August 4, 2021 President Stonecipher announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated a reopening plan would be discussed this evening. President Stonecipher stated that public comments from the community are welcome on items that are up for discussion during the meeting. She asked that comments be respectful, and remarks limited to three minutes. She added that the Council does not allow comments on certain issues such as: campaigning of any kind — whether for or against ballot measures or candidates running for office — is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. She stated that members of the public are always welcome to provide comments or concerns on any matter via email at Council@everettwa. gov. The regular meeting of the Everett City Council was called to order at 6: 32 p. m., August 4, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher and Tuohy were present. The minutes of the July 28, 2021, City Council meeting were approved as printed. 1  August 4, 2021 MAYOR Mayor Franklin thanked everyone who came out for National Night Out events on Tuesday evening. COUNCIL Council members commented on the success of National Night Out. Council Member Vogeli encourages citizens to wear masks inside. Council Member Roberts stated the Sound Transit Board will be voting on system expansion realignment at their meeting tomorrow. Council Member Bader provided an update from the Snohomish Health District Board meeting and a liaison report from the Parks and Facilities Department. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no comments. CITY ATTORNEY City Attorney David Hall had no comments. PUBLIC COMMENT There were no citizens who wished to speak. Janean Desmarais provided written comment prior to the meeting. 2  August 4, 2021 CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7670 authorizing claims against the City of Everett in the amount of $ 1, 691, 911. 41 for the period of July 17, 2021, through July 23, 2021. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7671 authorizing payroll claims against the City of Everett in the amount of$ 4, 774, 038. 07 for the period ending July 17, 2021. AGREEMENT AMENDED — EMERGENCY MANAGEMENT ASSISTANCE COMPACT DEPLOYMENT COSTS To authorize the Mayor to sign the Intergovernmental Agreement Amendment 4 for EMAC Deployment of Authorized Resources and Cost Estimate authorizing the Washington Military Department to reimburse the city for deployment costs estimated at $ 110, 458. 46. PROPOSED ACTION ITEMS: COUNCIL BILL 2107- 23 SECOND READING: 3  August 4, 2021 AN ORDINANCE relating to Stormwater Controls in the Combined Sewer Area, amending Ordinance No. 3731- 20 COUNCIL BILL 2107- 24 FIRST READING: AN ORDINANCE creating a Special Improvement Project, entitled Reservoir No. 3 Structural Improvements," Fund 336, Program 016 COUNCIL BILL 2107- 25 FIRST READING: AN ORDINANCE creating a Special Improvement Project, entitled Port Gardner Storage Facility," Fund 336, Program 024 ACTION ITEMS: AGREEMENT— SALE OF CHAPLAIN GAP TIMBER Moved by Council Member Moore, seconded by Council Member Tuohy, to award the Chaplain Gap Timber Sale # 124- 10 ( 2021- 01) to Sierra Pacific Industries in the amount of $ 5, 088, 424, and authorize the Mayor to sign the timber sale contract. Council Member Vogeli asked about the review timeline for the Lake Chaplain Tract Wildlife Habitat Management Plan and the Safe Harbor and Cooperative Habitat Enhancement Agreement. Anna Thelen, Public Works, stated the plans must be reviewed every 50 years, but will get back to Council with the exact date the plans began. AGREEMENT- WATER SUPPLY CONTRACT Moved by Council Member Moore, seconded by Council Member Murphy, to authorize the Mayor to sign the Joint Operational Agreement Participant Water Supply Contract between Everett, Marysville, PUD, and Tulalip Tribes Roll was called with all council members voting yes. Motion carried. AGREEMENT- SENIOR CENTER MANAGEMENT & PROGRAMMING Moved by Council Member Bader, seconded by Council Member Moore, to award and authorize the Mayor to sign contract in substantially the form provided for Request for Proposal # 2020- 061 Public Private Partnerships— Park Properties to provide Senior Center Management & Programming at Carl Gipson Senior Center to Volunteers of America Western Washington for fourteen years and not to exceed $ 1, 815, 004. Roll was called with all council members voting yes. Motion carried. AGREEMENT- GOLF COURSE OPERATION MANAGEMENT SERVICES Moved by Council Member Bader, seconded by Council Member Roberts, to award and authorize the Mayor to sign contract in substantially the form provided for Request for Proposal # 2020- 061 Public Private Partnerships— Park Properties to provide golf course operation management services to PGC Interbay LLC. 5  August 4, 2021 Roll was called with all council members voting yes. COUNCIL BRIEFING AGENDA: Council Hybrid meeting discussion President Stonecipher opened the discussion regarding future hybrid Council meetings and how to best serve the community with a hybrid model. Nichole Webber, Administration, presented a hybrid meeting model, which incorporates a platform change to Zoom. She stated staff would need two weeks to transition to the hybrid model; however, staff recommends transitioning to Zoom as soon as possible. Council members thanked City staff for their hard work to update the meeting model and stated they were excited to move to Zoom. President Stonecipher stated Administration would work to transition to Zoom by early September, but do not plan to transition to a hybrid model with the increase in the COVID- 19 Delta variant. She stated the Council chambers is set up for safety once meetings move to the hybrid model. Council Member Vogeli asked about Council responses to citizen comments. President Stonecipher stated with the new format, Council will be able to accept comment under an agenda item and not just under Public Comment. President Stonecipher announced that the next meeting is scheduled for Wednesday, August 11, at 6: 30 p. m. Citizens are encouraged to submit comments prior to the meeting at council@everettwa. gov.
