October 6, 2021 The regular meeting of the Everett City Council was called to order at 6: 31 p. m., October 6, 2021, Council President Stonecipher presiding. President Stonecipher announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated the City Council is prepared to open the Council chambers when public health considerations indicate it is safe to do so. President Stonecipher announced that citizens are encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www. everettwa. gov/ citycouncil. Individuals may also call in to listen to the live meeting at any point by dialing 425. 616. 3920, Conference ID 724 887 726#. She stated the public is welcome to provide comments on any matter via email at council@everettwa. gov. She also provided instructions for community members wishing to participate live during a future meeting. She asked that comments be respectful, and remarks limited to three minutes. She added that the Council does not allow comments on certain issues such as: campaigning of any kind — whether for or against ballot measures or candidates running for office — is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Stonecipher, and Tuohy were present. Council Member Bader was excused. On behalf of the City Council, Council Member Murphy acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. Council Member Tuohy led the Pledge of Allegiance. The minutes of the September 29, 2021, City Council meeting were approved as printed. 1  October 6, 2021 MAYOR Mayor Franklin stated that there is currently a downward shift in COVID- 19 case numbers; however, the hospitals are still full. She encouraged citizens to maintain good safety measures and get their COVID and flu vaccines. COUNCIL Council Member Vogeli stated she attended the Ester' s Place open house on Tuesday. She also stated that October is Domestic Violence Awareness Month. She encouraged anyone who needs help, to contact the domestic violence hotline at 1- 800- 799- 7233 ( SAFE). Council Member Roberts provided an update from the Sound Transit Board meeting. President Stonecipher echoed Mayor Franklin' s comment on the growing number of COVID patients at Providence Hospital. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no comments. CITY ATTORNEY City Attorney David Hall had no comments. RESOLUTION — ELECTRONIC TRANSFER CLAIMS To adopt Resolution No. 7699 authorizing electronic claims against the City of Everett in the amount of$ 7, 750, 795. 04 for the period of August 1, 2021, through August 31, 2021. AGREEMENT AMENDED — EMERGENCY MANAGEMENT ASSISTANCE COMPACT DEPLOYMENT COSTS To authorize the Mayor to sign Amendment No. 5 authorizing the Washington Military Department to reimburse the city for deployment costs estimated at 33, 983. 32. GRANT APPLICATION - IMPLEMENTATION OF THE HOUSING ACTION PLAN Moved by Council Member Roberts, seconded by Council Member Vogeli, to authorize City staff to apply for, and if awarded, authorize the Mayor to sign all 5  October 6, 2021 necessary documents to accept the Washington State Department of Commerce Grant to assist with the implementation of the Housing Action Plan in the amount of$ 100, 000. Council Member Tuohy asked that when the incentive recommendations for developers are returned, the comparable cities recommendations be provided to Council also. Roll was called with all council members voting yes, except Council Member Bader who was excused. Motion carried. RESOLUTION — RETHING HOUSING ACTION PLAN Yorik Stevens- Wajda and Rebecca McCrary, Planning, provided an update on the implementation of the proposed Rethink Housing Action Plan. Discussion ensued regarding available housing types, design guidelines, strategies for homeownership, preservation of historic structures and buildings, implementation of high density area development, and development incentives. Council Member Vogeli suggested the resolution be amended to add a rental property registry. Nick Harper, Administration, stated that because this is a policy document and nothing is being adopted, an amendment is not necessary. He will, however, work with staff to possibly bring forward a briefing at a future date on how to incorporate Council Member Vogeli' s recommendation.. President Stonecipher asked if it would be possible to develop metrics to quantify the value of development incentives. President Stonecipher invited public comment. Dylan Sluder, Bellevue, spoke about promoting homeownership. 6  October 6, 2021 Ismail Mohammad, Woodinville, spoke about home building in Everett. Moved by Council Member Roberts, seconded by Council Member Moore, to adopt Resolution No. 7700 adopting the ReThink Housing Action Plan. Roll was called with all council members voting yes, except Council Member Bader who was excused. Motion carried. COUNCIL BRIEFING AGENDA: Adopt Resolution concerning 2022 Human Needs Priorities and reallocation of CDBG- CV Funds Presented by Kembra Landry, Community Development Council Member Murphy asked for a specific list that breaks down how funds were allocated and reallocated in previous rounds, as well as a total. Kembra stated she would work to provide this next week. Briefing on Alleviating Homelessness Presented by Julie Willie, Community Development Council Member Vogeli requested additional information on the McKinney- Vento AssistanceAct legislation, which addresses children and youth experiencing homelessness. She also asked if Public Works plans to utilize the Department of Correction work crews.
