November 24, 2021 The regular meeting of the Everett City Council was called to order at 12: 32 p. m., November 24, 2021, President Stonecipher presiding. President Stonecipher announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated the City Council is prepared to open the Council chambers when public health considerations indicate it is safe to do so. President Stonecipher announced that citizens are encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www. everettwa.gov/ citycouncil. Individuals may also call in to listen to the live meeting at any point by dialing 425. 616. 3920, Conference ID 724 887 726#. She stated the public is welcome to provide comments on any matter via email at council@everettwa. gov. She also provided instructions for community members wishing to participate live during a future meeting. She asked that comments be respectful, and remarks limited to three minutes. She added that the Council does not allow comments on certain issues such as: campaigning of any kind— whether for or against ballot measures or candidates running for office — is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. Upon roll call, it was found that Council Members Bader, Moore, Murphy, Roberts, Vogeli, Tuohy and President Stonecipher were present. Mayor Franklin was excused. On behalf of the City Council, President Stonecipher acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. Council Member Tuohy led the Pledge of Allegiance. The minutes of the November 17, 2021, City Council meeting were approved as printed. 1  November 24, 2021 MAYOR Mayor Franklin was excused. COUNCIL Update on Snohomish County' s Sheltering & Services Strategies Presented By: Michael Fong, Kelsey Nyland and Mary Jane BrelI- Vujovic, Snohomish County Discussion ensued mental health, regarding the timeline for community engagement and the project, potential zoning issues and regulations pertaining to the project, impacts on City services, partnering with other jurisdictions, average length of stay, management services and capital improvements to the facility and surrounding areas. Council Member Murphy wanted to remind the community that this Saturday is Small Business Saturday and to help keep the dollars in the community and assist in recovery. Council Member Roberts attended the Northwest Neighborhood meeting and stated the Arboretum Wintertide Lights will start December 15t and run through December 315t Council Member Vogeli stated she is making homemade socks and handing them out to the homeless on the streets. Council Member Tuohy wanted to remind citizens about Small Business Saturday. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no updates. Lori Cummings wanted to let Council know that her and the team will be gathering call related data discussed during the presentation from Snohomish County. 2  November 24, 2021 CITY ATTORNEY City Attorney David Hall had no updates or executive session. PUBLIC COMMENT Deb Williams stated the Council received written comments from the following citizens: 1. Julia Lopez 2. Eric Studerus Ryan Webber, from the Delta Neighborhood Association, presented plans and updates from the Everett Housing Authority. Joe Zlab, Everett, one of the owners of the Rockefeller Square Apartments project located on Rockefeller Avenue, commented on Council Briefing Agenda Item # 19. CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Tuohy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7715 authorizing claims against the City of Everett in the amount of $ 1, 262, 366. 18 for the period of November 6, 2021 through November 12, 2021. RESOLUTION — ELECTRONIC TRANSFER CLAIMS 3  November 24, 2021 To adopt Resolution No. 7716 authorizing electronic claims against the City of Everett in the amount of$ 4, 252, 654.06 for the period ending November 6, 2021. AGREEMENT— UNIFORMS EQUIPMENT, AND RELATED ACCESSORIES To award and authorize approximately$ 350,000 to be spent annually with Galls, LLC from Washington State Department of Enterprises Contract # 01417/ COE 2019- 071.
