November 10, 2021 The regular meeting of the Everett City Council was called to order by Council Member Bader at 6: 30 p. m., November 10, 2021. Council Member Bader announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. He stated the City Council is prepared to open the Council chambers when public health considerations indicate it is safe to do so. Council Member Bader announced that citizens are encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www. everettwa. gov/ citycouncil. Individuals may also call in to listen to the live 425. 616. 3920, Conference ID 724 887 726#. He meeting at any point by dialing stated the public is welcome to provide comments on any matter via email at council@everettwa. gov. He also provided instructions for community members wishing to participate live during a future meeting. He asked that comments be respectful, and remarks limited to three minutes. He added that the Council does not allow comments on certain issues such as: campaigning of any kind— whether for or against ballot measures or candidates running for office — is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. Upon roll call, it was found that Mayor Franklin and Council Members Bader, Murphy, Roberts, and Vogeli were present. President Stonecipher, and Council Members Moore and Tuohy were excused. On behalf of the City Council, Council Member Murphy acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. Council Member Roberts led the Pledge of Allegiance. The minutes of the November 3, 2021, City Council meeting were approved as printed. 1  November 10, 2021 MAYOR Mayor Franklin wanted to say Happy Veteran' s Day and thanks to all the service men and women. Mayor Franklin reminded the public and staff that there are a few boards and commissions currently accepting applications and encouraged citizens to check out the City' s website and apply, if interested. Mayor Franklin made a comment about the article in the Everett Herald this week regarding Snohomish County' s interest in buying a hotel in Everett to serve homeless populations. The City has been working closely with other jurisdictions to advocate to the County for solutions and support to address the growing crisis for Everett and other County cities. She also expressed to the County the expectation that any program that is centered in Everett, serves Everett and will not become a county- wide operation. The County is working with other jurisdictions on solutions in their own jurisdictions as well. The properties the County is considering are zoned mixed use and within that zone, housing and shelter are appropriate for that use. Once formalized, they will have to work with Planning for the traditional review and approval processes. Mayor Franklin then invited Chief Templeman from the Police Department to introduce two new police officers. OATH — POLICE OFFICERS Moved by Council Member Roberts, seconded by Council Member Vogeli, to concur with the appointments of Devona Heyward and Jeremy Fritsche as new Everett police officers. Roll was called with all Council Members voting yes, except President Stonecipher, and Council Member Tuohy, and Moore, who were excused. Motion carried. 2  November 10, 2021 The Deputy City Clerk administered the oath of office, and Council Members congratulated Police Officers Heyward and Fritsche. COUNCIL Council Member Murphy commented on the Everett Herald article released this week regarding the potential purchase of a hotel located in Everett for the homeless population. He stated that it was unfortunate that the project had gotten this far along without the City Council being informed, and he has questions and concerns regarding impacts on the neighborhoods, police officers, safety, and so on. He made a motion to work with the City Attorney to draft a letter to send to the County asking the County to pause any further efforts on the homeless hotel project until such time as the City Council can be briefed by County Staff and provide feedback on the project. Council Member Vogeli seconded the motion. Council Member Murphy agreed to work with City Attorney David Hall to draft the letter and bring it back to Council for further consideration. Council Member Roberts stated he attended the Riverside Neighborhood meeting alongside Council Member Bader, where they discussed the California Street Bicycle plan. Council Member Vogeli commented that she is interested in setting up a briefing with the County for more information regarding the purchase of a hotel located within City limits for the homeless populations. She also attended the Westmont Holly Association and the Everett Housing Authority Board meeting. Council Member Bader attended the Snohomish County Health District Board meeting where the current budget was discussed and interesting topics regarding what has happened during COVID- 19 and what could be expected in the future. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no comments or updates. 3  November 10, 2021 CITY ATTORNEY City Attorney David Hall had no comments. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7713 authorizing payroll claims against the City of Everett in the amount of$ 4, 144, 074.70 for the period ending October 23, 2021. CALL FOR BIDS— 2022 BIOLSOLIDS DREDGING AND LANDFILL To Authorize the Call for Bids for 2022 Biosolids Dredging and Landfilling. AGREEMENT— SNOHOMISH COUNTY DIVERSION CENTER PARTICIPATION To authorize the Mayor to sign the Intergovernmental Agreement ( IGA— 2022— 03) for Snohomish County Diversion Center Participation at no cost to the City of Everett. 4  November 10, 2021 Roll was called with all councilmembers voting yes, except President Stonecipher, and Council Members Tuohy and Moore who were excused. PROPOSED ACTION AND PUBLIC HEARING: COUNCIL BILL 2110- 41 SECOND READING AND PUBLIC HEARING: AN ORDINANCE relating to planning Parks, amending Ordinances 3543- 17 and 3543- 17 as part of the 2021 annual docket of comprehensive plan amendments; adding a new Chapter 19. 53 EMC establishing a Park impact fee; and amending Ordinance 3774- 20. Council Member Bader opened the public hearing regarding Council Bill 2110- 38. Council Member Bader announced the Public Hearing would be held open, and that the third and final reading is scheduled for November 17, 2021. COUNCIL BILL 2110- 39 THIRD AND FINAL READING: 6  November 10, 2021 AN ORDINANCE levying the EMS property taxes for the City of Everett for fiscal year commencing January 1, 2022, on all taxable property, both real and personal, subject to taxation thereon. Council Member Bader opened the public hearing regarding Council Bill 2110- 39. Council Member Bader announced the Public Hearing would be held open, and that the third and final reading is scheduled for November 17, 2021. Discussion topics included city- wide expenditure budget, city- wide staffing budget and highlights of 2022 expenditure changes.
