May 5, 2021 President Stonecipher announced that the Council is still abiding by Governor Inslee' s Safe Start guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated that public comments may be emailed to council@everettwa. gov prior to the meeting. The regular meeting of the Everett City Council was called to order at 6: 33 p. m., May 5, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Bader, Stonecipher, and Tuohy were present. Council Member Vogeli was expected to be a few minutes late and Council Member Moore was excused. The minutes of the April 28, 2021, City Council meeting were approved as printed. MAYOR Mayor Franklin encouraged citizens to get their COVID- 19 vaccination. COUNCIL Council Member Murphy requested a briefing from staff regarding Washington State House Bill 1386, which would modify the property tax exemption for the value of new construction of industrial/ manufacturing facilities in targeted urban areas. Mayor Franklin stated the City' s legislative team will be providing an update soon and will make sure House Bill 1386 is on the list to brief Council. 1  May 5, 2021 Council Member Tuohy stated that the " Cranes for Peace" campaign is being hosted this month, which helps fight violence against Asian American Pacific Islanders, and the Schack Art Center has origami cranes for sale. Council Member Bader provided a liaison report from the Parks Board meeting held Tuesday evening. He also stated he attended the Regional Fire Authority Planning Committee meeting. Council Member Vogeli joined the Council meeting at approximately 6: 38 p. m. Council Member Vogeli provided a liaison report from the Everett Transit. She stated that May is " Bike Everywhere Month," and May 21 is " Bike Everywhere Day. Council Member Roberts provided an update on the Everett Station District Alliance' s " Convergence at Everett Station Study." He requested that Council schedule a briefing from this group. He also stated he met with the Forterra group, City staff, and community members to discuss conservation of the Wood Creek area. President Stonecipher stated the legislative team is scheduled to brief Council at the May 12 meeting. ADMINISTRATION UPDATE ON PRIOR BUSINESS Mayor Franklin stated there were no administrative comments. CITY ATTORNEY City Attorney David Hall requested a 25- minute executive session regarding two legal matters pursuant to RCW 42. 30. 110( 1)( i) with a possible announcement to follow on one of the matters. 2  May 5, 2021 PUBLIC COMMENT There were no citizens who submitted comments prior to the meeting. Lisa Phillips, Everett, spoke in favor of approving the proposed budget ordinance, specifically the proposed addition of big belly trash cans in parks. CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Tuohy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7638 authorizing claims against the City of Everett in the amount of$ 1, 350, 197. 86 for the period of April 17, 2021, through April 23, 2021. AGREEMENT— LEASE AT EVERETT STATION To authorize the Mayor to execute the lease agreement with Jasmine' s Coffee, LLC at Everett Station. AGREEMENT— LEASE AT EVERETT MUNICIPAL BUILDING To authorize the Mayor to execute the lease agreement with Congressman Rick Larsen at Everett Municipal Building. INVITATION TO BID — EMS SUPPLIES To authorize release of Invitation for Bid# 2021- 045 Emergency Medical Services EMS) Supplies. 3  May 5, 2021 PURCHASE— TWO PETERBILT 567 CHASSIS To award and authorize purchase of two ( 2) Peterbilt 567 Chassis to Western Peterbilt, Inc. from Washington State Department of Enterprise Services Contract # 01513/ COE # 2019- 007 in the amount of $ 363, 054. 92, including Washington State sale tax. AGREEMENT— WESTERN WASHINGTON UNIVERSITY INTERNSHIP To authorize the Mayor to sign the Western Washington University Internship Affiliation Agreement Contract ID# 9739. RESOLUTION — DEFERRED COMPENSATION PLAN To adopt Resolution No. 7639 implementing the Washington State Department of Retirement System' s Deferred Compensation Plan. AGREEMENT— COBRA ADMINISTRATION SERVICES To authorize the Mayor to sign the agreement with Accrue Solutions for COBRA administration services. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. ACTION ITEMS: AGREEMENT AMENDED— JETTY ISLAND FERRY SERVICE Moved by Council Member Roberts, seconded by Council Member Murphy, to authorize the Mayor to sign Amendment No. 2 to Contract # 2018- 009 for Jetty Island Ferry Service to Argosy LLP. 4  May 5, 2021 Council Member Vogeli provided an overview of questions she posed to Purchasing Manager Theresa Bauccio- Teschlog for this item and addressed the Memorandum of Understanding with the Port of Everett, reimbursement to the City for the cost of the ferry, and reservations for the ferry. Mayor Franklin stated staff is prepping a media release to inform the public about this year' s Jetty Island ferry service. Bob Leonard, Parks, provided an overview of the Jetty Island ferry service for this year. Roll was called with all council members voting yes, except Council Member Moore who was excused. RESOLUTION — CLOSE OUT OF CITY' S NEW MARKETS TAX CREDITS PROGRAM Moved by Council Member Bader, seconded by Council Member Murphy, to adopt Resolution No. 7640 concerning Close- Out of the City' s New Markets Tax Credits Program. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. COUNCIL BILL 2104- 11 THIRD AND FINAL READING: AN ORDINANCE approving the appropriations of the 2021 City of Everett Budget and amending Ordinance No. 3780- 20 5  May 5, 2021 Moved by Council Member Bader, seconded by Council Member Roberts, that this is declared to be the third and final reading of Council Bill No. 2104- 11 The City Clerk was directed to call the roll for the final disposition of the ordinance. AGREEMENT— WORKER' S COMPENSATION SETTLEMENT Moved by Council Member Bader, seconded by Council Member Murphy, to authorize the Mayor to execute the worker' s compensation settlement agreement with Warren Moore in the amount of$ 32, 000.
