September 22, 2021 The Everett City Council met on Wednesday, September 22, 2021, at 12: 33 p. m. President Stonecipher announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated the City Council is prepared to open the Council chambers when public health considerations indicate it is safe to do so. President Stonecipher announced that citizens are encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www. everettwa. gov/ citycouncil. Individuals may also call in to listen to the live meeting at any point by dialing 425. 616. 3920, Conference ID 724 887 726#. She stated the public is welcome to provide comments on any matter via email at council@everettwa. gov. She also provided instructions for community members wishing to participate live during a future meeting. She asked that comments be respectful, and remarks limited to three minutes. She added that the Council does not allow comments on certain issues such as: campaigning of any kind — whether for or against ballot measures or candidates running for office — is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. On behalf of the City council, Council Member Tuohy acknowledged the original inhabitants of this place, the sduhub people and their successors, the Tulalip Tribes. The regular meeting of the Everett City Council was called to order at 12: 36 p. m., Council President Stonecipher presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Bader led the Pledge of Allegiance. The minutes of the September 15, 2021, City Council meeting were approved as printed. 1 September 22, 2021 MAYOR Mayor Franklin had no report. COUNCIL Council Member Tuohy provided a liaison report from her attendance at the meeting of the Library Board last evening. She announced that lockers are now available at the Evergreen Library Branch. Council Member Vogeli provided liaison reports from her attendance at meetings of the Lowell Neighborhood Association and the Transportation Advisory Committee ( TAC), and an event hosted by the Westmont- Holly Neighborhood Association. She also commented on a recent visit to the day center Esther' s Place. Council Member Murphy provided liaison reports from his recent attendance at meetings of the Delta and Northwest Neighborhood Associations, and noted he plans to attend the meeting of the Public Facilities District ( PFD) Board tomorrow. Council Member Murphy announced the Harlem Globetrotters are scheduled to come to the Angel of The Winds Arena in January. Council Member Roberts reported on his attendance at several meetings associated with Sound Transit. He added that the opening of the Northgate Link in the next week may also result in some bus route changes once that process is underway. President Stonecipher reported that she attended the Cascade View/ Twin Creeks Neighborhood Associations meeting on Monday. She noted Cascade View / Twin Creeks will hold a candidate forum at its regular meeting on Monday, October 18. President Stonecipher also added that one of the questions that arose during the meeting was the status of the implementation of red light and speed cameras, and she requested that Administration provide a report in the near future. Additionally, she provided a liaison report from her meeting with Fire Chief Dave DeMarco. 2 September 22, 2021 ADMINISTRATION UPDATE Administration had no comments. CITY ATTORNEY Ramsey Ramerman, Legal, requested an executive session regarding a potential legal matter pursuant to RCW 42. 30. 110( 1)( i) with no announcement to follow. PUBLIC COMMENTS: Deb Williams, Council, stated the City received no written comments, and no members of the public wished to speak. CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Bader, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7693 authorizing claims against the City of Everett in the amount of $ 1, 418, 669. 59 for the period of August 28, 2021, through September 3, 2021. RESOLUTION — CLAIMS To adopt Resolution No. 7694 authorizing claims against the City of Everett in the amount of $ 6, 520, 781. 42 for the period of September 4, 2021, through September 10, 2021. September 22, 2021 RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7695 authorizing payroll claims against the City of Everett in the amount of$ 4, 179, 875. 26 for the period ending August 28, 2021. AGREEMENT AMENDED — RELACEMENT OF WEBSITE PLATFORM PAYMENT MODULE To authorize the Mayor to sign Amendment # 4 with CivicPlus in the amount of 4, 941. Roll was called with all council members voting yes. Motion carried. PROPOSED ACTION ITEMS: COUNCIL BILL 2109- 32 SECOND READING: AN ORDINANCE repealing Ordinance No. 3643- 18 regarding reusable bags COUNCIL BILL 2109- 33 FIRST READING: AN ORDINANCE creating a Special Improvement Project, entitled " Port of Everett Combined Sewer Main," Fund 336, Program 025 COUNCIL BILL 2109- 34 FIRST READING: 4 September 22, 2021 AN ORDINANCE creating a Special Improvement Project, entitled " WPCF Barscreen Upgrades," Fund 336, Program 027 ACTION ITEMS: COUNCIL BILL 2109- 29 THIRD AND FINAL READING: AN ORDINANCE granting a Five- Year Extension for Telecommunications Franchise to Astound Broadband, LLC D/ B/ A Wave Moved by Council Member Bader, seconded by Council Member Tuohy, that this is declared to be the third and final reading of Council Bill No. 2109- 29. The City Clerk was directed to call the roll for the final disposition of the ordinance. COUNCIL BILL 2109- 30 THIRD AND FINAL READING: AN ORDINANCE creating a Special Improvement Project, entitled Howarth Park - Sport Court Renovation," Fund 354, Program 071, to accumulate all costs for the project Moved by Council Member Tuohy, seconded by Council Member Vogeli, that this is declared to be the third and final reading of Council Bill No. 2109- 30. 5 September 22, 2021 The City Clerk was directed to call the roll for the final disposition of the ordinance. COUNCIL BILL 2109- 31 THIRD AND FINAL READING: AN ORDINANCE creating a Special Improvement Project, entitled " Rotary Park Renovation," Fund 354, Program 072, to accumulate all costs for the project Moved by Council Member Tuohy, seconded by Council Member Bader, that this is declared to be the third and final reading of Council Bill No. 2109- 31. The City Clerk was directed to call the roll for the final disposition of the ordinance. COUNCIL BRIEFING AGENDA: COUNCIL BILL 2109- 35 FIRST READING: AN ORDINANCE approving the appropriations of the 2021 revised City of Everett Budget and amending Ordinance No. 3802- 21 Presented by Susy Haugen, Finance 6 September 22, 2021 Susy Haugen presented information on the second proposed amendment to the 2021 budget, which includes General and Non- General Government proposed amendments. EXECUTIVE SESSION: The City Council recessed at 1: 14 p. m. for a 10- minute executive session.
