving the appropriations of the 2021 City of Everett Budget and amending Ordinance no. 3780- 20 Presented by Susy Haugen, Finance Council Member Murphy requested an update on the street and alley vacation funds. Susy stated the update would be provided. Council Member Tuohy announced that the next meeting of the Council is scheduled for Wednesday, April 28, at 12: 30 p. m. She encouraged citizens to submit comments to council@everettwa. gov prior to the meeting.
