October 27, 2021 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., October 6, 2021 by Council Member Bader. Council Member Bader announced that the Council is still abiding by Governor Inslee' s Healthy Washington guidelines, and as a result, City Council meetings will continue to be held remotely with all meetings scheduled at 6: 30 p. m. each Wednesday, except the fourth Wednesday of the month when the meeting is scheduled at 12: 30 p. m. He stated the City Council is prepared to open the Council chambers when public health considerations indicate it is safe to do so. Council Member Bader announced that citizens are encouraged to view meetings live on Comcast Channel 21, Frontier Channel 29, and on the City website at www.everettwa. gov/ citycouncil. Individuals may also call in to listen to the live meeting at any point by dialing 425. 616. 3920, Conference ID 724 887 726#. He stated the public is welcome to provide comments on any matter via email at council@everettwa. gov. He also provided instructions for community members wishing to participate live during a future meeting. He asked that comments be respectful, and remarks limited to three minutes. He added that the Council does not allow comments on certain issues such as: campaigning of any kind — whether for or against ballot measures or candidates running for office — is legally prohibited at the meeting, and comments focused on personal matters that are unrelated to City business. Upon roll call, it was found that Mayor Franklin and Council Member Roberts, Vogeli, Murphy, Tuohy, Bader and President Stonecipher were present. Council Member Moore was excused. President Stoneciper presided over the meeting. On behalf of the City Council, Council Member Roberts acknowledged the original inhabitants of this place, the sduhubs people and their successors, the Tulalip Tribes. President Stonecipher led the Pledge of Allegiance. The minutes of the October 20, 2021, City Council meeting were approved as printed. 1  October 27, 2021 MAYOR Mayor Franklin introduced the new Deputy City Clerk, Ashleigh Scott. Mayor Franklin also commented on Item No. 6 on the Consent Agenda requesting approval from Council for apply for the Washington State Criminal Justice Training Commission Grant, which will help the Everett Police Department recruit a more diverse workforce. She added that there has already been success in recruiting more diverse candidates; new hires in 2021, 45. 5% were officers of color and 36. 4% were women. She stated she wants to see those numbers increase more, and this grant will help with those efforts. Overall, 17% of our Everett Police Department workforce are people of color and 10% are women. COUNCIL Council Member Roberts commented that he attended the Northwest Neighborhood Association meeting. He also stated that he attended the Association of Washington Cities Climate Resilience and Risk Management Forum on November 10th and his attendance at the Snohomish County Citizens to Improve Transportation meeting. He stated they heard a great presentation from Community Transit on how to integrate the systems with Northgate and Sound Transit and plan for a similar integration as Sound Transit system moves North in 2024 that connects the City of Lynnwood. Council Member Vogeli commented that she attended the Transportation Advisory Committee ( TAC) meeting and stated if anyone is interested in Boards and Commission to please check out the Transportation Advisory Committee TAC) for those interested in transportation. Council Member Murphy stated he has been working with the Police Chief Dan Templeman and the Deputy Mayor Nick Harper on an outline of strategies regarding recruitment and retention moving forward. Increase the lateral hiring bonus 2  October 27, 2021 Hiring incentive or lateral hiring incentive for the basic law enforcement academy graduates with less than two years' experience Adding an additional incentive for in and/ or out of state hired laterals with greater than five years' experience. Pre- loading sick and vacation banks for in or out of state lateral candidates. Increasing the staffing focus on recruitment, particularly on background investigations. one- time retention bonus, essentially to reward existing officers to stay until the end of 2022. It would be paid out at the end of 2022 and be calculated at a percentage of their base pay. Upgrade on- duty uniforms and vests. Council Member Murphy stated that strategies could be funded from staffing shortages as well as funds from the American Rescue Plan ( ARPA) could assist with the ongoing concerns and potential improvements moving forward. Council Member Murphy moved to continue to work with the Mayor Cassie Franklin, Deputy Mayor Nick Harper and the Police Chief Dan Templeman to formalize the recommendations, put budget dollars together with the recommendations and bring back to Council over the next several weeks while working through the budget process. Council Member Tuohy seconded the motion. Council Member Bader wanted to mention challenges around a certain motel on North Broadway and ask the Administration could get back to Council for a motion to request that was made several weeks ago regarding amending the " No Sit, No 3  October 27, 2021 Lie" Ordinance to allow for other discrete areas for that to be apply and requesting a status update. ADMINISTRATION UPDATE ON PRIOR BUSINESS Deputy Mayor Nick Harper gave an Administrative update on the American Rescue Plan Act (ARPA). The Council ARPA Workshop is scheduled for November 17, 2021. Staff are exploring initiatives for Council consideration, with a focus on projects that: expand childcare and early learning services, train displaced workers and business owners, support hard- hit businesses and organization and connect and service South Everett' s businesses. He stated staff are also exploring initiatives for Council considerations. CITY ATTORNEY City Attorney David Hall requested a 10- minute executive session regarding one labor matter pursuant to RCW 42. 30. 140( 4) with no announcement to follow. PUBLIC COMMENT 1. Deb Williams stated the Council received written comments from Debra Papenthien regarding questions on medical/ religious exemption options in lieu of termination and if there will be testing as part of the employment agreements. CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7707 authorizing claims against the City of Everett in the amount of$ 1, 338, 888. 75 for the period of October 9, 2021 through October 15, 2021. 4  October 27, 2021 RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7708 authorizing payroll claims against the City of Everett in the amount of$ 4, 216, 476. 67 for the period ending October 9, 2021. AGREEMENT WITH JOB ORDER CONTRACTING SERVICES To authorize the Mayor to sign a Professional Services Agreement with The Gordian Group, Inc. for Job Order Contracting Services in the estimated annual amount of$ 350, 000 for three years, with two-one-year extensions. AGREEMENT AMENDED EMERGENCY MANAGEMENT PERFORMANCE GRANT To authorize the Mayor to sign Amendment B of the Emergency Management Performance Grant COVID- 19 Supplemental Agreement at no additional cost to the City. AGREEMENT FOR BACKGROUND INVESTIGATIONS OF FIREFIGHTER CANDIDATES To authorize the Mayor to sign the Professional Services Agreement with Public Safety Testing Investigation for background investigations of Firefighter candidates. AGREEMENT HOUSE BILL 101 RECRUITMENT GRANT To authorize city staff to apply for and if awarded authorize the Mayor to sign all necessary documents and agreements with the Washington State Criminal Justice Training Commission regarding the application, acceptance, and utilization of the House Bill 1001 Recruitment Grant in the amount of$ 60, 000. AGREEMENT AMENDED — DESIGN, FABRICATION, AND INSTALLATION OF FIVE SCULPTURE PIECES 5  October 27, 2021 To authorize the Mayor to sign a Professional Services Agreement Amendment with Brian Borrello to add time for completion for the design, fabrication, and installation of twenty- two ( 22) bike racks and four sculpture pieces. AGREEMENT AMENDED— DESIGN, FABRIACATION, AND INSTALLATION OF FIVE SCULPTURE PIECES To authorize the Mayor to sign a Professional Services Agreement Amendment with Susan Zoccola to add time for completion for the design, fabrication, and installation of five (5) sculptural pieces. Roll was called with all councilmembers voting yes, except Council Member Moore who was excused. Motion carried. ACTION ITEMS: COUNCIL BILL 2110- 37 THIRD AND FINAL READING: AN ORDINANCE approving the appropriations of the 2021 revised City of Everett Budget and amending Ordinance No. 3825- 21 Moved by Council Member Murphy, seconded by Council Member Bader, that this is declared to be the third and final reading of Council Bill No. 2110- 37.
