Everett City Council

November 3, 2021 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., November 3, 2021, Council President Stonecipher presiding. President Stonecipher announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. She stated the City Council is prepared to open the Council chambers when public health considerations indicate it is safe to do so. President Stonecipher announced that citizens are encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www. everettwa. gov/ citycouncil. Individuals may also call in to listen to the live meeting at any point by dialing 425. 616. 3920, Conference ID 724 887 726#. She stated the public is welcome to provide comments on any matter via email at council@everettwa. gov. She also provided instructions for community members wishing to participate live during a future meeting. She asked that comments be respectful, and remarks limited to three minutes. She added that the Council does not allow comments on certain issues such as: campaigning of any kind —whether for or against ballot measures or candidates running for office — is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Murphy was excused. On behalf of the City Council, Council Member Tuohy acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. Council Member Bader led the Pledge of Allegiance. The minutes of the October 27, 2021, City Council meeting were approved as printed. Council Member Moore abstained from the vote. 1  November 3, 2021 MAYOR Mayor Franklin had no comments. COUNCIL Council Member Moore thanked Everett residents for voting in yesterday' s election. Council Member Vogeli requested that Council be briefed on a collaborative leadership model. President Stonecipher stated this will be scheduled during a Council meeting in the first few weeks of December. Council Member Bader provided a liaison report from the Parks Board meeting held earlier this week. Council Member Roberts provided an update from the Sound Transit Board. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper had no comments. CITY ATTORNEY City Attorney David Hall had no comments. PUBLIC COMMENT There were no citizens who wished to speak under Public Comment. 2  November 3, 2021 CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Tuohy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7710 authorizing claims against the City of Everett in the amount of $ 1, 403, 348. 83 for the period of October 16, 2021, through October 22, 2021. RESOLUTION — ELECTRONIC TRANSFER CLAIMS To adopt Resolution No. 7711 authorizing electronic claims against the City of Everett in the amount of $ 7, 077, 744. 43 for the period of September 1, 2021, through September 30, 2021. AGREEMENT— DRONE PROGRAM To authorize the Mayor to sign the Interlocal Agreement Between Snohomish County Fire Protection District 15 and the City of Everett at no additional cost to the city. AGREEMENT AMENDED - WPCF TRICKLING FILTER MEDIA REPLACEMENT PROJECT To authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with John R. Harrison for the WPCF Trickling Filter Media Replacement Project in the amount of$ 51, 530. PURCHASE— NINE FORD POLICE VEHICLES To award and authorize purchase of nine Ford Police Vehicles from Bickford Ford from Snohomish County Contract # 062- 16SR/ EVT# 2018- 065 in the amount of 431, 991. 30, including Washington state sales and vehicle taxes. 3  November 3, 2021 Roll was called with all council members voting yes, except Council Member Murphy who was excused. PROPOSED ACTION ITEMS: COUNCIL BILL 2110- 38 SECOND READING: AN ORDINANCE levying the regular property for the City of Everett for fiscal year commencing January 1, 2022, on all taxable property, both real and personal, subject to taxation thereon COUNCIL BILL 2110- 39 SECOND READING: AN ORDINANCE levying the EMS property taxes for the City of Everett for fiscal year commencing January 1, 2022, on all taxable property, both real and personal, subject to taxation thereon COUNCIL BRIEFING AGENDA: COUNCIL BILL 2110- 40 FIRST READING: AN ORDINANCE authorizing the editing of the Everett Municipal Code for Gender Neutrality as authorized under RCW 35. 21. 500 Presented by Yorik Stevens- Wajda, Planning Natalia Tune, Everett, spoke in favor of the proposed ordinance. 4  November 3, 2021 COUNCIL BILL 2110- 41 FIRST READING: AN ORDINANCE relating to planning for Parks, amending Ordinances 3543- 17 and 3543- 17 as part of the 2021 annual docket of comprehensive plan amendments; adding a new Chapter 19. 53 EMC establishing a Park impact fee; and amending Ordinance 3774- 20 Presented by Yorik Stevens- Wajda, Planning; Bob Leonard, Parks & Facilities; and Lisa Grueter, BERK Consulting Inc.
