April 28, 2021 President Stonecipher announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated that public comments may be emailed to council@everettwa. gov prior to the meeting. The regular meeting of the Everett City Council was called to order at 12: 33 p. m., April 28, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. The minutes of the April 21, 2021, City Council meeting were approved as printed. MAYOR Mayor Franklin reminded people to schedule a COVID- 19 vaccine appointment and stated there are plenty of open vaccine appointments at a variety of locations. COUNCIL Council Member Roberts stated he would be leaving the meeting early to attend the Sound Transit Board meeting. Council Member Tuohy provided liaison reports from the Council of Neighborhoods and the Casino Road Stakeholders meetings. 1  April 28, 2021 Council Member Vogeli stated she received her first COVID- 19 vaccine and encouraged citizens to get vaccinated. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lori Cummings, Administration, had no administrative update. CITY ATTORNEY City Attorney David Hall provided an update regarding the drafting of a proposed ordinance prohibiting possession of controlled substance without a prescription. He stated that a State bill was passed and sent to the Governor for signature, and that due to enactment at the State level, Council will likely not need to address this in a City ordinance. He stated that once the final legislation is signed, he will provide an overview to Council. PUBLIC COMMENT Ben Zarlingo, Everett, provided written comment and spoke at the meeting in opposition to the two- day boating regatta on Silver Lake. CONSENT ITEMS: President Stonecipher stated that Consent Item # 6 was moved to the Action Item agenda to allow for discussion of the proposed two- day boating regatta on Silver Lake. Moved by Council Member Roberts, seconded by Council Member Tuohy, to approve the following consent items: 2  April 28, 2021 RESOLUTION - CLAIMS To adopt Resolution No. 7635 authorizing claims against the City of Everett in the amount of $ 2, 362, 268. 61 for the period of April 10, 2021, through April 16, 2021. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7636 authorizing payroll claims against the City of Everett in the amount of$ 4, 204, 821. 12 for the period ending April 10, 2021. AMENDED MEMORANDUM OF UNDERSTANDING - REGIONAL FIRE AUTHORITY PLANNING COMMITTEE To authorize the Mayor to sign the Amendment to the Cost Sharing Memorandum of Understanding for the Regional Fire Authority Planning Committee. CHANGE ORDER - JACKSON PARK STORMWATER SEPARATION AND TREATMENT PROJECT To authorize the Mayor to sign Change Order No. 1 with R. L. Alia Company in the amount of$ 264, 000. AGREEMENT AMENDED— DESIGN SERVICES FOR RESERVOIR 2 To authorize the Mayor to sign Supplemental Agreement No. 2 with Murraysmith, Inc. to provide design services during construction for the replacement of Reservoir 2 in the amount of$ 600, 640. GRANT— TULALIP TRIBES CHARITABLE CONTRIBUTIONS FUND To authorize the Mayor to accept the grant from Tulalip Tribes Charitable Contributions Fund. AGREEMENT AMENDED— E2SHB 1923 HOUSING ACTION PLAN GRANT 3  April 28, 2021 To authorize the Mayor to sign the Washington State Department of Commerce E2SHB 1923 Housing Action Plan Grant Contract Amendment. Roll was called with all council members voting yes. Motion carried. Council Member Roberts left the meeting at 12: 56 p. m. ACTION ITEMS: APPLICATION — BOATING REGATTA ON SILVER LAKE Moved by Council Member Bader, seconded by Council Member Vogeli, to approve the Seattle Outboard Association application to hold a two- day boating regatta on Silver Lake on June 5 and 6, 2021. Considerable discussion ensued regarding the concerns of citizens to the impact at the park on a weekend, the costs associated with the two- day event, the services and security provided at the event, and insurance for event coverage. Kimberly Shelton stated that the two- day event is held specifically for the regional championships, which would tentatively happen at Silver Lake once every 10 years or so. She stated that City staff will be meeting with Ben Zarlingo and the Outboard Association to go over the plan for this free to the public event. Council Member Vogeli asked about any impact on the natural habitat and wildlife by this event. Kimberly stated she would work to get more information on impacts on the natural habitat for any future events, but likely would not be able to provide for this upcoming event. 4  April 28, 2021 President Stonecipher asked about the level of public interest in this event and attendance numbers for this event. Kimberly stated the application estimates roughly 500 to 1000 spectators, but Parks staff would work to gather attendance numbers at this forthcoming event. Roll was called with all council members voting yes, except Council Member Roberts who was excused. Motion carried. RESOLUTION — CDBG ANNUAL ACTION PLAN Moved by Council Member Tuohy, seconded by Council Member Bader, to adopt Resolution No. 7637 concerning 2021 Community Development Block Grant CDBG) Annual Action Plan and allocations of CDBG, CDBG- CV, HOME, and 2060 Affordable Housing Trust Funds. Kembra Landry, Community Development, provided a presentation of the fund allocations. Roll was called with all council members voting yes, except Council Member Roberts who was excused. Motion carried. PROPOSED ACTION ITEMS: COUNCIL BILL 2104- 11 SECOND READING: 5  April 28, 2021 AN ORDINANCE approving the appropriations of the 2021 City of Everett Budget and amending Ordinance No. 3780- 20 COUNCIL BILL 2104- 12 FIRST READING: AN ORDINANCE creating a Special Improvement Project, entitled " 40th Place Landslide Repair," Fund 303, Program 122 President Stonecipher announced that the next meeting is scheduled for Wednesday, May 5, at 6: 30 p. m.
