r November 17, 2021 The special meeting of the Everett City Council was called to order on Wednesday, November 17, at 5: 30 p. m., President Stonecipher presiding. President Stonecipher announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. He stated the City Council is prepared to open the Council chambers when public health considerations indicate it is safe to do so. President Stonecipher announced that citizens are encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www. everettwa. gov/ citycouncil. Individuals may also call in to listen to the live meeting at any point by dialing 425. 616. 3920, Conference ID 724 887 726#. She stated the public is welcome to provide comments on any matter via email at council@everettwa. gov. She also provided instructions for community members wishing to participate live during a future meeting. President Stonecipher asked that comments be respectful, and remarks limited to three minutes. She added that the Council does not allow comments on certain issues such as: campaigning of any kind — whether for or against ballot measures or candidates running for office — is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. On behalf of the City Council, Council Member Vogeli acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. Council Member Murphy led the Pledge of Allegiance. The minutes of the November 10, 2021, City Council meeting were approved as printed. Council Members Tuohy and Stonecipher abstained from the vote. s 1  November 17, 2021 President Stonecipher announced that in response to Council Member Murphy' s request regarding the potential purchase of a hotel/ motel for homeless individuals by Snohomish County a briefing is scheduled for the next council meeting on November 24. She also commented on a collaborative leadership model the council follows and suggested more formal way of communication to include all council members. President Stonecipher stated that she is looking forward to a discussion next week and asked council members to send specific questions or requests to her regarding this topic in advance. MAYOR Mayor Franklin expressed her appreciation for President Stonecipher' s comments. The Mayor provided commented on the coordinated approach toward homelessness initiated by the mayors from the neighboring cities. She also reported on her attendance at the 2021 Cascadia Innovation Corridor Conference in Vancouver, BC. COUNCIL Council members thanked President Stonecipher for the recap of the situation with the potential purchase of the hotel. Council Member Murphy spoke about the hotel purchase, a lack of communication with the City Council, a need for a transparent process with the community and for an opportunity for residents to weight in, and an evaluation of the short- term and the long-term impacts this project might have on the other city services. He also raised a concern regarding the timing of any county project and need for a collaborative process between the county and impacted municipalities. He proved an update on the status of the proposed letter to Snohomish County and requested that discussion related to the draft letter would be added to the next week council meeting agenda. Mayor Franklin stated that the Police Chief, Fire Chief, and Planning Director would be available to answer any impact questions next week. 2  November 17, 2021 President Stonecipher stated she would discuss the placement of the draft letter on next week' s agenda with Administration. Council Member Roberts spoke about climate change work. Council Member Vogeli provided a liaison report from her meeting with the Traffic Engineering department and Everett Transit. She also thanked Council Member Murphy for raising the issue and additional information regarding the potential purchase of the hotel for homeless population, provided by the Snohomish County Council Members. Council Member Tuohy commented on the proposed hotel purchase initiated by the county. She also stated that she is reviewing the supportive housing ordinance and suggested all council members to look at the current regulations. President Stonecipher asked Deb Williams to send the ordnance to all council members. She stated that the pandemic is coming to an end but is not over yet. President Stonecipher said that Providence Hospital is full and had to cancel all elective surgeries for the next two weeks and encouraged everyone to get vaccinated and be safe. President Stonecipher reminded the community that the Council would not accept comments on the workshop regarding American Rescue Plan Proposed Investments. ADMINISTRATION UPDATE Nick Harper, Administration, had no report. CITY ATTORNEY City Attorney David Hall had no comments. 3  November 17, 2021 PUBLIC COMMENT The following individuals submitted comments related to the proposed hotel project via email: Mary Fosse Paula Rhyne Nancy Barker Michael Mallahan Sonja Bodge submitted a written comment regarding the proposed program for Automated Traffic Safety Cameras. Dylan Sluder submitted a written comment regarding the proposed park impact fees. The following individuals provided live comments regarding the proposed hotel project: Angela Castillo Linda Carlson Ben Zarlingo President Stonecipher provided a clarification and stated that the County is not settled on any location for the hotel yet. CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7714 authorizing claims against the City of Everett in the amount of $ 3, 533, 385. 40 for the period of October 30, 2021, through November 5, 2021. 4  November 17, 2021 AGREEMENT— RESERVOIR 3 STRUCTURAL IMPROVEMENTS PROJECT To award the contract to JW Fowler for the Design- Build contract for the Reservoir 3 Structural Improvements Project in the amount of $ 753, 079 and authorize the Mayor to sign the contract in substantially the form provided. AGREEMENTS— EMERGENCY CONNECTIVITY FUND GRANT To accept the Emergency Connectivity Fund Grant and authorize the Mayor to sign all necessary documents and agreements with the Federal Communications Commission ( FCC) and Universal Administrative Service Co. ( USAC) regarding the acceptance and utilization of the Emergency Connectivity Fund in the amount of 322, 588. Motion carried. 11  November 17, 2021 BUDGET HEARING NO. 2— 2022 PROPOSED BUDGET President Stonecipher turned the meeting over to Budget Chair Murphy. Susy Haugen, Finance, and Budget Chair Murphy provided a brief update regarding the street and alley vacation projects. There were no citizens who wished to speak. Discussion took place regarding demarcations for seasonal staff and regular staff and a cost increase on the self-insurance fund. Budget Chair Murphy announced that the budget hearing would remain open. Budget Chair Murphy turned the meeting back over to President Stonecipher. COUNCIL WORKSHOP— AMERICAN RESCUE PLAN PROPOSED INVESTMENTS President Stonecipher stated that the Council will not be taken community comments on this matter tonight. Deputy Mayor Nick Harper provided a recap of the American Rescue Plan ( ARPA) and proposed investments. Mr. Harper asked council members to provide some guidance on how to spend these funds. President Stonecipher suggested council members provide their comments. Council Member Murphy stated that public health response to COVID and a negative economic impact are two the most urgent categories and suggested to prioritize those. He also spoke of a need to support the non- profit sector and partner with them in providing services. Council Member Murphy suggested to look at the deferred maintenance of the city owned infrastructure and advocated toward investing in these projects. 12  November 17, 2021 Council Member Roberts stated that COVID is not over yet and it is important to take into consideration a timeframe of proposed projects. He concurred with Council Member Murphy' s comments regarding public health and economic impacts being critical issues and mentioned a need to look at the workforce challenges, housing needs, and childcare issues. Council Member Roberts also asked if there is a link of federal infrastructure package and ARPA and suggested to looking at these potential funding sources. Council Member Vogeli spoke about the potential nationwide assistance with childcare program. She supported help for small businesses, addressing housing needs and mental health problems. She also spoke about stormwater partnership scenario, workforce reengagement and grants and collaboration with non- profit organizations. Council Member Tuohy stated that she prefers projects that don' t have long-term impacts on the budget. She mentioned homelessness, behavioral health services, and economic impact on businesses. Council Member Bader suggested to keep in mind two aspects: help to come out of a pandemic as well as not imposing long-term costs. He supported an idea to provide childcare. President Stonecipher asked about metrics that would be measuring the effectiveness of the investments and how many people will be impacted by various projects. She also asked if data is available that shows why people can' t reenter the workforce, in particular childcare. She also asked about homeownership strategies and a possibility to fund some this project trough the city services. President Stonecipher asked about EDI Wealth Building Foundation based on Portland' s Community investment Trust/ Mercy Corps model. Dan Eernissee provided a brief overview of the program. President Stonecipher also suggest investing in open spaces, especially in the Holly Neighborhood. Bob Leonard, Parks department, stated that Parks department is looking at the 13  November 17, 2021 partnership with the City of Everett Surface Water Group to create open spaces with park amenities in deficit areas. Discussion took place regarding the timeline for funds to be obligated and spent, approval process for expenditures, projects' prioritization, other areas for investments, public restrooms, the timing of each proposal, a need to address immediate needs first, purchase of additional pallet shelters, and Everett Forward grants. Council Member Tuohy left the meeting at 8: 00 p. m. Nick Harper provided a draft outline for the next steps and asked council members to provide their priorities and any additional questions to staff. President Stonecipher announced that the next meeting of the Council is scheduled for Wednesday, November 24, at 12: 30 p. m. She encouraged citizens to submit comments to council@everettwa. gov prior to the meeting. Additional meeting information can be found on the City website.
