September 15, 2021 The Everett City Council met on Wednesday, September 15, 2021, at 6: 35 p. m. President Stonecipher announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated the City Council is prepared to open the Council chambers when public health considerations indicate it is safe to do so. President Stonecipher announced that citizens are encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www. everettwa. gov/ citycouncil. Individuals may also call in to listen to the live ID 724 887 726#. She meeting at any point by dialing 425. 616. 3920, Conference stated the public is welcome to provide comments on any matter via email at council@everettwa. gov, and for community members wishing to participate by phone during the meeting, a weekly conference ID number may be obtained by calling the Council office at 425. 257. 8703 or via email at council@everettwa. gov. She asked that comments be respectful, and remarks limited to three minutes. She added that the Council does not allow comments on certain issues such as: campaigning of any kind — whether for or against ballot measures or candidates running for office—is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. On behalf of the City council, Council Member Roberts acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. The regular meeting of the Everett City Council was called to order at 6: 38 p. m., September 15, 2021, Council President Stonecipher presiding. Upon roll call, it was found that Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Mayor Franklin was excused. Council Member Murphy led the Pledge of Allegiance. The minutes of the September 8, 2021, City Council meeting were approved as printed. Council Member Tuohy abstained from the vote. 1  September 15, 2021 MAYOR Mayor Franklin was excused. COUNCIL Council Member Vogeli reported on her attendance at the Westmont- Holly Neighborhood meeting. She also thanked the Mayor for her proclamation regarding Childhood Cancer Awareness Month. Council Member Moore provided a reminder that school started on September 8 and asked the public to please be patient with traffic and yield to school busses. Council Member Murphy provided a liaison report from the Everett Public Facilities District regarding the Foreigner concert at the Angel of the Winds Arena that occurred last night. Council Member Roberts provided a liaison report from the Riverside Neighborhood meeting. He also reported on his liaison meeting with the Planning and Community Development department. Council Member Roberts asked the Planning and Legal departments to bring forward amendments to the proposed Home Occupation Regulations ordinance. ADMINISTRATION UPDATE Nick Harper provided an update regarding the City' s intent to apply for two grants from the Department of Commerce related to the Housing Action Plan. CITY ATTORNEY Deputy City Attorney Tim Benedict had no comments. 2  September 15, 2021 PUBLIC COMMENT John Packard and Barbara George provided written comments regarding the transfer of the Van Valey House to the Everett Museum of History. CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Tuohy, to approve the following consent items: AGREEMENT AMENDED— GRAND AVENUE PARK BRIDGE To authorize the Mayor to sign the Change Order No. 27 with Interwest Construction, Inc. ( ICI) for the Grand Avenue Park Bridge in the amount of 14, 549. 56. GRANT AGREEMENT— NEW FIREHOSE NOZZLES To authorize the Mayor to accept the Assistance to Firefighters Grant for the purchase of new firehose nozzles in the amount of $75, 100 with a match from the city of$ 7, 510, for a total of$ 82, 610. PROPOSED ACTION ITEMS: COUNCIL BILL 2109- 29 SECOND READING: AN ORDINANCE granting a five- year extension for Telecommunications Franchise to Astound Broadband, LLC D/ B/ A Wave 3  September 15, 2021 COUNCIL BILL 2109- 30 SECOND READING: AN ORDINANCE creating a special improvement project, entitled " Howarth Park- Sport Court Renovation," Fund 354, Program 071, to accumulate all costs for the project COUNCIL BILL 2109- 31 SECOND READING: AN ORDINANCE creating a special improvement project, entitled " Rotary Park Renovation," Fund 354, Program 072, to accumulate all costs for the project ACTION ITEMS: RESOLUTION - TRANSFER OF VAN VALEY HOUSE TO EVERETT MUSEUM OF HISTORY Moved by Council Member Roberts, seconded by Council Member Tuohy, to adopt Resolution No. 7690 authorizing the Mayor to take all actions necessary to transfer the Van Valey House ( 2130 Colby Avenue) to the Everett Museum of History. Roll was called with all council members voting yes. Motion carried. 4  September 15, 2021 RESOLUTION — ADDITION OF GOWDY HOUSE TO EVERETT REGISTER OF HISTORIC PLACES Moved by Council Member Bader, seconded by Council Member Vogeli, to adopt Resolution No. 7691 adding the Gowdy House located at 2803 19th Street to the Everett Register of Historic Places. Roll was called with all council members voting yes. Motion carried. RESOLUTION — ADDITION OF WALSH PLATT MOTORS BUILDING TO EVERETT REGISTER OF HISTORIC PLACES Moved by Council Member Bader, seconded by Council Member Tuohy, to adopt Resolution No. 7692 adding the Walsh Platt Motors Building located at 2902 Rucker Avenue to the Everett Register of Historic Places. Roll was called with all council members voting yes. Motion carried. RESOLUTION - RETHINK HOUSING ACTION PLAN Moved by Council Member Roberts, seconded by Council Member Murphy, to table the adoption of the ReThink Housing Action Plan resolution until October 6, 2021. Roll was called with all council members voting yes. Motion carried. 5  September 15, 2021 COUNCIL BRIEFING AGENDA: COUNCIL BILL 2109- 32 FIRST READING: AN ORDINANCE repealing Ordinance No. 3643- 18 regarding reusable bags Presented by Kathleen Baxter and Kelly Frazee, Public Works President Stonecipher asked if $ 0. 08 is the maximum amount the retailer could charge. Kelly Frazee stated she will verify with state law and will provide this information to Council. President Stonecipher announced that the next meeting of the Council is scheduled for Wednesday, September 22, at 12: 30 p. m. She encouraged citizens to submit comments to council@everettwa. gov prior to the meeting. Additional meeting information can be found on the City website.
